Job Purpose:

The WASH PM is responsible for the overall management and implementation of the WASH programme, in central Katanga; providing management and technical support to the engineering and environmental health/hygiene promotion activities.

Main Duties & Responsibilities:

WASH Programme

Strategy / Partnerships:

• Work with the field teams and the senior management to continue to develop the 4 year strategy, including the criteria for targeting communities, and new or updated approaches to access to water improved hygiene and sanitation practices in order to increase programme impact.

• Continue to develop good working relationships with Government Agencies including the Ministry of Health, Ministry of Education and SNHR (National Service for Rural Hydrologics). Share plans and lessons learned and facilitate their involvement in the programme. Work with the Concern teams to continue to develop local government capacity and connections to WASH committees in Concern’s programme areas.

• Support the partnership with SDED (spare parts network) to ensure that the spare parts point of sales is sustainable and expand a similar spare parts network to new areas of operation. Continue collaboration with other NGOs, both international and national who are working in the area to share programme plans, lessons learned etc. Identify other actors in the area of intervention and review potential cooperation or partnership.

• Represent Concern at inter-agency and coordination fora pertaining to environmental health and infrastructure rehabilitation programmes

• Participate in and represent Concern at technical workshops at provincial and national levels in fora such as the WASH cluster and the DRC WASH Consortium.

Team management:

• Ensure all team members have up to date and relevant objectives, and have constructive performance reviews as per the Concern policy.

• Day to day team management including: working with the two team leaders to develop their skills in terms of short term plan development; identifying problems and their solutions; managing the performance of others including, as necessary, the use of disciplinary procedures when necessary.

• Develop team capacity through skills audits, on-the-job mentoring as well as internal and external training opportunities. Specific areas to consider include building the capacity of the water supply team on technical design and best technical practice, improving the management capacity of the two team leaders.

• Ensure team members are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the P4, security management, accountability etc.

Programme management:

• Oversee the implementation of, and update the global programme plan in coordination with team leaders. Monitor the implementation of the water supply and the hygiene and sanitation promotion activities against the programme proposals and log-frames. Develop and track the programme budget and monitor expenditure according to monthly management accounts.

• Coordinate the activities of both the water supply and hygiene and sanitation promotion plans in the target areas and ensure that the planned activities are implemented on time.

• Plan hygiene kit distributions and work with the distribution team to ensure that distributions are carried out according to plan, ensure post distribution monitoring is carried out and results analysed.

• Work with the teams to develop procurement plans and ensure procurement of necessary materials in a timely manner, liaising with the teams and senior management to resolve any logistical blockages.

• Provide regular reports and programme updates to the Area Manager including early warnings of programme or budget overruns.

• Lead with the development of donor proposals and implementation reports as per agreed schedules.

• Compile and disseminate regular project progress reports and recommend required actions or changes in approach to the AM and/or ACD Programmes.

Monitoring and Evaluation/Accountability:

• Finalise the programme M&E plan and oversee its effective implementation, ensuring accurate information is collected and analysed for all programme components. Ensure that impacts or problems are identified clearly, discussed in the team and community and fed back into the programming.

• Concern is committed to increasing its accountability to different stakeholders, and particularly to beneficiaries, and is a member of HAP (Humanitarian Accountability Partnership). Working with the support of the AM and ACDP, ensure accountability benchmarks are understood by team members and appropriately incorporated into programme activities. As part of the accountability initiative, ensure the Complaints Response Mechanism (CRM) is effectively implemented and programme information is clearly communicated to communities.

Technical:

• Carry out frequent field visits with the hygiene promotion and the water supply teams. Work with the Assistant Field Officer and animators to regularly review barriers and enablers of behaviour change and adapt hygiene promotion methodologies and tools accordingly. Work with the water supply team on the drilling of boreholes, borehole development, water quality and yield testing, construction of aprons, installation of pumps etc. ensuring quality as per best international engineering practice. Provide practical water supply solutions in a complex geological environment.

• Develop and document written protocols and standard operating procedures with the water supply team. Support and monitor the team to ensure an effective preventative maintenance plan is in place and adequately managed

• Undertake any other relevant and reasonable work as requested by line manager.

Additional Duties:

• In the absence of the PO and head of base, the WASH Programme Manager will undertake the following:

• Oversee the operation of the base as it relates to logs (procurement purchasing; transport; storage; communication)

• Supervise and oversee the support functions in realising the effective running of the base and meeting the needs of the programme; including the cashier and the Assistant logistician

• To be the direct point of contact for liaising with Lubumbashi (AM; Logistics and Admin Coordinator (LAC), Assistant Accountant; Assistant logistician and Assistant administrator) to ensure that supplies, equipment and support are provided to the Shamwana base in a timely manner.

PERSON SPECIFICATION

ESSENTIALEducation, Qualifications & Experience Required:

• Qualifications in a discipline related to Civil Engineering and/or Environmental Health

• Good capacity in community mobilisation and knowledge of participatory approaches

• Practical experience in construction of water and sanitation (borehole drilling, hand dug wells, latrines etc.) facilities and in participatory hygiene promotion methods

• Sound knowledge of low cost sanitation interventions (latrines, solid waste disposal, vector control etc.)

• Proven experience in managing hygiene promotion (health education, awareness campaigns, hygiene NFIs , KAP surveys)

• Demonstrated experience in community based interventions and participatory planning and training

• A proven record of effective programme and people management

• Knowledge of DRR principles

• Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts

• Excellent team work skills and the ability to build good relations both internally and externally

• Willingness to live in a remote area with basic conditions

• Experience in report and proposal writing

• Good knowledge of French and willingness to improve

• Proven financial management skills

• Ability to work in an organised and systematic manner

• Ability to work under pressure

• Tenacious and able to work and make decisions autonomously with limited supervision

DESIRABLE

Education, Qualifications & Experience Required:

• Understanding and experience of the Humanitarian Accountability Partnership

• Understanding and experience of mainstreaming issues of gender equity, ethnicity and HIV & AIDS into project planning and implementation

• Proven influencing and negotiating skills with internal and external audiences and experience working in partnership with governments would be an advantage

• Experience of working in Africa (or elsewhere under similar conditions) would be an advantage

• Ability to train local staff and to motivate and develop skills of others

• Knowledge of Swahili
