About the role:

This exciting role is a core part of GAINs approach to deliver its mandate. It will play a key role in liaising with the teams delivering the projects and those working on our partnerships with donors. S/he will be responsible for supporting the management of GAINs partnerships with donors and partners, coordinating the submission of quality, timely, and narrative and financial donor reports and ensuring compliance with donor regulations.

Supporting not just the documentation, but also the tracking and analysis of the delivery of the projects that are supported by GAINs donors, the person in this role will need to have a strong eye to compliance, but also gain a core understanding of the type of work that GAIN does, how it delivers its projects and the challenges and opportunities that it sees in the project delivery.

Responsibilities:

Donor Reporting:

  • Lead and maintain the overall approach, system and processes for GAINs reporting to donors and partners.
  • Maintain a donor report tracking system to ensure that responsible staff are aware of upcoming
    deadlines, including key donor and project milestones and deliverables, as well as tracking expenditures against donor budgets.
  • Maintain a matrix of clear roles and responsibilities for all individuals involved in the donor reporting process.
  • Manage GAIN’s reporting schedule to ensure timely and accurate reporting.
  • Coordinate the consolidation and editing of donor reports, including multi-country and multi-project reports.
  • Ensure that the project progress reports are based on results-based monitoring and evaluation, including the impact of projects.
  • Ensure that reports are coherent, of a consistent high quality and adhere to donor and GAIN standards prior to submission.

Donor Compliance:

  • Act as a central point of organizational expertise on donor compliance requirements, ensuring that relevant staff is informed of donor requirements.
  • Strengthen adherence to compliance with contracts and donor requirements by providing staff with the required technical support, guidance and training to ensure all projects are donor compliant.

Experience:

  • At least –7-10 years of experience working in an International NGO. Overseas experience desirable.
  • Project management experience.
  • Experience of reporting to, and knowledge of compliance requirements of, major institutional donors such as USAID, DFID and the EU and ability and skills to establish compliance systems.

Skills & Attributes:

  • Strong interpersonal skills and ability to foster collaborative relationships with employees; highly approachable and responsive in nature.
  • Ability to work with programme staff of extremely varied skills, experience and background and at all
    levels without holding any direct line management authority.
  • Excellent communication skills (written and verbal). High level skills in written English and ability to draft reports effectively and to transform documents and reports developed by programme staff into dissemination standard documents.
  • Strong project management skills with proven track record of completing short-term tasks under time-sensitive deadlines, while continuing to manage on-going long-term projects.
  • Natural organizer with demonstrated expertise in developing processes and systems to track and analyse information. Excellent time management and prioritization skills.

Education:

  • A bachelor's degree in a relevant field.

The ICJ is currently seeking an intern to work 6 months full-time during the period November 2013 - April 2014 within the Development and Donor relation Team. The intern’s duties will include to:

Duties & Responsibilities:

Responsible for fund raising, program planning and budgeting:

• Responsible for conducting the full range of activities required to prepare, submit, and manage grant proposals to public, foundation, and corporate sources:
• Research new funding prospects; analyze prospects to identify likely funding sources for specific projects, programs and other programming needs.
• Perform prospect research on possible donors to evaluate prospects for grants; engage with program officers at funding organizations to solicit invitations to submit proposals.
• Gather information from internal program personnel that will ensure understanding of the concept of a project or program for which funding is sought.
• Generate proposals and supporting documents in response to solicitations and ensure that proposals generates are gander mainstreamed.
• Maintain contact with grant-making organizations during their review of a submitted grant application in order to be able to supply additional supportive material.
• Arrange donors visit at project areas in coordination with other staff.
• Identify and design special events to support fundraising goals; assist with other fundraising projects as requested.
• Compliance to systems and follow-up processes, effectively work under pressure, use independent judgment, and produce a quality work product within tight time constraints.
• Ensure that projects assigned include and follow appropriate M&E systems, allowing for the documentation of best practices, lessons learned, and successes, and the use of M&E information and documentation to continually improve programming. Ensure that regular monitoring activities and other field activities requirement of the projects assigned to him are augmented on a timely basis.

Consultation and Coordination.

• Attend regularly held meetings to represent the organization. He/She will also be responsible in identifying other appropriate staff to attend meetings where deemed necessary and/or beneficial.
• Coordinate with other Governmental or Non-Governmental organizations for projects/programs improvements. Intensive networking is required.
• Submit required information to relevant Governmental authority on timely manner keeping in mind that management are taken into confidence.
• Work closely with AD-CHRM of DMP in networking with donors and other agencies in order to enhance visibility of the organization.
• Coordination with other technical staff in providing technical inputs or any other required assistance by other projects implemented under the Disaster Management Program. (Depending on expertise)
• Will coordinate closely with other organization’s programs especially in projects where other programs are also involved. Will ensure that other specialization of the organization is integrated into on-going projects (e.g. Capacity Building of partners through CBP. Monitoring of projects with SPHERE and HAP focal persons, gender mainstreaming through CBP etc.)
• Will work closely with other departments and ensure that the information requested by other departments is provided in a timely manner.

Records and Reporting.

