Under the overall and direct supervision of the Head of Office for South Sudan and in consultation with the relevant FAO Technical Units, the incumbent will:

• Facilitate active participation of key humanitarian partners from the food security and agriculture sector in the Food Security and Livelihood Cluster (FSLC) in South Sudan;
• Coordinate the FSLC at national level and, supporting national partners, ensure the effective, efficient and timely operation of the Cluster, ensuring appropriate coordination mechanisms at all relevant administrative levels;
• In close collaboration with World Food Programme as co-lead agency, the NGO deputy-lead and members of the cluster, develop a strategy for ensuring an integrated, coordinated and coherent approach for addressing short and medium-term food security needs;
• Represent the interests of the cluster at national, provincial and district level in discussions with the Humanitarian Coordinator and other stakeholders on prioritization, resource mobilization and advocacy;
• Ensure appropriate links with national and local authorities, state institutions and local civil society, such that responses build on local capacities and appropriate coordination and information exchange mechanisms exist;
• Promote the utilization of participatory and community based approaches in agriculture in preparedness and response phases;
• Promote integration of agreed IASC priority cross-cutting issues in needs assessment, analysis, planning, monitoring and response;
• Ensure cross cluster coordination, information exchange and complementary response planning, especially in relation with CAP preparation and Mid-Year Review, thereby ensuring that adequate monitoring mechanisms are in place to review impact and progress against plans;
• Perform other related duties as required.

MINIMUM REQUIREMENTS

Candidates should meet the following:

• University Degree in Economics, Social Sciences, Agriculture, Humanitarian Assistance, International Relations, Development Studies and/or Management/Administration or related field
• Seven years of relevant experience related to emergency and/or food insecurity crisis situations, including sudden-onset disasters, complex emergencies and/or protracted crises
• Working knowledge of English

The Protection Cluster Co-lead will work with the designated UNHCR lead to support the management of the Protection Cluster in order to coordinate the humanitarian response to the needs of disaster/conflict-affected populations in Pakistan. The position will split time between Peshawar and Islamabad, depending on programme requirements, with travel to the provinces/districts as feasible.

Responsibilities:
* In coordinati on with the UNHCR lead, the incumbent will be responsible for the following roles (actual division of responsibilities may vary):
* Coordinating protection activities and actors within the Protection Cluster, including inter-agency monitoring missions.
* Identifying, reporting and responding to continuing and arising protection needs for complex emergency affected populations.
* Mainstreaming protection among Protection Cluster actors through trainings and technical support.
* Coordinating and reporting on funding gaps and programmatic needs of Protection Cluster members and regularly advocating to donors and various forums to help address such funding gaps and needs.
* Mainstreaming protection across the other Clusters.
* Building the capacity of the Government and other Protection Cluster members to create a stronger protection environment and to prepare for future emergency responses.

* Supervise closely the national protection cluster co lead at provincial level and support him/her in conducting protection monitoring visits and trainings for relevant stakeholders.

Establishment and Maintenance of Appropriate Coordination Structures
* In collaboration with the UNHCR and Government co-leads, co-chair the Protection Cluster, ensuring agreement on key decisions and actions.
* Establish links and coordination with national and local coordination mechanisms.
* Develop and maintain referral pathways to ensure coordination of assistance and service provision.
* Encourage and support NGO and Governmental participation in the coordination of responses.
* Support the development and capacity of District Coordination Working Groups, where relevant through the Provin cial Protection Cluster lead and co-lead, and in close coordination with Child Protection and GBV sub-group/sub-cluster leads.
* Mobilize resources to respond to priority protection concerns.
* Represent the Protection Cluster at relevant inter-agency, government, donor and other forums, in partnership with the designated UNHCR lead.

Needs Assessments and Information Management
* Identify, analyze and report on local protection dynamics and concerns with a focus on ensuring durable solutions to displacement.
* Develop or introduce appropriate protection tools for use by Protection Cluster members to identify, report, monitor and respond to protection concerns.
* Map the needs, capacities and gaps in service provision and the protection of human rights.
* Support and coordinate inter-agency monitoring missions to areas of displacement and return.

