General Description of the Programme:

GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working in Idlib Governate, in close coordination with local partners, delivering food, non-food and cash voucher programming to highly vulnerable populations.

Job Purpose:

The primary function of this role is to coordinate and disseminate Security information for the INGO community through the INGO Forum based in Antakya, Turkey. The NGO Forum was formed in response to the need for facilitated general, sector and thematic coordination for NGOs operating in Northern Syria. This forum which is owned by the Forum Members is currently a platform for:

• Facilitation of coordination, especially sector and thematic activities.

• Information sharing and management including the development and consolidation of the 3Ws.

• Provision of assessment expertise in order to harmonise sector and individual NGO assessment methodologies.

• Provision of Information Management where feasible.

• Engagement on other vital issues regarding humanitarian assistance and recovery.

INGO Forum meets bi-monthly across all sectors with members co-chairing the sectors. The NGO Coordinator facilitates the bi-monthly general meeting which is held every second Friday of the month. Many of the services described are resourced through a Secretariat. The Security Analyst/coordinator will take the lead on all Safety and Security related functions of the INGO Forum.

Coordination and Liaison:

• Act as the primary focus for the coordination of security information and analysis for the NGO community operating in Syria and with Syrian refugees.

• Establish and maintain NGO Security contacts to ensure the coordination of all NGO forum security meetings including taking the lead on established bi-monthly meetings and providing support to the relevant subgroup meetings, this will include:o Provision of an agenda;o Maintenance of a ‘Master’ map;o Providing analysis from information received since the last meeting;o Provide a short summary of the meeting’s discussiono Provide follow-up on any relevant issues

• Develop and maintain productive relationships with key actors/individuals in relevant government ministries and security organs, the diplomatic corps, international and National NGO’s, donors and any other relevant individuals.

• Engage with International/Global Humanitarian security organisations for information sharing and best practice approaches.o Be prepared to represent and to advocate for the Security Forum in other relevant groupings such as the Syria INGO forum and other specialist humanitarian cluster groups in order to maintain security as an integral part of all planning by INGOs in Syria and the border regions.o Be prepared to coordinate training events for NGO staffo Provide Security briefings to incoming NGO security staff on request.

Information Management/Analysis and Report Production:

• Maintain comprehensive understanding of the country and regional context for both Syria and Turkey through on-going information gathering, analysis;

• Ensure that the broader international context is taken into account in terms of any political, security and economic developments which may have a bearing on NGO forum members AOR.

• Actively promote and encourage information sharing between NGO’s by providing a simple, workable and where necessary, anonymous/confidential reporting system.

• Provide daily updates inclusive of media review and info from broader/relevant sources.

• Produce and issue a short (one page) summary/analysis of changes to the security environment in Syria bi-weekly;

• Manage, update and disseminate security tree information and develop/improve on security alert systems for NGO staff working in both Syria and The border areas in Turkey. Manage contact lists, residence and office locations.

• Circulate pertinent security information through NGO Security mailing list and other modes of communication.

• Ensure integrity of data sourcing and dissemination, identifying where appropriate whether info gathered has or has not been confirmed and if the source is reliable.

• Manage information security on all IT equipment held and ensure that files and contacts are kept confidential and encrypted at all times (inclusive of mobile devices).

Threat/Risk Assessment and Contingency Planning:

• Maintain an incident database and updated Actor Mapping on a continual basis.

• Assist in contingency/scenario planning for NGO Security Forum members and developstandardised good practice checklists for priority threats and share all relevant security resources.Assist with information sharing on NGO access to available, relevant security training and providers.

• Provide analysis on security incidents or events or issues likely to impact on humanitarian programs, identifying specific trends and producing an associated risk analysis.

• Create visual aids and mapping for Security information sharing and update the Risk and Threat Levels in NGO AOR’s relating to the sub group sectors.

Minimum Requirements:

• At least 3 years field experience with an INGO or within the international community with responsibility for safety and security management

• Fluent written and spoken English essential.

• Arabic and Turkish written and spoken preferable.

• Proven ability to produce timely situation reports and an analysis of events.

• Sound judgment, diplomatic tact, maturity and common sense

• Experience in liaising with various agencies

• Experience in working with a team

• Experience in designing and providing safety and security information in a competent and sensitive format.

• Experience in information security systems.

• Knowledge and understanding of the political, social and security situation within Syria and in the Syria/Turkey border area.
