PRESENTATION DE L’ONG

Sous le pilotage de la Direction de l’Action d’Urgence (DAU), issue de la fusion en 2006 avec Atlas Logistique, l’organisation s’engage à :- Fournir une réponse adéquate lors des catastrophes naturelles et des situations de conflit, partout dans le monde, autant que possible ans les 72 h suivant le déclenchement de la crise ; - Apporter une assistance aux populations déplacées, réfugiées et sinistrées en raison des conflits ou des catastrophes, et en leur sein aux personnes blessées et handicapées ; - Assurer une veille permanente des crises chroniques et/ou conflits pour garantir une réponse rapide aux éventuels besoins d’urgence qui pourraient survenir.

Directement rattaché(e) à la Direction de l’Action d’Urgence de Handicap International, l’expatrié(e) sera mandaté(e) pour la mission suivante :

CONTEXTE GEOPOLITIQUE

Après de longues années de guerre, si la République Démocratique du Congo poursuit son chemin sur la voie de la stabilisation, avec des progrès constatés dans plusieurs domaines, une grande partie de la population reste extrêmement vulnérable, exposée à des risques de deux ordres :

¦ Des crises de natures diverses: attaques de groupes armés, violations du Droit International Humanitaire et des Droits Humains, déplacement de populations (environ 1.64 millions de déplacés internes à fin septembre 2011), conflits fonciers et intercommunautaires et désastres naturels sont les principaux facteurs de crises, chroniques ou soudaines, qui affectent de nombreuses parties du pays. En 2011, ce tableau s’est encore assombri avec la résurgence d’épidémies, dont les plus meurtrières furent la rougeole (dans tout le pays) et le choléra (en divers endroits, notamment le long du fleuve Congo).

¦ Une pauvreté et une précarité générales: les indicateurs de base restent alarmants, dans les secteurs de la santé, de l’eau, hygiène et assainissement, de la malnutrition, de la sécurité alimentaire, et de l’éducation. Dans de nombreuses zones, les services de l’Etat sont encore insuffisants pour répondre aux besoins et les infrastructures routières délabrées ne permettent pas l’accès à certaines populations.

La combinaison de ces éléments augmente la vulnérabilité de beaucoup de Congolais.

CONTEXTE DE LA MISSION

La Direction de l’Action d’Urgence de Handicap International a mené depuis janvier 2009 un projet de soutien logistique aux opérations d'urgence en faveur des populations sinistrées dans les territoires du Grand Nord, Béni et Lubéro. Cette opération avait pour objectifs principaux de faciliter la réactivité des partenaires humanitaires en les soulageant des contraintes logistiques (stockage et transport) liées à leurs interventions d’urgence.

Aujourd’hui, la Direction de l’Action d’Urgence est présente au Nord Kivu uniquement, avec une base à Goma et une autre à Walikalé. Au regard de la situation humanitaire régressive dans la province du Nord Kivu il a été décidé d’adapter la stratégie afin de mieux répondre aux besoins des partenaires et de développer l’expertise sur les besoins spécifiques à l’est de la RDC. Par conséquent, la mission maintient son engagement sur son programme logistique actuel et met en place un projet « relai handicap et vulnérabilité », dans les camps en périphérie de Goma qui a débuté le 15 octobre 2013 et prendra fin en juillet 2014.

PROGRAMME SPECIFIQUE SUR LEQUEL SERA AFFECTE L’EXPATRIE

Dans le cadre du projet de plateforme logistique et afin de répondre aux besoins d’urgence de la communauté humanitaire sur l’ensemble de la Province du Nord Kivu, notre organisation propose aux acteurs humanitaires, via sa Plateforme Mobile d’Urgence (PMU) :- le déploiement d’un espace de stockage mobile dans toute zone nécessitant une intervention d’urgence- la gestion d’un stock d’urgence et sa sécurisation par du personnel HI/DAU (magasinier, manutentionnaires, gardiens)- la réalisation de transports de biens humanitaires, pour approvisionner le stock mobile d’une part et depuis le stock mobile jusqu’aux destinataires finaux d’autre part.- l’organisation d’opérations de transport pour les partenaires humanitaires

L’expatrié sera en charge du projet (promotion, analyse, déploiement et gestion) de la Plateforme logistique Mobile d’Urgence sur l’ensemble de la Province du Nord Kivu (financé OFDA).

