CARE is seeking an experienced consultant to carry out final evaluation of the “Food Voucher Program - Kore L’avni Nou” funded by FFP / USAID and implemented in 9 rural communities of the Grande Anse department of Haiti.

Following the earthquake of 12 January 2010, access to food by poor Haitian households in the Grande Anse region, already limited by weak market linkages to Port-au-Prince, was further restricted. The department experienced a scarcity of available food products as market connections between Port-au-Prince and Grande Anse were damaged, and the influx of internally displaced persons (IDPs) from the earthquake zone increased the size of households, putting further pressure on the already limited supply of food. This situation was further exacerbated by Hurricane Thomas, which struck in November 2010, causing severe damage to the agriculture and fishing industries. In the immediate aftermath of Hurricane Thomas, food availability dipped resulting in significant price increases.

To respond to the aftermath and address the food insecurity issues of the population in Grand Anse, CARE submitted and got approval to implement an “Electronic Food Voucher program – Kore L’avni Nou”, aiming at supporting 12,000 vulnerable families with a $50 (2,000 HTG) vouchers during 6 month period.

The overall purpose of the evaluation will be to assess the outcomes, on the direct beneficiaries and the population living within 9 communes of the project.

•Identify and evaluate program outcomes, intended and unintended, positive or negative and impact on beneficiaries versus non-beneficiaries

•Overview data collected on regular basis and present performance monitoring (strengths, weaknesses), triangulate with final evaluation collected data for better understanding

• Determine the adequacy of the program design to meet the identified needs in the target area

•Compare final conditions with the baseline findings and present persisting gaps in coping strategies used by the households to mitigate their vulnerability

• Relate lessons learned to appropriate stakeholders

•Identify key obstacles preventing the correct execution of the program

•Identify key successes and recommendations for future consideration

The following lenses should be used when performing evaluation:

•Mechanism of Beneficiary Selection and verification

•Direct Impact on household net assets and coping strategies

•Indirect Impact on the local market economy

•Intra-house and gender dynamics (including socio-psychological impact of the program)
