ORGANIZATIONAL LOCATION:
The Regional CSE Specialist post is located in the East and Southern Africa Regional Office (ESARO) based in Johannesburg, South Africa and reports to the assigned technical Advisers in ESARO Johannesburg. Working closely with technical advisers and the Regional Coordinator in the office, the CSE specialist will assist in assuring continuous technical assistance on comprehensive Sexuality education to the eight (8) Countries part of the Safeguard Young People Programme co-funded by UNFPA, the Swiss Development Cooperation Agency and the EU/SIDA.
Specifically, the Comprehensive Sexuality Education (CSE) Specialist is responsible for:• providing technical support to countries to review, revise quality comprehensive sexuality education curricula and related training materials for both in-school and out of school adolescents and young people; • strengthen the capacity of UNFPA staff, youth-serving organizations, youth networks, and in-service and pre-service teachers in delivering quality CSE programmes including for marginalized adolescents; • Contributing to the development of CSE support materials including for Peer educators and through radio programmes, social media, m-health, and e-health platforms.• Supporting demand generation for services including contraceptives and condoms. Advocate for and provide TA in the institutionalization of CSE in teacher training schools (government and private); • Coordinating CSE activities in partnership with other UN partners such as UNESCO, UNICEF, UNAIDS, UNODC and also civil society organizations; • Conducting operations research activities to test CSE delivery methodologies especially for marginalized adolescents --young key populations, adolescents living with HIV, adolescents at risk of marriage etc.; organize sexuality education campaigns on parent-child communication and teacher-learner communication;• Documenting and disseminate best practices related to CSE activities; present project successes in regional conferences; contribute to the mobilization of resources for expansion of CSE and especially the Safeguard YP programme.
• Partner and Stakeholder Management: o Provide technical advice and building capacity of partner organisations to implement the programme, providing ongoing technical support to partners/stake holders as well as UNFPA officers;o Review regularly the political and social environment relevant to SRH in the respective countries and advise the programme team and partner organisations on the appropriate strategies and interventions to ensure the success of the Programme in each one of the Countries;o Oversee the technical liaison and partnership collaboration with relevant agencies/organisations including the other UN agencies to facilitate timely and efficient delivery of the programme results and outcomes both at national and Regional levels;• Responsible for creating and updating a knowledge database of current and emerging SRHR issues in order to input in the Safeguard Young People Website;
JOB PURPOSE:
Working in collaboration with the relevant Country Offices, the relevant ESARO units and the RHCS and Youth/HIV Advisers, the CSE specialist will provide technical assistance to the COs in the era of sexuality education as well as adolescents sexual reproductive health.. In addition, S/He serves as the focal point for developing and strengthening partnership with relevant stakeholders on specific issues related to the Safeguard Young People Programme. S/He will also provide strategic advice and ensure appropriate design of CSE intervention within the Country Offices (COs) Annual Work Plans.
DUTIES AND RESPONSIBILITIES:
The Comprehensive Sexuality Education Specialist supports the achievement of the strategic objectives related:
Swiss Development Cooperation programme “Safeguard Young People”
a. Planning and quality assurance of the CSE component of the programme• Support review of existing data related to CSE in the eight (8) Countries to inform programme planning and implementation in the 8 programme focus countries; • Ensure integration of sound CSE interventions in the national operational plans development including national 3-year Project documents and Annual Work plans. • Support the Regional Coordinator reporting on the programme progress as well as on regional review and planning meetings;• Oversees the quality of the CO’s implemented CSE interventions;• Monitors adherence to UNFPA priorities on CSE to be translated into sound national plans and integrated within the Country specific priorities.
b. Facilitate Provision of Technical Support to programme countries• Develop a regional technical assistance plan in collaboration with countries and the regional coordinator in order to facilitate provision of technical support;• In collaboration with the Regional Coordinator document provision of technical assistance and lessons learned;• In consultation with the Regional Coordinator as well as all the relevant regional advisors develop tools and frameworks to guide the implementation of CSE activities within the Programme.• Support Programme countries to identify quality implementing partners to enable effective and speedy implementation of the CSE interventions.
c. Donor Relations and Reporting• Ensure regular updating of donors and periodically involve them in regional planning meetings and field monitoring missions. • Ensure adequate documentation of the process and outcomes of projects• Work with the Regional Coordinator, the communications Advisor as well as the Resources mobilization advisor to develop public relations documents as well as technically sound concept note to be used for resource mobilization. • Support the Regional Coordinator in preparing necessary reports for submission to relevant donors;
d. Perform any other tasks as assigned by relevant ESARO advisers.

QUALIFICATIONS:
• Advanced university degree in Social Science, Public Health or equivalent.• 7 years of relevant progressively responsible professional experience, including experience at the field and international level, preferably with previous experience with/exposure to the UN Common System;• Of which a minimum of four years professional experience in technical assistance and capacity building support in Comprehensive Sexuality Education and Sexual Reproductive health rights in Africa;• Strong presentation, communication, and writing skills in English required; working knowledge of another UN official language desirable.