CHAINE DE RESPONSABILITE

Basé à Goma, avec des déplacements occasionnels sur le terrain, sous la responsabilité du Chef de Mission et en lien étroit avec le Coordinateur Terrain et le Logisticien Plateforme basé à Walikalé :L’expatrié est responsable de :? RH : du personnel de la PMU (logisticien national, magasinier…)

En lien opérationnel avec : ? Siège : Référent technique SRBB et Adjointe RP? Mission : Equipe de coordination : Chef de Mission, Coordinateurs Logistique et Administratif, CDP et Logisticien Plateforme Walikalé.

PRINCIPALES RESPONSABILITES DE L’EXPATRIE

Principales responsabilités ? Représentation et coordination externe? Suivi du contexte et des besoins humanitaires? Gestion de la sécurité des activités du projet? Gestion des activités de la Plateforme Mobile d’Urgence (transport et déploiement d’urgence)? Suivi des indicateurs et harmonisation des outils avec la plateforme Walikalé? Reporting et capitalisation, notamment analyse de la pertinence du projet? Participation à la programmation et à l’écriture d’un 4ème volet

Tâches principales1. Coordination opérationnelle avec les partenaires.

? Participer aux clusters et comité de pilotage RRMP ? Présenter et promouvoir les activités PMU aux acteurs humanitaires, être le point focal Nord Kivu?   1. Suivi du contexte et des besoins humanitaires? Planifier et prioriser les activités en fonction des urgences auxquelles répondent les projets des partenaires? Participer à la collecte d’information et à l’analyse sur le contexte, les besoins humanitaires et la sécurité des zones

  2. Gestion des activités de la Plateforme Mobile d’Urgence? Lire et s’imprégner de la proposition de projet validée par le bailleur? Mettre en œuvre et organiser les moyens adaptés pour atteindre les objectifs assignés? Veiller au respect des procédures (logistiques, administratives) internes et bailleurs dans la mise en œuvre du projet? Maîtriser (après formation si besoin) les logiciels A2B & A2S pour un suivi optimisé des activités? Assurer la gestion rationnelle (optimisée) des activités de transport, manutention, entreposage en fonction les réquisitions des partenaires? Créer ou améliorer les documents et outils liés à l’usage des services de la plateforme par les partenaires : o Documents de fonctionnemento Format d’évaluation initiale rapideo Finaliser et formaliser le document des « critères et conditions de déploiement de la PMU »?   3. Gestion de la sécurité du projet.? Sous la responsabilité du Chef de Mission et en lien avec le référent sécu Mission, s’assurer des conditions de sécurité dans lesquelles le projet est mis en œuvre ? Participer dans le cadre des activités à développer le réseau de contacts propice à la récolte d’informations sécuritaires? Diffuser toutes les règles de sécurité internes aux équipes projets, en s’assurant qu’elles soient connues et appliquées
  4. Gestion des ressources du projet.? En lien avec l’administrateur et le Chef de Mission, anticiper les besoins financiers du projet en travaillant le prévisionnel budgétaire et en assurer le suivi? En lien avec la logistique Goma, anticiper les besoins d’achat du programme dans le respect des procédures HI et Bailleur et en assurer le suivi? Recruter, organiser et superviser les équipes nécessaires au bon fonctionnement du projet? S’assurer de l’intégrité des produits des partenaires pendant le temps où ils sont à notre charge (manutention, transport et stockage)

UNICEF DRC plans to utilize SMS technology to conduct various programs intended to have positive social impact in DR Congo. This shall involve receiving SMS from identified target groups as well as sending SMS to them, using a dedicated short code numbers.

  1. Purpose of Assignment:

Key to UNICEF’s goals, all SMS’s which are sent to the dedicated short code numbers shall not be charged. The short code numbers must be toll-free to the users of the short codes, and UNICEF and its partners shall meet the cost of the inbound and outbound SMS’s.

The Company shall provide hosting, maintenance and support for the mobile gateway at fixed rates for as long as UNICEF requests these Services. These Services can be terminated at any time. The Company will supply all equipment, materials, supplies and tools required to perform the Services.

SMS traffic for the short code will be routed through the company’s existing SMPP interconnections with the operators and forward to UNICEF servers. The Company will then receive SMS from the designated UNICEF’s servers and terminate these SMS to the mobile subscribers on all telecom networks. The HTTP protocol shall still be used as an interface through which UNICEF may deliver SMS to mobile subscribers.The Company will provide fixed rate charges for SMS usage including system generated traffic reports for incoming and outgoing SMS services, which will be cross checked with UNICEF databases for validation, and billed on a monthly basis.

The Company will specify and guarantee a minimum throughput capacity on all telecom networks.

The Company shall provide access to incoming and outgoing SMS queues to and from the Companies’ platform.

