MAIN DUTIES AND RESPONSIBILITIES:

Under general supervision of Supply and Procurement Officer, the incumbent will perform a variety of tasks of moderate scope and difficulty, in support of supply and Procurement activities.

The following are the duties:

  1. Assist the Supply & Procurement Officer in executing competitive bidding through RFQS, ITBs and RFPs, review samples with concerned sections, adjudicate and make recommendations for contract award to ensure compliance with the financial thresholds & policies.

  2. Maintain the PO register to record the contractual terms and conditions and regular follow up with suppliers to ensure timely delivery of supplies for programme implementation.

  3. Receive, review and sign off supplier’s invoices for completion and maintain an invoice register before submitting them to concerned sections for payment and ensure payments are settled within UNICEF payment terms and conditions.

  4. Maintain the sales order and purchase requisitions files to ensure all supporting documents are available and regular follow up with programme on missing documents.

  5. Participate in the end-user monitoring visits with programme sections to review the supplies delivered to projects to monitor the usage of supplies and equipment delivered for programme implementation

  6. Assist the Logistics Officer in management of the UNICEF warehouses, and preparation of customs clearance documents when required in line with UNICEF policies

  7. Perform other related duties as required.

MINIMUM QUALIFICATIONS:

• Completion of secondary education, preferably supplemented by technical or university courses in related field.

• Six years of progressively responsible clerical or administrative work, of which at least one year is closely related to support supply and logistics work.

• Fluency in English and Arabic is required

• Computer skills (particularly Excel) including internet navigation and various office applications.

PURPOSE:

The challenge in education is not simply to get children into school, but also to improve the overall quality and ethos of schooling and address threats to participation. If both quality and access are tackled, children who are enrolled in primary school are likely to continue, complete the full cycle and achieve expected learning outcomes and successfully transition to secondary school. In Yemen, UNICEF is using the child friendly schools approach to improve quality and access.

MAIN DUTIES AND RESPONSIBILITIES:

• Coordination with national/local authorities, state institutions, local civil society and other relevant actors to ensure that the targeted schools meet minimum standards for Child Friendly Schools.

• Coordination of different sectors at field level to promote multisectoral collaboration.

• Facilitating and provide technical support in the development of training and resource materials for the training of teachers, school principals and supervisors on CFS;

• Ensuring regular inspection of schools by MoE and Education offices in targeted governorates and districts.

• Through appropriate participatory and community-based approaches ensure that each school has carried out a school self-assessment and a school development plan.

• Through field visits, ensure appropriate attention to priority cross-cutting issues such as water and sanitation, protection, nutrition, social mobilisation and communication in the targeted Child Friendly Schools;

• Ensuring the application of appropriate standards for CFS are met in the targeted Child Friendly schools;

• Ensuring support to the Early Childhood Education Activities in targeted schools for ages 3-6 by training teachers/ caregivers.

• Conduct field visits, guide field teams in applying the child friendly school standards, collect relevant data and information and contribute to section and office reports.

• Providing detailed reports at the end of Mission trips

• Any other duty assigned by supervisor or Head of section.

MINIMUM QUALIFICATIONS:

• University degree in one of the disciplines relevant to the following areas: Education; Primary Education, Economics, Social Sciences, or a field(s) relevant to international development assistance.

• Two years of professional work experience at national & international levels relevant Education programmes. Experience working in the UN or other international development organization is an asset.

• Fluency in English and Arabic (both written and verbal) is required.

PURPOSE

Under the close supervision of the Head of Field office and with technical guidance from the Child Protection Section, contributes to child protection programme planning, administration, implementation, monitoring and the evaluation of programme/project activities with a focus on the three pillars of Evidence, Empowerment and Equity, including teamwork and capacity building.

MAIN DUTIES AND RESPONSIBILITIES:

  1. Collects and analyzes data for the Situation Analysis, programme/project planning, management and monitoring, including preparation of Rolling Work plans, Mid and End Year Reviews, and monitoring and evaluation of related to child protection in the governorates under the Field Office. Analyzes child protection programme implementation reports and evaluates against established programme recommendations and plans of action. Prepares tables, graphs and other statistical data. Reports outcome of analysis and proposes corrective actions.

