Role and Responsibilities
To improve the monitoring and evaluation of programmes in South Sudan by the design and implementation of appropriate monitoring and evaluation systems.

Project Overview
Multi-sectoral relief programme including: provision of Primary Health Care; HHP; Emergency Nutrition; Capacity Building; Water, Sanitation & Hygiene (WASH); NFI distributions – across fixed and emergency response locations. Goal is to assist in reducing morbidity and mortality in vulnerable populations of South Sudan.

Key Activity Areas


Monitoring and Evaluation
• Develop and oversee M&E country strategy and M&E system for all country projects.
• Coordinate with relevant field and HQ technical advisors for recommended indicators and review of measurement plans.
• Develop monitoring plans for all proposals in collaboration with programmes teams.
• Work with above staff to develop and standardise survey tools and other data collection forms for monitoring programmes.
• Coordinate and oversee implementation of qualitative and quantitative data collection such as: baseline surveys, needs assessments, KPC/KAP surveys, mid-term and end of project evaluations and other relevant monitoring and evaluation activities.
• Liaise with consultants for new survey methodologies if not experienced (SMART ENA or LQAS).
• Encourage retention of M&E institutional memory in programmes by advising on reporting and communication of lessons learned for the benefit of present and future projects.
• Act as focus point for HAP-I for the South Sudan programme, promoting its principles and advising on actions among all managers, including PMs.
• Participate in the quarterly and strategy meetings.
• Provide input in the design and evaluation of the Country Strategy.
• Follow up necessary action points from the quarterly programme progress and strategy meetings.


Programme Management Support
• Train relevant programmes staff on M&E tools, data collection and analysis and basic surveying and sampling techniques.
• To assist project staff in providing relevant data as needed for regular monitoring of programme progress.


Donor Communications
• Support M&E elements of proposal and report writing including provision of data, indicator progress and monitoring plans in cooperation with field managers and field and HQ sector advisors.
• Liaise with Desk Officer for update and follow-up of donor procedures/guidelines.
• Ensure respect of contractual deadline for submission of proposals and reports to donors.
• Maintain a complete and accurate computer and hard copy archive of key project communications.
• Update boilerplate and donor guidelines.

Qualifications
• Graduate Degree in public health, international development or other relevant social science
• Demonstrate training and experience in monitoring and evaluation of humanitarian programs utilising qualitative and quantitative data collection methods
• Training in epidemiology, statistics and software including SPSS, STATA or EPI info desirable

Languages
• Strong working knowledge of English (spoken and written)

Experience / Competencies
• 2 years of management including report writing
• 1 year of experience managing a humanitarian M&E system including supervising household surveys
• Microsoft Office - very proficient with excel
• Proficiency using SPSS, STATA, EPI-INFO and/or SMART –ENA software desirable
• Self-motivating; Open minded, creative
• Consultative and decisive; Good communicator
• An ability to fit into a team as an ‘encourager’ especially during field visits
• Written: an ability to target different audiences and to tailor output accordingly, ability to process, synthesize and analyse large amounts of complex data into readable and concise formats against tight deadlines
• Ability to write proposals and technical documents

Working Conditions
• 50% of the time spent in Juba, working in an office.
• 50% of the time may be spent in the field – in Upper Nile and ERT sites across South Sudan in all 10 States.
• Visiting programme locations to support M&E activities.
