Tajikistan: Specialist on Environment Rural Livelihoods Project Position (Subject to funding.)

The objective of the project is to enable rural people to increase their productive assets in ways that improve natural resource management and resilience to climate change in selected vulnerable sites. Its focus is on Rural Production and Land Resource Management Investments.

It is part of the Environmental Land Management and Rural Livelihoods Project, funded under the Pilot Programme for Climate Resilience and the Global Environmental Facility and implemented by the Committee for Environmental Protection (CEP), through an Implementation Group (IG) with support from the World Bank.

For a 30-month project in Khatlon, southern Tajikistan, Oxfam is looking for a Specialist on Environment to work on capacity building of local communities and stakeholders, and development and monitoring of rural livelihoods sub-projects, applying participatory approaches.

Required qualifications:

  • Relevant educational background in environmental issues.
  • Extensive experience in rural livelihoods and environmental assessments, land use management and climate change adaptation issues.
  • Experience in participatory approaches.
  • English, Tajik, Russian languages.

FOCUS Tajikistan is seeking a highly motivated and experienced senior executive with outstanding leadership skills for the role of Executive Officer.

The Executive Officer (EO) is responsible for the overall administration and management of FOCUS Tajikistan, including disaster management programmes, external fund-raising and grant management, and business operations. Areas of responsibility include: strategic leadership, planning, implementation and evaluation of FOCUS Tajikistan’s programmes and operational activities; policy development and administration; personnel and fiscal management; and public relations and external communications. This is a full-time position.

RESPONSIBILITIES:

  • Leadership: Provide strategic and operational leadership, especially during disasters. Build staff capacity, specifically leadership capacity, through professional development training and mentorship.
  • Programmes: Oversee design, development and implementation of programmes and services for disaster risk reduction, disaster response and refugee/IDP support that provide innovative, sustainable solutions to challenging problems. The programmes would be driven by FOCUS Tajikistan’s mandate and strategic goals and delivered within approved budgets, quality standards and timeframes in collaboration with Government of Tajikistan departments, other FOCUS units and AKDN agencies, UN agencies and other NGOs.
  • Financial: Oversee the financial and management accounting for FOCUS Tajikistan including: budget preparation,’ monitoring and control; timely reporting to Global Office and donors; effective and prudent management of resources; and adherence to AKDN policies and applicable laws. External Relations: Enhance the image and increase the visibility, outreach and impact of FOCUS Tajikistan. Maintain positive relations with donors, AKDN agencies, UN agencies and other NGOs. Develop partnerships including grant/funding agreements with donors.
  • Human Resources: Effectively manage the human resources of FOCUS Tajikistan according to the approved personnel policies and procedures that are consistent with applicable laws and regulations.

QUALIFICATIONS AND EXPERTISE:

  • Advanced degree in business or international development.
  • At least ten years of work experience in a management position including experience as a senior leader within a corporate, government or non-governmental. Experience in development or disaster management will be an asset.

Tajikistan: External Evaluator for the Remote Geo-Hazards Capacity Building and Monitoring Project, Phase-II

Background

Focus Humanitarian Assistance (FOCUS) is an international emergency response and disaster management agency that provides relief and support services during and following natural and man-made disasters, primarily in the developing world. FOCUS aims to provide disaster mitigation and preparedness programme in vulnerable communities. It also extends humanitarian relief and recovery following natural or manmade disasters and reduces the communities’ dependence on humanitarian aid and facilitates their transition to sustainable self-reliance. Founded in 1994, FOCUS has offices in Afghanistan, Canada, Europe India, Pakistan, USA and has been providing humanitarian assistance and responding to natural disasters in Tajikistan since 1998. FOCUS is an affiliate of the Aga Khan Development Network (AKDN).

FOCUS in Tajikistan is currently implementing the second phase of its Remote Geo-hazards Capacity Building and Monitoring Project co-funded by UKAid of the Department for International Development (DFID) and the Swiss Agency for Development and Cooperation (SDC) to address threats posed by remote hazards. The geographic coverage of the project includes districts of GBAO, Zarafshan and Jirgital, where FOCUS Tajikistan implements the project in GBAO and Jirgital and Welthungerhilfe (WHH) is responsible for the project in Zarafshan valley.

Project Objectives

  1. Further strengthening the existing awareness, assessment, monitoring and emergency response capacity of national government institutions responsible to manage these risks including the Hydromet, TajikGeology and the CoES’ Information Management and Analytical Centre

  2. Enhancing the awareness, preparedness, monitoring and response capacity of local communities threatened by these risks in Zarafshan, GBAO and Jirgital

To achieve the objectives stated above, the following key interventions constitute the project’s proposal and serve as its framework of action:

• Government capacity building interventions, including;

Objectives of the External Evaluation

The overall objective of the external evaluation is to assess the overall impact of the project.

