III. Position Profile

The Country Logistic Manager is responsible for logistical management, maintenance and state of equipment, and the management of goods and assets of ACTED in-country.He/She ensures that national legislation is adhered to, and that the country specific standards and rules are applied in the aim of protecting ACTED interests and ensuring efficient use of resources.He/She will be responsible for the logistical oversight of large construction projects, entailing national and international procurement and supply. 1. Logistical Management- Logistical management of Mission premises:Oversee the furnishings of premises (offices and guesthouses);Supervise maintenance and repairs of premises;- Provision and replenishing of office supplies:Identify needs in stationery and office supplies;Establish a follow-up procedure for the stationery store;Undertake purchases and storage of supplies; - Financial Management:Manage the expenses for the logistical department ;Provide documentary justification of expenses to the Country Finance Department;

  1. Procurement, Stock Management and Suppliers
    • Database of Local Suppliers:Undertake a market study;Set up and maintain a database of local suppliers, detailing criteria of quality, price, service, ethics etc;
  • Follow up of Procurement Procedures, conforming to procurement guidelinesUndertake quotations or launch Calls for Tender;Purchase goods, draft contracts;Receive merchandise and oversee the customs procedures for imported goods;Check the condition and nature of goods received as required by the contracts;Manage the presentation, circulation, filing and archiving of procurement documents, conforming to FLAT procedures;
  • Management of Stocks and Supplies:Identify warehouses for storages, ensure premises are furnished and made secure for use;Establish tools for stock management;Undertake periodic inventories;Manage stock movements and distributions of goods in the framework of project implementation;
  1. Management of the Vehicle Pool and Transportation

    • Management of the Vehicle Pool:Organise the allocation and daily availability of vehicles;Establish tools for vehicles follow-up: log books, technical check-ups etc.Ensure the maintenance of and undertake a monthly inventory of the vehicle pool;Calculate and check the monthly cost of each vehicle (fuel consumption, repairs) in coordination with the CFO;
    • Transportation management:Identify companies for the transportation of stock;Elaborate and follow a timetable of stock delivery for projects;Complete and file waybills ;Organise and oversee loading and unloading of goods;Ensure administrative and custom requirements are adhered to;
  2. Management of Technical Equipments

    • Management of the IT Network:Organise the installation of computing hardware and software (computers, printers, scanners, photocopiers, Network systems);Identify suppliers of Internet access and negotiate service contracts;Ensure back-ups of information and files are kept on the server;Ensure the maintenance and undertake a regular inventory of IT equipment;
    • Management of Communication equipment:Organise the installation of communication equipment: telephones, HF and VHF radios;Train staff in the use of such equipments;Ensure the maintenance and undertake a monthly inventory of communication equipment;Calculate and check the monthly communication cost of each base (telephones, e-mail, Internet), in coordination with the CFO;
    • Management of Power supplies equipment:Organise the installation of equipment: generators, solar panels etc;Train staff in the operation of such equipments;Ensure regular maintenance and undertake a monthly inventory of equipment;
  3. Department Follow-up

    • Team leadership:Update the organigramme and ToRs of the logistics department according to the mission development;Oversee the team and undertake appraisals of directly supervised colleagues;Ensure training and capacity building for logistics team members in order to increase the level of technical ability and skills within the department;
    • Internal Procedures and Information Flows;Develop relevant management procedures within the team;Improve information flows within the department and with other departments and projects;

IV. Qualifications:

• At least 2-3 years of working experience in difficult environments; preferably in Africa, Asia, or the Middle East;• Extensive experience in logistics and/or security management and procedures; • Experience of international tendering and procurement• Experience of international customs clearance• Demonstrated communication and organizational skills; • Ability to train, mobilize, and manage both international and national staff• Flexibility and ability to multi-task under pressure; • Ability to work well in unstable and frequently changing security environments; • Willingness to work and live in often remote areas under basic conditions;• Proven ability to work creatively and independently both in the field and in the office; Advanced proficiency in written and spoken English

V. Conditions:

  • Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

Since 15th of March 2011, following the demonstrations in Dera’a and then in the major cities of Syria, the situation has been worsening. Protesters demand the resignation of President Bashar al-Assad, the overthrow of his government, and an end to nearly five decades of Ba’ath Party rule.The conflict between the Syrian army and opposition resulted in massive displacements of populations within the country and, into adjacent countries. International community tries to solve the problem, for the moment however, proposed solutions failed.

