Since the food crises of 2005, GOAL has continuously supported the population of Mirriah district in Zinder Region through the implementation of community-based programmes mainly in the fields of nutrition, food security and WASH (Water, Hygiene and Sanitation).

From 2005 to 2008, GOAL focused its interventions in emergency and recovery programmes preventing and treating malnutrition while addressing the underlying causes of food insecurity by supporting communities to resume farming activities, reconstitute their livestock capital, increase access to drinking water and improve hygiene and nutritional practices.

In 2008, as part of the government's wish to integrate nutrition programmes into the health sector, GOAL's ambulatory supplementary and therapeutic programmes were fully integrated and handed over to the regional and district health departments with on-going assistance from UNICEF. In 2009, GOAL continued to be involved in the livelihoods and WASH sectors in order to build the capacity of previously established Livelihoods and WASH committees in communities. In 2010 GOAL continued to monitor the development of the activities launched in 2009 while starting a partnership with ALIMA and BEFEN in order to support the prevention and treatment of malnutrition in the greater area of Zinder.

In 2011, in order to actively respond to the food security crisis, GOAL scaled-up and implemented an integrated malnutrition and livelihood programme funded by ECHO in 40 villages alongside an important nutritional intervention conducted through its partners ALIMA and BEFEN. In October 2011, GOAL also responded to flooding in Mirriah District and supplied 60Mt of food in cereal banks thanks to a new partnership with WFP.

GOAL 2012, Goal has partnered with ALIMA/BEFEN, is still supporting Food security initiatives through WFP and the construction of cereal banks (50Mt) as well as implementing a Nutrition program in Zinder. Goal in Niger is seeking to expand its presence in Zinder and with a special focus on Integrated Health/Nutrition, Food Security and Livelihoods programmes with a community based approach.

Overall Objectives of the Position:

The AC is responsible for the overall management and coordination of all GOAL programmes implemented in Zinder Region. This role covers both Programme and Systems functions (Human Resources, Logistics, Finance & Administration, and Security). The AC is responsible for ensuring that the programmes receive the maximum level of support from the system departments at all time.

Key role & responsibilities •Ensure effective planning and coordination by the programme and system departments to guarantee a timely and quality programme implementation;•Translation of the Country Strategic Plan (CSP) together with the Senior Management Team into project proposals; •Day to day coordination of programme and system teams in the Zinder office;•Management of donor contracts in line with respective donor policies;
•Coordination with local and national Government bodies as well as with key local and international NGOs and UN agencies throughout the operational area; •Oversee HR, Logistics and Finance management of Zinder office;•Act as the Security Focal Point for GOAL programmes in the area;

Operational and Strategic Management •To co-ordinate GOAL Zinder programme in accordance with GOAL Niger CSP, relevant GOAL policies, and in line with GOAL and international quality standards; •Management of donor contracts in line with respective donor policies;
•Daily management of the on-going programmes with the respective programme coordinators while ensuring proper information sharing through regular coordination meetings
•To contribute to the development and planning of the GOAL Zinder programme including the preparation, reviewing and updating of programme proposals, budgets, evaluations and annual plans in collaboration with the senior management team; •Submit weekly and monthly reports to the CD and provide input for donor reports and proposals;•To develop Emergency Preparedness capacity in the Zinder programme•Weekly coordination meeting with all site programme managers, combined with a robust schedule of site visits to ensure that the AC is familiar with the programme activities. •Actively stimulate discussions and contribute to the GOAL strategy in Niger and in particular in Zinder.•Accompany donor representatives and other official visitors, when requested by the GOAL Country Director, and provide information as required. •Implement other tasks as identified by the CD.

Communication & representation:

Relationships with open dialogue and mutual respect should be nurtured with all stakeholders. •Ensure that GOAL is represented at appropriate coordination meetings while liaising with partners, local authorities and key stakeholders at regional level;•To act as an intermediary between the SMT and project staff where necessary. •Liaise with the relevant authorities and keep them informed about on the implementation of GOAL project;•Act in representation of CD in his/her absence.

