Context

The British Red Cross helps people in crisis, whoever and wherever they are. We are part of a global voluntary network, responding to conflicts, natural disasters and individual emergencies. We enable vulnerable people in the UK and abroad to prepare for and withstand emergencies in their own communities. And when the crisis is over, we help them to recover and move on with their lives.

The International Disaster Management Department has overall responsibility for coordinating and providing quality BRC support to international disaster response and management in slow-onset and rapid on-set disasters, and in conflict situations. The operational strategy adopted by the Division indicates that the default mode of response in immediate disaster response and in conflict situations will be multilateral (i.e. working with the programmes managed and coordinated by the International Federation of Red Cross and Red Crescent Societies (IFRC) and the International Committee of the Red Cross (ICRC)) whilst the mode of response in disaster preparedness and recovery will be dictated by each individual context. Regardless of the mode of response adopted however, the Disaster Management Department will be responsible for the quality of support provided, will be required to make assessment of appeals and needs and make judgements with regard to standards and proportionality, and will be responsible for ensuring effective reporting.

BRC has a high profile in the Red Cross Movement regarding its work on economic security (food security and livelihoods). It has a Household Economic Security (HES) roster that supports economic security related work in the relief and recovery phases of programming. BRC also takes a holistic approach to addressing recovery needs, focusing on empowering communities to rebuild their lives and livelihoods through provision of housing and cash and in-kind based responses. Led by the Partnership Development (PD) Department, BRC also works with National Society partners to integrate economic security support into longer term resilience programming and with the Humanitarian Policy Department's operational and advocacy agenda and its engagement in related policy work with institutional donors and international think tanks.

Scope

Economic security is defined as "the condition of an individual, household or community that is able to cover its essential (economic) needs (including food) and unavoidable expenditures in a sustainable manner, according to its cultural standards".

There are currently two Economic Security Advisers based in the Disaster Response Team. Both posts have the same skill set in respect of food security and livelihoods technical skills. This post, however, will have a significant focus on providing technical support to BRC’s longer term resilience programmes with National Society partners. The post is also expected to be the lead on market analysis related aspects of programming and development.

The post holder will provide the DM Disaster Response, Recovery and Resilience teams with technical advice to support the development, implementation, monitoring, exit and evaluation of appropriate and high quality food security and livelihoods programmes, including cash based programming. The Advisor will support the Disaster Response team to guide BRC support to IFRC and ICRC appeals and will provide support to PD with regard to longer term capacity building of national society partners in the area of building economic security and resilience. The post holder will also be available to the Recovery team to provide technical input into the development and implementation of recovery policies and programmes.

Overall Purpose of the Post

The post holder will work alongside, and in coordination with, the existing Economic Security Advisor to provide technical support to guide programming strategy and decisions made in responding to disasters, emergency appeals as well as BRC’s recovery and resilience programmes. The role will have a focus on providing technical input into the development and implementation of economic security activities, with a particular focus on BRC resilience programmes. This support will be flexible and matched to the needs and requests of different programmes.