In February 2012, MdM decided to launch the exploratory mission in the Syria neighboring countries: Jordan, Lebanon and Turkey. Assessment of the humanitarian needs, MdM’s network as well as the local medical partners’ revival and the prepositioning for the intervention inside of Syria as soon as Syrian border will be open for humanitarian aid, were the goals of the mission.In Turkey we are supporting a post-operative and rehabilitation center ran by a local partner.In Syria we are implementing health centers in IDP camps

TASKS AND RESPONSIBILITIES:

Working directly under the responsibility of the General Coordinator, the Logistic coordinator is in charge of the overall logistic support provided to the projects (in Turkey and in Syria). S/he monitors the operational implementation of the project in compliance with the defined strategy. S/He responsible of the implementation of the internal logistic procedures. He supervises and follow-up the logistician officer of the base and the logistic assistant based in Syria.

S/He is in charge of collecting information, following-up of the security context and situation, and propose adapted behaviour.

More specifically, you:

1/Programme logistic coordination: • Define Mission objectives, strategies, budgets and ensure their monitoring and management • Define/adapt, implement the logistical activities required to achieve the general objectives, in collaboration with the General Coordinator • Set-up logistic department, defines and implements logistic process

2/ Support activities: • Perform the role of technical adviser and take final responsibility for all logistical tasks of the Mission: ? For Syrian project, according to the on-going implementation: Supply, rehab and hygiene for the PHC, watsan activites in the camp (not yet implemented by the flying team) • Guarantee the availability, implementation and management of all the technical and logistical resources required to carry out the operations of the Mission • Make all the technical choices for the various logistical areas (procurement, construction, security, etc.) and supervise their implementation • Supervise and regularly evaluate the progress and advancement of logistical activities

3/ Emergencies: • Ensure permanent capacity for the logistic assessment of emergency situations by supporting the flying team • Good network of contacts

4/ Supply chain management • Are in charge of the supply of the medical and logistic kit and medical running stock • For all supply for Syrian projects, upon the Syrian team requests, respecting the emergency of the needs • Take overall responsibility and supervision regarding to the implementation and the respect of supply procedures and policies, • Determine the adequate purchasing procedure regarding amount, donor guidelines, specific technical constraints, and specific HQ policies, • Organize and follow the purchasing procedure, • Validate when needed, orientate and follow-up all the purchases of the mission, • Prepare or supervise the written contracts when necessary • Manage the purchase follow-up tools and the capitalization

5/ Team management • Supervision and management of the logistic team • Propose and prepare organisation charts and job profiles for all logistic teams, • Ensure that the national logistics team is of an appropriate size and sufficiently competent to provide day-to-day (basic) logistical support for the Mission.

6/ Fleet management • Ensure overall management of the fleet • Supervise implementation and follow-up of existing fleet management procedures and policies, • Plan and supervise vehicle maintenance, • Supervise follow-up of vehicle documentation, supervise the monitoring of consumption

7/ Assets and infrastructures management • Ensure the management of Equipment Statement process, • Consolidate assets inventories and transmit them to GenCo and HQ, • Supervise the follow-up of the equipments status and documentation, the follow-up of preventive maintenances and repairs, the follow-up of stocks and infrastructures.

8/ Security • Are in charge of the security back-up for the team when they are inside Syria.

JOB CONTEXT: HI’s Mine Action rapid response team redeployed to Benghazi on 6 April 2011. The purpose of the mission was to establish a base inside Eastern Libya and to initiate Risk Education activities. Operations are now based in Tripoli, Misrata and Sirte. JOB DESCRIPTION:Under the responsibility of the Head of Mission of the Mine Action programme, you will manage the day-today running of finance, administration and logistic while developing the national capacity. You will support the Support Service Department, notably the Administrative Coordinator and Logistics coordinator in capacity building the admin teams in Misrata and Sirte. Another one of your objective will be to ensure that administrative systems are understood and followed up by the staff.

You will be in charge of ensuring daily administrative management of the bases in Sirte and Misrata. JOB ENVIRONMENT: Following the end of the insurgency that started in February 2011, the security situation in Libya remained calm but is very volatile. The setup of the new power structures, governmental structures and the handling of the events of the past conflict can potentially lead to a swift and substantial deterioration of the security situation. Living conditions in Libya are good, though movement can be restricted according to the security plan, The shops offer all required items. Libya is also a (currently moderate) Islamic state. Cultural sensitivity and religious respect are required.

CANDIDATE PROFILE:Mandatory: • Relevant degree in a field related to logistics/administration or equivalent experience.• At least one to two years field experience in Administration / Log in the humanitarian sector• Experience in Logistic, “hands on”• Good capacity to withstand pressure and manage stress

REQUIRED LANGUAGE SKILLS: Fluency in English is mandatory; knowledge of French is an asset.