Security:

The AC is the Security Focal Point for their programme site, and thus responsible for the safety of their team and at all times in a position to manage the response to a security incident. Overseeing Security in the programme site, including: •Supervise the implementation of GOAL security guidelines and procedures in collaboration with program and support staff; •Ensure that all staff are familiar with GOAL’s security guidelines and with GOAL evacuation plan;•Ensure all office and accommodation meet basic security standards, including fire prevention, lockdown and evacuation procedures; •Monitor the security situation and advise the Country Director of any changes or adverse conditions affecting staff safety or project operations in the region; ◦Ensure that all communication procedures are in place; ◦Organise regular review and updates of the site specific security plan;
◦Provide a security briefing to all staff/visitors arriving into the site;◦Managing and subsequently reporting and recording (within 24 hours) any direct or indirect security incidents;◦The AC should have regular dialogue with the Commissioners, UNDSS, NGO security focal point and field staff in the facilities concerning the current and expected security situation including threats and concerns.

HR Management:

Overseeing HR issues in the programme site, including: •Ensure compliance with GOAL HR Manual while ensuring GOAL’s HR related policies are being implemented;
•Contributes to the expatriate staffing process by preparing job profiles and providing his/her opinion to proposed candidates;•On a day to day basis, directly manage and coach the international staff in the programme;•Liaise closely with the Country Director on HR issues related to international and national staff;
•Ensure implementation of staff appraisals as per GOAL standards and/or needs;•To perform briefings and debriefings of staff and visitors in Zinder;◦Support in the review and implementation of GOAL’s Niger’s HR Manual and reglement interieur.
◦Line management of the HR Field Officer while coordinating with the HR Officer on issues related to HR; ◦Ensure all new hires are properly authorized and contract of employment issued; ◦Monitor and approve all R&R and annual leave. Ensure that an annual leave calendar is in place, and that the majority of annual leave is taken during the rainy season;
◦Review of monthly payroll;◦Ensuring that the HR office provides the required support to programmes; ◦The AC, should monitor the wellbeing and visible health of all relocatable staff members; both physical and psychological. Any concerns or serious illness affecting relocatable staff must be reported to the CD;◦The AC is responsible for ensuring that the day to day living and working conditions in their sites is of an acceptable standard or that plans are in place and being implemented to bring the location up to the required standard;

Logistical Management

Overseeing the Logistical department in the programme site, to ensure all logistical requirements are provided in a timely and cost effective manner including: •Ensure that GOAL logistics procedures are adhered to at all times; •Coordinate with the Logistics Coordinator to ensure all supplies are provided in a timely and cost effective manner; •Oversee effective fleet management in line with safety and security requirements.

Financial Management:

Overseeing the Finance department in the programme site, including: •To develop and after approval, monitor the project budget in collaboration with Financial Controller and the Logistic Coordinator to whom financial administration tasks are delegated; •To ensure correct and complete implementation of the financial administration of the programme/project according to GOAL systems and standards; •Make sure the Financial Controller is informed of all cash requirements and other financial issues;◦Monthly review of spending and forecasting; ◦Verify daily cash counts and review of cash books on a weekly basis;◦Ensure financial compliance according to respective donor policies; ◦Ensuring that the Finance office provides the required support to programmes.

§ Line manage the Financial Field Officer;

Requirements: •At least three years previous overseas experience with an international agency in humanitarian programmes in a management position;•Proven experience in supervising, managing/coaching and training other staff (people management especially expatriate staff); •Previous experience in project planning, monitoring and evaluation preferably in a development or NGO context (preferably the Sahel/Niger);•Great analytical skills;•Experience in dealing with national authorities, national and international NGO’s /UN bodies;•Experience in supervising financial and salary administration and budget monitoring;
•Ability to act as part of a multi-cultural and multi-disciplinary team;•Ability to organize and prioritize workload, using initiative when appropriate;•Ability to cope with stress;•Proven ability to take responsibility for security issues;•Ability to represent the organization with (inter-) national counterparts and proven negotiating skills;•Diplomatic, flexible attitude and patience, good interpersonal and motivational skills;•Awareness of the demands of the job (including evenings and weekends)•High level of English and French, comfortable in report writing and presentations;•Available for a minimum of 12 months.
