Cameroon: Head of Policy, Central Africa Wildlife Crime Programme (WCP)

The World Wide Fund for Nature (WWF) is one of the largest independent conservation organizations in the world. We are an international NGO committed to environmental protection active in almost 100 countries and have been working in the Congo Basin since 1978.

WWF has a focus on forest conservation through developing and managing protected areas, while promoting sustainable forestry practices and community conservation. WWF’s and IUCN’s wildlife trade programme, TRAFFIC, has also been working on wildlife trade-related priority issues in the region. One of the greatest current threats to Congo Basin ecosystems is poaching and illegal transnational trade in wildlife products, currently ranked as the 5th largest transnational illicit trade worldwide, after counterfeiting, drugs, people, and oil. Over the past two years, WWF & TRAFFIC ran a global illegal wildlife trade campaign, which included a Central Africa strand. As a result of this work, WWF and TRAFFIC are currently starting a global Wildlife Crime Programme (WCP).

WWF-Central Africa Regional Programme Office (CARPO) seeks a Head of Policy whose major functions will be developing and delivering the Central Africa strand of the WWF and TRAFFIC WCP, securing high level political and corporate commitments as well as programmatic impact delivery. S/He will do this through two primary functions:

  • Develop and lead implementation of a political, partners and corporate engagement strategy (40%)
  • Coordinate the overall programme in the Central Africa region (60%).

Location: The position will be based in Yaoundé, Cameroon (with frequent trips)

Duration: 2 years renewable.

Main responsibilities:

Under the supervision of the Regional Conservation Director/GPP Leader, the Head of Policy has the following duties and responsibilities:

  • Develop, coordinate and lead implementation of the Central Africa strand of the WWF / TRAFFIC wildlife crime programme, including working with regional and international communicators to use communications effectively and strategically;
  • Support the implementation of negotiation, lobbying and outreach strategies of the programme, engage key external stakeholders;
  • Support Country Offices and TRAFFIC Central Africa to engage more effectively with their governments, the corporate sector and the public, provide capacity development and programmatic oversight to teams;
  • Identify and develop strategic partnerships and alliances around wildlife crime in Central Africa with key players, particularly in key donor countries or demand countries for illegal wildlife trade, to ensure effective achievement of programme objectives;
  • Advise and oversee the development of a comprehensive system for the gathering and knowledge-sharing of information and developments relating to illicit trade (seizures, prosecutions etc);
  • Ensure that the Central African work is fully integrated with -and supports the global WWF/TRAFFIC WCP.

What you need:

Required Qualifications

  • At least 10 years’ experience in national and/or regional/international policy advocacy, including high level political negotiations, preferably within a Central African context;
  • Minimum bachelor’s degree;
  • Strong working knowledge of political and policy making processes within Central Africa;
  • Proven track record in successfully developing, leading, and managing projects in the field of wildlife conservation or law enforcement.

Required skills and competencies

  • Demonstrated ability to deliver high level policy outcomes;
  • Strong ability to initiate, build and maintain relationships with key external stakeholders;
  • Excellent organizational skills with ability to prioritize;
  • Strong technical skills, ability to develop and co-ordinate conservation programmes and projects, and to work effectively with a wide variety of partners and disciplines.
  • Good working knowledge of both English and French;

Pakistan: Expert in crime prevention and drug control in Khyber Pakhtunkhwa

  1. BACKGROUNDThe United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 2010-14 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS.

COPAK requires the services of a national contractor to oversee the implementation of UNODC activities under the Country Programme in Khyber Pakhtunkhwa. It is expected the contractor will liaise with law enforcement, criminal justice and health institutions, as well as collect and maintain information and data relevant in related areas.

  1. MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED WORK.The objective of the assignment is to liaise with law enforcement, criminal justice and health authorities in Khyber Pakhtunkhwa regarding the implementation of technical assistance under the UNODC Country Programme. This will involve consultations with government counterparts at both technical and political levels, collecting data related to UNODC’s work and drafting reports on the effectiveness and results of UNODC’s technical assistance in the areas of drug trafficking, human trafficking, border management, policing, prosecutions, prison reform and health care for drug users.ResponsibilitiesThe incumbent will work closely with technical Advisors based in Islamabad and other colleagues under the supervision of the Representative of the Country Office for Pakistan of UNODC. The incumbent will undertake the following duties:
  2. Prepare, organize and report on regular consultations with relevant government counterparts
  3. Liaise with law enforcement agencies and criminal justice authorities in Khyber Pakhtunkhwa on trends, performance and results achieved
  4. Collect information and data related to UNODC’s work and draft reports.Expected Deliverables
  5. Regular meeting reports of consultations with government counterparts to UNODC
  6. Data related to trends in the areas of drug trafficking, human trafficking, border management, policing, prosecutions, prison reform and health care for drug users
  7. Regular high quality reports or contributions to reports
  8. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONSI. Academic Qualifications:• Bachelor’s degree or equivalent II. Years of experience:• 5 years of relevant of relevant experience in areas related to law enforcement and criminal justice, preferably in Khyber Pakhtunkhwa.III. Competencies:• Familiarity with law enforcement, criminal justice or health agencies;• Ability to interact effectively with government counterparts at all levels;• Knowledge of monitoring and evaluation principles;• Ability to formulate concise reports and presentations;• Excellent verbal and written communication skills in English;• Previous experience with the UN or a UN agency is an asset.

  14. FINANCIAL PROPOSAL

Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Contracts based on daily fee

The financial proposal will specify the daily fee, travel expenses and per diems quoted in separate line items, and payments are made to the Individual Consultant based on the number of days worked.

Travel

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

EVALUATIONIndividual consultants will be evaluated based on the following methodologies:1.