The Company shall ensure only SMS with higher priority are sent out to the telecom companies between 8.00pm and 6.00am (using the “priority flag” available in the SMPP protocol). SMS that are still queued on the company's server shall remain stored and sent out the following day.

The Company will report any faults to UNICEF without delay, using its automated alert system. The Company shall without delay provide alerts of when there are technical faults with telecoms once the fault has lasted more than 5 minutes.

The Company is responsible for any unforeseen costs introduced by telephone networks. These are not to be passed along to the Agency without express consent. The Gateway provider will be responsible for any new costs not captured in the contract.

The Company will manage relationships with the telephone networks to fix technical faults and billing discrepancies.

Evaluation of the mobile application technologies implemented by D-Tree International to support the provision of screening, examination and treatment of Severe Acute Malnutrition (SAM) and Maternal and Child Health services in Tanzania

The United Nations Children’s Funds (UNICEF) Tanzania is currently seeking proposals from institutional consulting firm, consortia of consultants and/or companies to carry out the following activities as per the below:

UNICEF is commissioning an evaluation of the two D-Tree implemented pilot projects to assess the relevance, efficiency, effectiveness, impact and sustainability of the use of mobile technology for the screening and treatment purposes in the areas of nutrition and maternal health. Specific objectives include the following:• To assess the use, applicability of and preference for mobile phone based tools compared to paper-based methods to inform decision support systems in maternal health and nutrition programmes.• To assess the extent to which mobile phone based tools improve the quality of care provided at the health facilities compared to traditional methods in maternal health and nutrition programmes.• To assess how information generated by the project is used by beneficiaries, health workers, district health officials, the Ministry of Health, UNICEF and other partners where relevant in maternal health and nutrition programmes.• To assess the potential for scale up and integration with national health information systems and health (including mHealth) architectures in Tanzania.• To systematically document weaknesses, strengths, constraints, opportunities and lessons learnt in the project implementation.

Position Description:

FHI 360 seeks a Project Director to direct the implementation of the USAID-funded Mobile Solutions Technical Assistance and Research (mSTAR) program and other mobile solutions programming in mobile money and mobile data collection. The Project Director will combine expertise in program management and mobile technology for development to manage a small but growing cross-functional team to deliver technical assistance and expert guidance to USAID, implementing partners, and other entities. The Project Director will ensure the implementation and monitoring of project activities and will be responsible for completion of the project deliverables on schedule and within budget constraints. The Project Director will proactively foster partnerships with mobile actors and will have the skills necessary to mobilize and incorporate private sector players into the ecosystem. The Project Director will support the development and dissemination of technical, best practice documentation.

Key Responsibilities:Plans, directs, and coordinates activities for designated projects to ensure that goals and objectives are accomplished within prescribed time frames and funding parameters.Reviews project proposals and plans to determine scheduling, budget, procedures, staffing, and allotment of resources needed for projects.Establishes work plans, project teams, and SOPs to meet project goals and ensure compliance with policies.Designs and delivers scopes of work for discrete technical assistance delivered to USAID and implementing partners in mobile money and/or mobile data program areas.Provides guidance and training to managers and staff to achieve project goals.Participates in the strategic development of mobile solutions methods and techniques.Establishes, serves, and maintains partnerships with internal and external stakeholders on project matters.Provides leadership to the project team, ensuring clarity over plans and priorities, encouraging effective team work.Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives, and their individual responsibilities in upholding these standards and policies.Sets workplans and budgets for projects and leads in achieving strategic goals.Leads coordination of resources for ongoing projects across business units and addresses/resolves project issues.Manages action research and knowledge management activities to determine, produce, and disseminate lessons learned through briefing papers, case studies, qualitative and quantitative research.Stays abreast of the research, data, publications, trends, and developments in the Mobile Money industry.

Minimum Requirements:Technical expertise and experience in mobile solutions and/or ICT for development (ICT4D)Experience working in or engaging with the private sectorExcellent and demonstrated project management skills in leading and managing complex projects that are strategic in nature and national/international in scope (Typically requires a minimum of 8+ years of project management experience)Master’s degree in technology/ICT, international development, or business administration or its international equivalent preferredDemonstrated strategic planning, staff development, and capacity building experienceKnowledge of theories, concepts, and practices with project management, process development, and execution.Excellent oral and written communication skillsMust be able to read, write, and speak fluent English; additional foreign language abilities are preferredStrong critical thinking and problem solving skills to plan, organize, and manage resources for successful completion of projectsStrong relationship and negotiation skills
