Summary

The CLTS Specialist will be responsible for the coordination, planning, implementation, monitoring and evaluation of the Urban and Rural Environmental Sanitation and hygiene Component of IMC and UNICEF work. This is a partial secondment from IMC to UNICEF. Technical support will come from IMC HQ WASH staff, day to day to technical collaboration will be with UNICEF (objectives will be agreed together); and management support will come from IMC

Background

Owing to the large gap in sanitation and hygiene in Yemen, IMC and UNICEF seek together to put into practice innovative approaches to accelerate improvements in environmental sanitation and hygiene, including Community-Led Total Sanitation. Since the introduction of CLTS worldwide in 2008, significant improvements have been made in mobilizing households to end open defecation and construct basic sanitation facilities. A therefore proven methodology needs to be introduced into the complex environment of Yemen. The scope of the sanitation and hygiene related challenges in Yemen require extensive coordination and adoption of cost-effective and scalable practices. Thus, it is critical to provide support to all implicated parties in coordination, planning, implementation, monitoring and evaluation of CLTS

Specific Tasks

Working in collaboration with the UNICEF WASH Section and the IMC programme team, the CLTS specialist will be responsible for the planning, implementation, coordination, monitoring and evaluation of the Environmental Sanitation and hygiene Component:

  1. Designs and prepares CLTS activities in Yemen. The first quarter of 2014 is dedicated to doing this in IMC programme areas. Then supports implementation, monitoring and evaluation of CLTS related activities through the rest of 2014 across Yemen.
  2. Analyses and evaluates data to ensure achievement of objectives and/or takes corrective action where necessary to meet project objectives. Contributes to the development and/or introduction of new approaches, methods and practices in project management and evaluation.
  3. Participates in inter-sectoral collaboration with other programme colleagues. Assists in development of appropriate communication and information strategy to support and/or advocate programme development.
  4. Undertakes field visits to monitor programmes, as well as conducts periodic programme reviews. Proposes and/or undertakes action on operational procedures affecting project management and implementation.
  5. Provides technical advice and assistance to partners in the planning, implementation, monitoring and evaluation of CLTS.
  6. Meets with national and international agencies covering the management, implementation, M&E and review of ESHE projects. Participates in meetings with ministries responsible for Environmental Sanitation, Hygiene and Water Quality review, and follows up on implementation of recommendations and agreements
  7. This is a field based post (60% of the time) with extensive travel around Yemen
  8. Provides regular reports to IMC country Director and UNICEF Head of WASH - Brief monthly Activity Reports detailing activities undertaken and results achieved, and with a brief work plan for the subsequent month including field monitoring.
  9. Is a core member of the IMC team - participates in internal IMC meetings, supports programme development, meets IMC internal deadlines etc…

Methodology

The WASH Specialist will work closely with:

  • IMC Programme staff for coordination/consultation of programme/technical issues
  • UNICEF WASH Team
  • WASH Cluster
  • UN and other international and bilateral agencies, NGOs for coordination of activities, advocacy and exchange of information.

Qualifications: • Education: Advance university degree in Environmental Health, Public Health, or other related discipline.• Work experience: Five or more years of experience in the field of Environmental Sanitation and Hygiene; Extensive knowledge and practical experience of the CLTS approach; Language: Excellent English comprehension, with excellent oral and written communications skills; Arabic preferred • Required skills/competencies: o Excellent communication skills: Proven ability to effectively communicate WASH related technical concepts o Excellent leadership and teamwork spirit to work effectively in cross-cultural and multi-cultural settings and teamso Proven ability to coordinate programmatic issues and work effectively to deliver high-quality results within expected time frames. o Ability to organize and effectively facilitate group discussions and processes, and guide them to constructive and positive outcomes and conclusions. o Ability to facilitate training, technical working groups, document results, and maintain momentum through effective documentation, communication, and dissemination.