  2. Undertakes on going visits to UNICEF child protection project sites, assesses local conditions, resources and needs, and monitors project implementation and UNICEF inputs. Communicates with local counterpart authorities on project feasibility and effectiveness, including monitoring the flow of supply and non-supply assistance.

  3. Undertakes follow-up action on child protection programme implementation activities with a focus on the three pillars of Evidence, Empowerment and Equity, contributes to team-building, and prepares relevant reports. Drafts changes in programme work plans as required.

  4. Leads child protection working group technical cooperation meetings, prepares notes and undertakes follow-up action and coordination related to child protection programme implementation and monitoring.

  5. Assists in identification and selection of technical supplies and equipment.

  6. Assists in the preparation of the country programme recommendation by drafting relevant documentation ensuring accuracy and consistency with established rules and regulations. Maintains the computerized programme system database and submits relevant reports

  7. Selects and compiles training and orientation materials for those involved in programme implementation, including donor and media visits. Drafts relevant sections of reports (required for donors, management, annual reports, etc.).

  8. Assists and participates in the planning and response to protect children affected by an emergency as necessary, within the framework of UNICEF’s Commitment for Children in Humanitarian Action.

  9. Assist and participate in the planning and response to ensure the protection of children in any emergency situation if arisen during the assignment period within the framework of UNICEF Commitment for Children in Emergencies

MINIMUM QUALIFICATIONS:

? University degree in Social Sciences, law, child development or related technical field.

? Two years progressively responsible experience in the field of child protection. Background/familiarity with child protection in emergency is an asset.

? Fluency in English and Arabic is required.

PURPOSE

Under the guidance of the Chief of Education responsible for the planning, implementation, monitoring and evaluation of assigned programme/project(s) within the Education sector.

MAIN DUTIES AND RESPONSIBILITIES:

  1. Contributes towards the preparation of the Situation Analysis by compiling data, analyzing and evaluating information, and contributing to the writing of the Analysis. Actively participate and contribute to the development of country program and the Annual Work Plans.

  2. Designs, prepares, implements, monitors and evaluates programme activities. Analyzes and evaluates data to ensure achievement of objectives and/or takes corrective action when necessary to meet programme/project objectives. Contributes to the development and/or introduction of new approaches, methods and practices in project management and evaluation.

  3. Plan and supervise implementation of research, assessments on specific areas related to the program produce evidence based reports and advocacy materials necessary to influence policies and attitudes.

  4. Participates in intersectoral collaboration with other programme colleagues. Assists in development of appropriate communication and information strategy to support and/or advocate programme development.

  5. Undertakes field visits to monitor programmes, as well as conducts periodic programme reviews with government counterparts and other partners. Proposes and/or undertakes action on operational procedures affecting project management and implementation. Provides technical advice and assistance to UNICEF field office teams and government officials and other partners in the planning, implementation, monitoring and evaluation of programme/project(s).

  6. Meets with national and international agencies implementing programmes in education and related field to ensure coordination of activities and maximize the impact of our inputs to the program. Participates in meetings with ministries responsible for programme review, and follows up on implementation of recommendations and agreements.

  7. Assists government authorities in planning and organizing training programmes. Identifies training needs and objectives for the purpose of capacity building, programme sustainability, as well as promotion and advocacy.

  8. Coordinates with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability. Certifies disbursements of funds, monitors and submits financial status reports to the Deputy Representative or Representative, as required.

  9. Participates in the development of the sectoral workplan, ensures the achievement of specific assigned objectives. Provides guidance and support to staff in meeting project objectives.

  10. Ensures the accurate and timely input of project information in the computerized programme system, and issues status reports for monitoring and evaluation purposes.

  11. Prepares programme/project status reports required for management, Board, donors, budget review, programme analysis, annual reports, etc.

  12. Provide leadership in timely development and operationalization of EPRPs as well as crises program response plans when required, in line with CCCs and humanitarian reform accountabilities

MINIMUM QUALIFICATIONS:

• Master Degree in Social Sciences, specialization in Education, an advantage, or related technical field.

• Five years of progressively responsible professional work experience at the national and international levels in programme management, monitoring and evaluation, in a related field.