• Ensures that the all projects/programs-related information are regularly updated and neatly organized, and share such information with Associate Director-CHRM/DMP upon request.
• Ensure the accurate and timely preparation of all narrative, financial, statistical, and other reports required by Associate Director-CHRM/DMP, or any other agencies related to the projects/programs in Pakistan.
• Ensure timely correspondence at all times.
• Ensure that knowledge gained through trainings are disseminated to other Disaster Management Program staff.
• Maintain records of submitted grants in database and in paper files, including grant tracking and reporting.
• Provide input for all written organizational materials (including Annual Report, newsletter, and website).
• The duties listed above covers most of the task that would be performed by the individual in this position; however the Donor Liaison & Networking Officer can also be assigned any other Official task by RR/Management as and when required

Qualifications :

• For the post of Donor Liaison and Networking Officer a university degree from recognized university and 3-5 years experience in the field of humanitarian response and /or development is considered necessary.
• This position requires comprehensive knowledge regarding development projects/programs, report/proposal writing, and management of staffs.
• This position also requires sufficient knowledge in humanitarian/development sector in Pakistan and Afghanistan. Knowledge in gender mainstreaming will also be an advantage.
• The Donor Liaison and Networking Officer needs to have good inter-personal skills and should have experience in staff management and networking with relevant organizations.
• Good writing, analyzing, reporting, and presenting skills are additional requirements for this position.
• Good English, Dari & Pashto are essential.
• The Donor Liaison and Networking Officer must be tolerant and sensitive to needs of religious and ethnic minorities, women and the poor.
• In the absence of the supervisors, the Donor Liaison and Networking Officer must have the confidence, initiative, patience and integrity to work independently.

Syrian Arab Republic: Donor Compliance Officer - Syria

General Description of the Programme

GOAL has been working in Harim province, Syria since 2012 delivering humanitarian assistance to those affected by the civil unrest and armed conflict.

General Description of the Role

Reporting to: CD in country and HQ Donor Compliance ManagerJob location: Antakya, Turkey with travel to field sites in SyriaContract length: 12 monthsStart date: June 2013

The main function of this position is to ensure that GOAL Syria, including its sub-grantees/partners, are fully compliant with GOAL and Donor rules and regulations. The Donor Compliance Officer (DCO) will work across all departments including programmes, finance, logistics and HR and will work under the supervision of the CD, in consultation with the HQ Donor Compliance Manager. S/he will be responsible for: the management of sub-grantees and partners including pre-award assessments and regular monitoring/compliance review visits; completion of donor compliance reports for all sub-grantee/partner payment requests; creating awareness of donor rules and regulations among GOAL Syria and partner/sub-grantee staff; and completion of the GOAL quarterly donor compliance and other reports. Donor compliance reviews, including those of sub-grantees/partners, will evaluate whether internal controls are adequate and make recommendations for improvements and/or action.

Although reporting directly to the CD in country, the DCO will be expected to keep the HQ Donor Compliance Manager fully informed of activities, sending all reports and reporting quarterly, or as otherwise required, on progress to HQ.

The role is based in GOAL’s office in Antakya, Turkey, and will require regular visits to field sites, partners and sub-grantees.

Key Duties

• Management of sub-grantees and partners to ensure they are compliant with the relevant donor rules and regulations and any additional requirements as per the MoU/Contract with the sub-grantee/partner;

• Ensure proper preparation and implementation of sub-grant/partner agreements, in line with donor rules and regulations and any additional GOAL Syria and HQ requirements;

• Ensure a GOAL pre-award assessment is carried out on each new sub-grantee/partner before signing agreements with them;

• Ensure sub-grantee/partner financial reports are received and subsequent donor compliance review visits are made before approving any payment requests from sub-grantees/partners and/or submitting payment requests to GOAL HQ;

• Maintain an up to date issues log of all donor compliance issues, recommendations and action points in relation to sub-grantees/partners, and follow up on all outstanding issues until they are closed;

• Ensure adherence by the GOAL Syria team to the relevant GOAL and donor rules and regulations as set out in the relevant contracts, guidelines or legislation;

• Familiarise oneself and keep up to date with donor rules and regulations, including new donors and any changes to existing donor rules and regulations, and disseminate these to all concerned staff of both GOAL Syria and partners/sub-grantees where applicable.

• Stay informed of and ensure adherence to the standard of GOAL procedures and policies in relation to Logistics, Finance, HR and Programmes as set out in the:

• Current HQ Logistics Manual & GOAL Syria Procurement & Authorization Levels Chart

• HQ Finance Manual & GOAL Syria finance procedures and polices

• GOAL Syria HR Manual

• GOAL Grant Management Guidelines

• With the assistance of the GOAL HQ Donor Compliance Manager where necessary, respond to any GOAL Syria staff queries in relation to Donor Compliance;

• Maintain an up to date issues log of all GOAL Syria donor compliance issues and recommendations, and follow up on all outstanding issues until they are closed;

• Undertake any other audit/compliance tasks as requested by the CD in consultation with HQ Donor Compliance Manager.

Requirements (Person Specification)

• BA degree in accounting or a related field with a minimum of three years of related work experience in administration, finance/audit, ideally one year at supervisor level.

• Ideally a recognized professional accountancy qualification with experience of audit procedures as well as good attention to detail

• Proven experience working on projects funded by institutional donors such as OFDA, DfiD, ECHO, etc.

• Excellent communication skills in English, both verbally and in writing.

• Be able to maintain respectful and effective communications and relationships with management and staff of areas under review.

• An ability to gather, analyse and evaluate facts and to prepare and present concise oral and written reports

• Excellent computer skills, in particular with MS Office programmes and other relevant applications.

• Ability to learn new systems and IT software quickly and effectively.

• Organised and flexible, able to respond to changing priorities, with a good attention to detail.

• Ability to work independently and with demonstrated initiative.

• Willingness to travel to field sites on a regular basis and work in challenging environments.

• Previous International NGO experience essential.
