Democratic Republic of the Congo (the): Malaria Technical Advisor

Malaria is one of the most important public health and socio-economic challenges facing the DRC. 97% of the population live in areas experiencing high and stable malaria transmission, and the remaining 3% of the population live in areas prone to outbreaks. In some parts of the country, the prevalence of malaria is as high as 80%, and children under five are estimated to each experience an average of 6-10 episodes of illness per year. About a third of all deaths are due to malaria, and DRC accounts for more malaria deaths than any country other than Nigeria.
As a sub-contractor in a consortium, Malaria Consortium is bidding on a five year, £30-£40m GBP DFID-funded programme in the Democratic Republic of the Congo that will deliver 3.5M long-lasting insecticide-treated bed nets (LLINs); increase availability and accessibility of first-line quality-assured artemisinin-based combination therapies (ACTs) in the private sector; and improve availability and use of information for malaria control.
Working under the direction of the Chief of Party, the Malaria Technical Advisor will provide technical leadership to the proposed DFID-funded Malaria programme in the DRC.
The Malaria Technical Advisor will work closely with the prime contractor and staff from the National Malaria Programme to provide technical assistance on the strategic technical direction on the programme, working with other senior staff and Chief of Party to develop and periodically refine programme strategies.
They will also provide assistance on the development of specific technical aspects of programme implementation and approaches, ensuring consultations with stakeholders at all levels; Modify tools for tracking LLIN retention and usage for the local context; provide situation analysis, including a full market survey leading to the development of an ACT M4P strategy; Quality assurance on products, protocols and processes around promoting ACTs in the private sector; Training, data collection, data analysis and interpretation of sentinel sites and other aspects of programme implementation as requested by the Chief of Party.
The successful candidate will have:
• A Medical degree or postgraduate qualification in international health or related discipline• Extensive demonstrable experience in malaria control in Africa • Demonstrable experience working in a technical advisory capacity to Ministries of Health and other partners, including relating to policy and guidelines review or development, and programme reviews • Significant demonstrable experience in all aspects of project management including project planning, implementation, monitoring and evaluation, financial management and the design/utilization of appropriate project management tools, and the capacity to transfer this experience to others; • Previous experience in implementing surveys; knowledge of statistical software packages desirable• Fluency in spoken and written English and French • Excellent diplomacy and stakeholder liaison skills• Confidence in representing the project and organisation externally• Sensitivity to cultural and political environment• Analytical skills: ability to understand, analyse, summarise and share information, re packaging information for different audiences.
Experience and understanding of DRC or other post conflict environments would be highly desirable for this position.