Advocacy
* Support the design of evidence-based advocacy strategies and take a strong role in coordinating and leading advocacy initiatives on identified protection concerns.

Planning and Strategy Development
* Prepare and update strategic action plans, disaster preparedness and contingency planning and ensure that these are adequately reflected in overall country strategies.
* Represent protection concerns in cross-sectoral/inter-cluster discussions on strategy, policy, prioritization and resource mobilization.

Mainstreaming Protection and Application of Standards
* Establish and implement a strategy for mainstreaming protection across each sector/cluster.
* Support Protection Cluster members to understand and follow humanitarian and protection principles and standards that are based on international legal fram eworks.
* Support the application of international and national protection standards across all sectors and with local government authorities.

Capacity Building
* Develop or make use of existing training tools to train on protection principles, international standards and protection responses.
* In close coordination with Protection Cluster sub-groups and sub-clusters, coordinate and facilitate training for Protection Cluster members, local government authorities and other humanitarian actors.
* Where relevant, provide ongoing capacity building and skills exchange with the District Coordination Working Group Chairs and with their members.
* Where relevant, provide capacity building and training for provincial and district authorities on protection response and application of standards.

Monitoring, Reporting and Communication
* Put in place a system for reporting on the progress of Protection Cluster members’ activities for effective monitoring and evaluation.
* Develop and maintain effective communication and information sharing within the PTG/Protection Cluster and among other sectors.
* Ensure a high standard of reporting on identified issues and production of regular situation reports.

Supervision and Mentoring
* Where relevant, supervise and work closely with a national counterpart to share skills and build their capacity to co-lead the Protection Cluster.

Representation
* Represent the Protection Cluster at relevant inter-agency, government, donor and other forums, in partnership with the designated UNHCR lead.

Qualifications
* Post graduate degree in international law, social sciences or related field.
* Minimum of 3 - 6 years proven experience working on protection or rule of law related issues in humanitarian environments, including provision of technical advice to field teams.
* Excellent understanding of protection issues in emergency situations and detailed knowledge of humanitarian principles, guidelines and laws.
* Excellent leadership, coordination, capacity building, planning and analytical skills.

Specific Security Situation/Housing:
The security situation in Pakistan remains fluid and unpredictable. Candidates may expect periods of insecurity, periodic suspensions of, or restrictions in, program operation and/or field travel, and high levels of volatility in the operating environment. The position will split in either KP or Islamabad based on programme needs. Islamabad has lower levels of insecurity. In KP, field access and travel is feasible but limited, and candidates should expect periodic further limitations on movement.

This is an unaccompanied post. Candidates can expect to live in shared housing, which is generally of high standard, according to the IRC Pakistan housing policy.

CARE is currently seeking a Global Wash Cluster (GWC) Rapid Assessment Coordinator. The Global Wash Cluster (GWC) Rapid Assessment Coordinator will represent CARE on a three-person multi-agency Rapid Assessment Team (RAT) for a pilot project of the GWC. The purpose of the RAT is to fill the critical need for timely, systematic, rapid and thorough water, sanitation and hygiene (WASH) needs assessments of the entire affected population at the beginning of large rapid onset emergencies. The Coordinator will support the design and implementation of systematic and comprehensive assessments to identify WASH needs that could be readily disseminated to WASH coordination platforms. A total of eight needs assessments over the course of 24 months are envisioned supporting both sudden, onset emergencies, as well as, chronic, slow on-set emergencies. Additionally another facet of the RAT role is to build capacity of the WASH sector to carry out multi-agency comprehensive and coordinated assessments.

 

Responsibilities:

 

Work towards the achievement of WASH Cluster goals in the operation through effective managerial and lateral relations and teamwork.

 

Work in close collaboration/ liaison with the other two RAT members to ensure a consistent approach to assessment

 

Liaise with WASH Cluster Coordinator, local authorities, and any other relevant WASH actors, including, CARE Australia Senior WASH Advisor.