Specific objectives include:

  1. To assess the outputs, outcomes and impact of the project on direct and indirect beneficiaries;
  2. To assess the management and implementation processes adopted by the project by analysing the efficiency, effectiveness and possible effects of the activities and measures taken to sustain the results achieved;
  3. To assess the level of disaster awareness and preparedness reached in respective target areas;
  4. To assess the level of receptiveness and ownership of the communities and their participation in the implementation processes, where applicable;
  5. To assess how well the project coordinated with other actors in disaster preparedness – locally, regionally, and nationally;
  6. To identify lessons learnt and best practices, and present recommendations for future and similar interventions;
  7. To assess the level of sustainability (financially, institutionally, and otherwise) achieved by the project.

The external evaluation will accomplish the above overall objective and specific objectives by reviewing the project’s activities (under each component) against the project objective and expected results.

Methodology

The methodology adopted by the External Evaluator will be participatory with direct involvement of different stakeholders, particularly the direct beneficiaries of the project.

The external evaluation of the Remote Hazards – II project is expected to take approximately 10 days in the field (excluding international travel as well as preparation and post-visit analysis and report writing). The anticipated total timing of the external evaluation is approximately 20 days.

Expected Outputs

The External Evaluator shall produce an evaluation report in English based on a pre-defined formatting template and submit the report via e-mail to FOCUS, SDC, DFID and WHH.

A draft evaluation report, including the External Evaluator’s conclusions, and recommendations, should be submitted to FOCUS and WHH for a preliminary review before completing the final evaluation report for submission to SDC and DFID. One week should be allowed for the review and commenting of the draft evaluation report. The External Evaluator should be prepared to defend her/his arguments/opinions and assessment against those whom they are evaluating.

Once the contents of the final evaluation report have been discussed and all key points clarified with FOCUS and WHH, the report should be submitted to SDC and DFID no later than October 31, 2013.

Required Qualifications

The External Evaluator must have relevant qualification, competences and experiences suiting with the scope and geography of this assignment. The evaluator must have in-depth knowledge and experience of carrying out the project evaluations in disaster risk reduction. He/She should have strong analytical and writing skills and the ability to clearly present findings and drawing practical conclusions, and recommendations. Russian and Tajik language skills would be an asset, but not essential.

Tajikistan: Team Leader/Evaluation Methods Specialist – Rule of Law/Law Enforcement Capacity Building

Development and Training Services, Inc. (dTS) is seeking a Team Leader for a short term performance evaluation for the Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL.) The Team Leader will provide technical and program leadership in this proposed project to conduct a performance evaluation of their programs in Tajikistan in two areas: 1) Law Enforcement Reform and Capacity Building (LERCB) and 2) Rule of Law. Responsibilities will include:

• Provide technical oversight and quality assurance for the project.
• Lead implementation of the entire project, including work planning, technical delivery, and project reporting.
• Provide field based technical leadership in implementing evaluations by designing evaluations with sampling and data collection methods, work planning, technical delivery and project reporting, and quality assurance.
• Keep the home office staff informed of status of project and major deliverables on a regular basis.
• Maintain communications with the COR as well as other DoS representatives as needed.

Qualifications and Education Requirement:

• A Master’s degree and at least 15 years’ relevant experience conducting evaluations for law enforcement, rule of law and/or justice sector reform projects, preferably targeting a country in the former Soviet Union, or a similarly challenging program environment;
• Professional experience in the former Soviet Union;
• Demonstrated success in administering successful technical assistance projects and effectively manage evaluation teams of international and local staff;
• Excellent research, writing, analytical, and presentation skills;
• Fluency in English and Russian and/or Tajik speaking and reading skills at or equivalent to the Foreign Service Institute (FSI) proficiency level of 3 or higher;
• No staff members of the evaluation team are to be directly involved in the implementation of INL’s law enforcement or rule of law activities in Tajikistan;
• The ability to obtain and maintain a US security clearance is required;those who already have a clearance are preferred.

II. Country Profile

Bactria Cultural Centre

Bactria Cultural Centre (BCC) was created in December 2001 by the French humanitarian and development NGO “ACTED” (Agency for Technical Cooperation and Development) to address the lack of access to culture, information and vocational training in Tajikistan. Since then it has become a focal point in the cultural life of Dushanbe. Cooperating with several embassies (mainly with the French Embassy and the U.S. Embassy) and donor organizations (UNESCO, The Christensen Fund, Swiss Agency for Development and Cooperation, HIVOS, the Delegation of the European Union in Tajikistan, etc.) the Centre supports a wide variety of cultural activities (music, visual art and handicraft) and educational activities (French, English, Russian, Persian and Chinese courses, language laboratory, club discussion, resource centre). These cultural activities have ranged from the promotion and preservation of traditional Tajik culture to the introduction and development of contemporary art in Tajikistan. Bactria Cultural Centre’s current strategy primarily aims at providing vocational trainings with the help of local and international experts. Secondly, Bactria Cultural Center (BCC) sees itself as a platform of cooperation for national and regional actors in the sphere of art and culture, and finally Bactria acts as a facilitator and a catalyzer of artistic initiatives and processes.

