Montenegro: Consultancy - Website and Social media support

  1. Background and Context

The overall goal of Country Programme 2012-2016 is to aid efforts by Montenegro to increase equity and ensure the inclusion of children and women who are in need of special protection, live in poverty or are socially marginalized.

The programme will contribute to the following key results by the end of 2016: (a) Montenegro addresses disparities and gaps in access to quality social services for excluded and vulnerable boys, girls and families in line with United Nations standards;(b) the country’s legal framework is harmonized with EU/United Nations standards, and policies relevant to child-focused governance and social inclusion of children are implemented and monitored; and (c) national and local authorities systematically apply the principles and standards of the Convention on the Rights of the Child and Copenhagen criteria (for membership in the EU) and facilitate independent monitoring.

The country programme comprises two mutually reinforcing components: child protection and social inclusion; and child rights, policies and planning. These reflect the need for continuity in supporting the Government and institutions to complete the child care system reform agenda and implement policies and strategies for children at central and local levels; securing investment in equitable inclusion and protection of the most vulnerable and marginalized groups; strengthening capacities in planning, child rights monitoring and budgeting; and implementing the framework for a sustainable legacy of child rights.

Communication for development is a key strategy. The participation of children and young people will strengthen the programme’s thrust in social inclusion, deinstitutionalization, HIV prevention, environmental sustainability, educational quality, minority rights, gender equality and prevention of violence, abuse and neglect.

UNICEF Montenegro website and Facebook page are important and the only online resources of information about the ongoing activities. Their revitalization, reconstruction and regular updating with photos, stories and videos is an important part of UNICEF Montenegro Communication Strategy for 2014. Moreover, UNICEF Montenegro website is made in the Red Dot Software and this country office is one of the pilots of the newest version of this software launched in 2011.

The purpose of the consultancy is to provide technical assistance for website and social media support

Website and social media support

The Red Dot Software in which UNICEF Montenegro website is made is specifically made for UNICEF Country Offices and UNICEF Montenegro is one of the pilots of the newest version of this software launched in 2011. The consulting agency should have the necessary expertise on the Red Dot sofware in order to allow timely and effective updating and revitalizing of the website.

UNICEF Montenegro website and Facebook page are the only online and constantly updated resources of information about the ongoing activities. Therefore, their timely and effective updating with photos, stories and videos with support from the consulting agency is a significant part of UNICEF Montenegro external communication.

  1. Methodology and Technical Approach

Website and social media support
One day (8 hours) per week, consulting agency will work on revitalizing and updating UNICEF Montenegro website and Facebook with new contents provided by UNICEF Montenegro. Consulting agency will also regularly upload the news and press releases from headquarters and RO to UNICEF MNE website and facebook page. In this way, the website and facebook page will be constantly updated with frequent changes on the front page.

Every week update UNICEF Montenegro website and Facebook page with new contents received from UNICEF MNE, as well as with announcements/press releases from the headquarters and the regional office (December 31, 2014)

UNICEF Montenegro website and Facebook page regularly updated and made more user-friendly (December 31, 2014)

Duration: 10 months: March 1 – December 31, 2014

The consultant organization will be supervised by the Communication Officer.

At least 3 years of professional experience in Red Dot software

  • All applicants must submit proof of experience in the form of ‘best of’ portfolio on DVD;

• Recourse

Purpose and Objective

The main purpose of this consultancy is conducting of an in-depth analysis of the situation in the municipalities of Bijelo Polje and Pljevlja related to obstacles to early detection/intervention and inclusion of chidren with disabilities (CWD), with an aim of developing recommendations that could be disseminated nation-wide for providing quality care for CWD from an early age and achieving universal inclusion.

The consultancy engagement sets down the following objectives:

• Identifying the problems in ensuring early detection of disabilities and provision of adequate care and intervention.• Identifying the problems in ensuring that, if not earlier, disability is detected at school enrollment and an individual educational/development plan best suited to the needs of the child provided. • Identifying the bottlenecks in inter-sectoral cooperation at the level of local municipalities (education, health, social care)• Developing recommendations for overcoming the problems and obstacles ensuring the full and quality care and inclusion of CWD.

Activities and Tasks

The above mentioned objectives are to be achieved through the following activities::• Desk analysis of relevant strategic documents, legislation and regulations.• Development of the plan of site visits and meetings, and structured interviews with all respondents.• Stay in Bijelo Polje and Pljevlja for site visits and meetings.• Development of a draft situation analysis and recommendations.• Presentation of draft findings and recommendations at separate events in Bijelo Polje and Pljevlja.• Development of final situation analyis and recommendations.

Key Deliverables and Timeframe

The international consultant will be engaged for 22 days (3 day desk review, 1 day – development of the methodology and work plan, 2 x 3 days site visits, 2 day visits to line ministries, 5 days development of draft situation analysis and recommendations and 2 days presentation of findings, 3 days development of the final report and recommendations).

The consultant is expected to produce the following deliverables by the following tentative deadlines:• Desk review and work plan, by October 5, 2013,• Draft situation analysis and recommendations, by October 25, 2013
• Final situation analysis and recommendations, by October 30, 2013

Management and Organisation

Management: The consultant will be supervised by the UNICEF Programme Specialist.

Organization: One national or international consultant at NOC or P – 4 levels, respectively, are required for this consultancy.

The consultant’s fee may be reduced if the assignments/deliverables are not fulfilled to the required standard. In a case of serious dissatisfaction with the consultant’s performance the contract may be terminated in line with UNICEF procedure in such matters and as spelled out in the contract.

Schedule: This assignment will commence on October 1, 2013.

Qualifications/specialized knowledge/experience required to complete the task:

The consultants are expected to have the following qualifications/specialized knowledge/experience required to complete the task:

• University degree in social sciences or a relevant technical field; advanced university degree is an asset;• 5 - 7 years of work experience in the area of inclusive education/child care;• Experience in social/educational research;• Participation in international research related to inclusive education and systems of early detection&intervention• Experience in evaluation of inclusive education policies and practice as well as early childhood care,• Experience in developing policies, strategies and action plans related to inclusive education and early detection & support to CWD;• Excellent writing skills;• Strong communication skills. • Knowledge of the local language.

Methodology and Technical Approach

The consultant is expected to use the following methodology: desk review of relevant documentation, such as Strategy for Inclusive Education 2008 – 2012, Strategy for Early Childhood and Preschool Education 2012 – 2016, relevant legislation and regulations in relation to treatment of children with disabilities, etc. The consultant is expected to us the existing data collection mechanisms: site visits and consultations with local governments and relevant secretariats, centres for social care, health care centres, schools, day care centres, etc; meetings with line Ministries; consultations with parents associations and NGOs; prepare draft situation analysis and report with recommendations to be shared with all parties for comments before final versions are completed.

The consultant is expected to work both in the field and from home.

Further details related to methodology are outlined in the following section “Activities and Tasks”. Once engaged, the consultant is expected to present a tentative work plan with timeframe and deadlines for deliverables in greater detail.