 

Carry out assessment of water, sanitation, and hygiene needs of affected populations

 

Ensure capture of information on cross-cutting issues (gender, protection and HIV mainstreaming, disaster risk reduction and accountability to beneficiaries) in assessments and assessment tools.

 

Maintain records and information and provide timely reporting.

 

Develop and refine assessment protocols and tools in collaboration with Rapid Response Team (RRT) Information Managers (IMs)

Lead in the development of quarterly and annual narrative donor reporting.

I. About the Shelter and Settlement Section

II. Supervision, duties and responsibilities

UNHCR co-leads with IFRC the Shelter Cluster at the global level. There are currently 23 country-level shelter clusters of which eight are led by UNHCR. The intern will provide support to the maintenance of the www.sheltercluster.org website both at global and at country level for clusters led by UNHCR, IFRC or others.

Under the supervision of the Senior Emergency Shelter Coordinator, in close cooperation with other relevant parties involved in the development of www.sheltercluster.org, the incumbent's duties will include some of the following areas: • Assist the Country level Shelter Clusters in setting up a webpage for their cluster, uploading and managing documents on the Shelter Cluster website. • Provide training to the country-level Information Managers and Cluster Coordinators on how to use the website. • Assist the Global Shelter Cluster Support Team in organizing and managing documents on the Shelter Cluster website, including assistance to the Strategic Advisory Group and Working Groups. • Assist the Global Shelter Cluster partners in using the website. • Enhance the partnership with IFRC, IOM, and other country-level shelter cluster leads on the use of the website. • Keep the website updated with the latest versions of documents related to the Cluster Approach, IDPs, Shelter and Settlement. • Liaise with OCHA for the integration of their HumanitarianResponse.Info website with the Shelter Cluster website. • Support the migration of the website. • Assist the Global Shelter Cluster Support Team in organizing meeting and events in Geneva.

III. Qualifications, skills and experience

Function

The objective of Yemen Food Security and Agriculture Cluster coordination is to ensure a timely, coherent and effective food security response by mobilizing stakeholders to respond in a strategic manner to a humanitarian crisis. The role of the Food Security Cluster Coordinator, as set out in the IASC Generic Terms of Reference for Sector Leads at Country Level, is to lead and facilitate this process through:

• Inclusion of key humanitarian partners;
• Establishment and maintenance of appropriate humanitarian coordination mechanisms;
• Coordination with national/local authorities, state institutions, local civil society and other relevant actors, as well as provision of support to related coordination mechanisms (e.g. IPC National technical Working Group and the Livelihoods and Employment technical working group managed as a sub-component of the Early Recovery Cluster);
• Ensuring appropriate participatory and community-based approaches;
• Ensuring appropriate attention to priority cross-cutting and cross-sectoral issues (e.g. gender, age, HIV and AIDS, human rights and environment)
• Represent the Food Security and Agriculture Cluster at the Inter-Cluster Coordination Mechanism (ICCM) and at the Sustainable Livelihoods and Employment Generation working group led by UNDP;

The FSAC Coordinator will work impartially with all members of the Cluster and its sub-components, and will serve and represent the group as a whole, and not as an agency officer.

Qualifications and Competencies

• Professional experience in humanitarian response at a mid-or senior level including in the food security sector.
• Advanced University degree in food security, agriculture, economics or related field.
• Ability to work and plan at strategic as well as operational levels.
• Understanding of the international humanitarian response architecture, including coordination mechanisms, humanitarian reform and action, and funding mechanisms (e.g. Consolidated Appeals Process, Central Emergency Response Fund and Flash Appeals).
• Facilitation and communication: experience of high level coordination and chairing of meetings; ability to work with a diverse group of stakeholders and develop consensus and joint working; excellent English communication skills, both verbal and written.

UNICEF Thailand Country Office is seeking an individual consultant to undertake a review and documentation of the lessons learned from the introduction of Tablet PCs Multiple Indicator Cluster Survey round 4 (MICS4) by the National Statistical Office of Thailand (NSO).