III. Position Profile

The EFL Intern will join the BCC Education Department composed of one Educational Manager, one Language Course Coordinator, two French teachers, one FFL Intern, seven English teachers, one Russian teacher, one Persian teacher and one Chinese teacher.The EFL Intern will work on the Justice Sector Reform Program (JRSP) as well as on regular educational activities in BCC.The 2013-2014 Justice Sector Reform Program (JRSP) is a program funded by the US State Department’s Bureau of International Narcotics and Law Enforcement Affairs (INL). Its mission is to minimize the impact of international crime and illegal drugs by providing effective foreign assistance and fostering global cooperation. This mission, which centers on helping nations establish a capable and accountable criminal justice sector, was expanded during the past decade to include stabilizing post-conflict societies through criminal justice sector development and reform. This mission supports peace and security by stabilizing and strengthening security institutions and by combating narcotrafficking and other transnational crimes such as money laundering and criminal gangs. It promotes just and democratic governments by strengthening justice sector institutions, good governance and respect for human rights. Position ProfileThe Project Manager is in charge of a long-term program focusing on the Ferghana Valley (in Tajikistan only) whose goal is to improve rural population’s health and wellbeing through sustainable rural water supply and sanitation and improved household hygiene and hygienic behavior. To achieve this objective, in addition to focusing on increasing access to safe water, the project will put special emphasis on: (i) sanitation, including hygiene, the construction of appropriate safe toilets for schools and health centers, and the promotion of household toilet construction; (ii) gender, strengthening the role of women in decision-making/management of Water User Associations; (iii) contributing to the policy dialogue with the Government in areas crucial for rural water supply and sanitation; (iii) integrated water resource management; and (iv) scaling up and sustainability. Overall, the Project Manager is responsible for project implementation and, as such, his/her duties shall include: overseeing field operations and ensure effective and timely completion of activities, achievement of outputs and outcomes with maximum impact for beneficiaries and oversee all administrative duties, staff management, stakeholders and partners relations, in coordination with relevant departments. Tajikistan: National medical equipment and procurement expert

We are planning to apply to the KfW financed project: "Treatment and Prevention of Polio Cases". The purpose of the Project is to improve diagnosistics and treatment of newly occurring cases of AFC (acute flaccid paralysis) or Polio through timely correct laboratory diagnosis, and intensive care and improvement of the efficacy of Polio vaccines by delivering Polio vaccines and improving the cold chain in the Republic of Tajikistan. Specifically the activities include beside a profound trainign program:

-Revision of the already developed architectural plans for a clinical laboratory with an entero-virus section (BSL 2 level)
- Rehabilitation and restructuring of the intensive pediatric care ward, isolation ward, and neurological department within one building; rehabilitation of the water supply system, sewerage, and heating system.
- Procurement and installation of the medical and non-medical equipment, and if necessary laboratory reagents for the different services for at least one year after installation of the new laboratory equipment.
- Procurement and installation of the cooling, transport and storage equipment for the cold chain for Polio vaccines throughout the country.

We are planning to apply to the KfW financed project: "Treatment and Prevention of Polio Cases". The purpose of the Project is to improve diagnosistics and treatment of newly occurring cases of AFC (acute flaccid paralysis) or Polio through timely correct laboratory diagnosis, and intensive care and improvement of the efficacy of Polio vaccines by delivering Polio vaccines and improving the cold chain in the Republic of Tajikistan.

-large training component
-Revision of the already developed architectural plans for a clinical laboratory with an entero-virus section (BSL 2 level)
- Rehabilitation and restructuring of the intensive pediatric care ward, isolation ward, and neurological department within one building; rehabilitation of the water supply system, sewerage, and heating system.
- Procurement and installation of the medical and non-medical equipment, and if necessary laboratory reagents for the different services for at least one year after installation of the new laboratory equipment.
- Procurement and installation of the cooling, transport and storage equipment for the cold chain for Polio vaccines throughout the country.
- Advice to the MoH

Requirements:

-health professional (MD or nurse with additional qualifications)
-at least 7 years of professional experience in pediatric intensive care, including isolation
-experience in set-up and / or organisation and management of a pediatric intensive care unit
-regional or international experience
-experience with polio eradication
-good English and Russian (or Tajik) language skills
-working experience with an international organisation

We are planning to apply to the KfW financed project: "Treatment and Prevention of Polio Cases". The purpose of the Project is to improve diagnosistics and treatment of newly occurring cases of AFC (acute flaccid paralysis) or Polio through timely correct laboratory diagnosis, and intensive care and improvement of the efficacy of Polio vaccines by delivering Polio vaccines and improving the cold chain in the Republic of Tajikistan. Specifically the activities include beside a profound trainign program:

-Revision of the already developed architectural plans for a clinical laboratory with an entero-virus section (BSL 2 level)

-university degree in architecture / construction engineering
-at least 7 years of professional experience construction of hospitals preferrably including intensive pediatric ward and isolation ward
- experience in construction/rehabilitation of at least 1 medical laboratory
-good English language skills (writing, speaking, understanding)
-working experience with an international organisation would be an advantage
-Tajik national
