Ghana: SENIOR MANAGEMENT SYSTEMS ADVISOR – Resiliency in Northern Ghana (RING)

DAI seeks candidates for a Senior Management Systems Advisor position for an anticipated five-year program which will provide technical assistance to USAID’s Resiliency in Northern Ghana (RING) Project. RING is an integrated project and partnership effort under USAID’s Feed the Future (FtF) Initiative designed to contribute to Government of Ghana (GoG) efforts to sustainably reduce poverty and improve the nutritional status of vulnerable populations. The goal of RING is improved livelihoods and nutritional status of households in Ghana. The contractor must support achievement of the above goals by addressing contributing factors to household vulnerability and food insecurity, through three RING project components:
• Component 1 relates to interventions at the household and community level, i.e., those addressing income variability and constrained household resources that limit consumption of diverse and quality foods, especially among women and children.
• Component 2 addresses inadequate nutrition- and hygiene- related practices.
• Component 3 addresses the need for improved local support networks (both governmental and nongovernmental) that often overlook the particular needs of vulnerable households within communities and fail to create an enabling environment for enhanced nutrition and livelihoods.
The Contractor must provide technical assistance to RING partners (District Assemblies and counterparts at community level) in planning, implementing, monitoring and evaluating the activities and interventions for the results for each of the RING components.
The Senior Management Systems Advisor will provide technical advice in the development (as needed), implementation, and fine tuning of the management systems for local government entities, including the Northern Region Coordinating Council and District Assemblies, so as to assure that they are responsive to the issues and needs related to food insecurity and under-nutrition among the vulnerable households within their purview. These systems are most likely to include planning, budgeting, financial management, supervision, implementation oversight, and M&E.
This position will be based in Tamale, Ghana.

Qualifications Required:
• Master’s degree in international development, agriculture, economics, public health, nutrition, or related field of study.
• A minimum of eight (8) years or more of progressively responsible work experience in advising government counterparts in developing and using management systems to support programming at the community level.
• A minimum of 2-3 years of experience in working with de-centralized government structures and preferably in Africa.
• Experience in Ghana and/or West Africa strongly preferred.