Purpose of Assignment:

The consultant is required to undertake a review and documentation of MICS4 lessons learned from the introduction of Tablet PCs for sharing with national and international partners. There are significant lessons to be learned from the innovation by the Thailand National Statistics Office (NSO) of using Tablet PCs to conduct the fieldwork for the MICS4. These lessons will be valuable to key stakeholders in Thailand, including the NSO, line ministries and academia, as well as to a wider global audience.

Work Assignment:

1) Discuss with NSO and UNICEF staff the nature and purpose of the lessons learned review and documentation;2) Develop a workplan and timeline for completion of the review and documentation;3) Review relevant documentation and materials on the introduction of Tablet PCs;4) Develop a key informant interview protocol and conduct data collection from key stakeholders, principally staff of NSO at national and local level, the company which developed MICS4 software, line Ministries involved with MICS4, UNICEF in Thailand, and the UNICEF global MICS4 team; 5) Analyze findings from key informant interview and documents and write a concise report highlighting the major challenges and opportunities encountered in using the Tablet PCs, identifying significant lessons learned for both the NSO and for other organizations in Thailand and internationally who may consider using this technology for large-scale household surveys;6) Provide draft report and presentation for discussion with NSO and UNICEF Thailand;7) Prepare final report of approximately 6000 words in English with Thai translation.

The consultant will be allowed to draw on international consultancy expertise in the technical aspects of migrating data processing from paper-based to Tablet PC based systems, in consultation with the UNICEF global MICS team. The consultant is also expected to travel within Bangkok to conduct interviews with relevant stakeholders.

The purpose of the Shelter Cluster Regional Focal Point (RFP) is to deliver emergency capacity building and preparedness support to national shelter clusters and national coordination platforms, with primary focus on building local capacities.

In 2013, the Global Shelter Cluster (GSC) approved its GSC Strategy for the period 2013-2017. In order to advance the implementation of the GSC Strategy, and in particular its Strategic Aim 1, the GSC with funding support from ECHO has established Shelter Cluster Regional Focal Points (RFPs) hosted by cluster partner agencies as standby/surge capacity and support for country level cluster based preparedness planning and awareness raising. The RFPs are hosted by partner agencies and operate in close collaboration with global cluster leads, therefore contributing to strengthen capacities of the overall shelter sector. As an active member of the GSC, NRC will host the position of Regional Focal Point –MENA.

Job description?Provide technical support to on-going clusters and other coordination mechanisms at the regional and country level on shelter coordination and sector-based contingency planning. ?Support the national cluster coordinators in the region in fulfilling the IASC and GSC guidance. This will be done in coordination with the GSC Support Team. ?Support the government and shelter actors in selected high-risk countries where there is no existing shelter coordination capacity. The support will mainly include undertaking sector-based contingency planning and strengthening their capacity to respond to shelter emergencies, ?Enhance shelter cluster planning and strategy development at regional and national levels, including the integration of cross-cutting issues. ?Contribute to roll out the cluster approach and global guidance and tools to shelter coordination bodies, especially at national and sub-national levels. ?Increase awareness of and participation in shelter clusters in the region of operation, particularly of local NGOs and other national stakeholders. ?Complement the Global Shelter Cluster surge capacity system, by providing dedicated surge capacity as members of Shelter Coordination Teams when required. ?Lead the organization of regional shelter coordination workshops and trainings and support the organization of national and global shelter coordination workshops and trainings. ?Contribute to the development and implementation of global shelter coordination guidance and tools (Strategy, Fact Sheet, Performance Monitoring, amongst others), to the systematization of good practice in coordination mechanisms at country level, and to shelter cluster reviews and evaluations. ?Provide content as relevant and regularly monitor the website (sheltercluster.org) at the global, regional and country level sites to provide inputs and additional documents as necessary. ?Work in close collaboration with other RFPs, GSC Global Focal Points and the GSC Support Team to ensure consistency and learning across regions.

JOB SUMMARY:Main purpose of the roleThe main purpose of this role is to co-lead the Health Cluster under the leadership of the South Sudan Health Cluster Coordinator. Its main essence is to assist with coordination and communication between health stakeholders in South Sudan (MoH RSS, NGOs, UN agencies, WHO, Donors, etc.).
