JOB PURPOSE: Working in close relationship with the Head of Programme, the role of the Roving Programme Manager is to keep a close watching brief on the context situation in Yemen and to continuously analyse and develop an understanding of the context, to support Head of Programme in ensuring our responses in the field are strategic and appropriate.
The Roving Programme Manager will also cover for the PMs in the field when they are on leave or end their mission and will contribute to the integration of the humanitarian and development interventions and the one programme approach. S/he will also be responsible for maintaining positive relationships with Oxfam partners, donors and other international agencies.
REPORTING LINES: Post holder reports to: Head of ProgrammeStaff reporting to this post: None (depends if he cover for one of the PM on the field)
DIMENSIONS: • Required to develop long term vision and strategic planning to achieve significant impact from programmes• Provide strategic and operational management of programs, people and funds• Capacity building of partners and team.• Representation in coordination meetings and external relationships as appropriate• Ensure programme management including planning, monitoring and programme impact as per the strategy and plans• Promote team work and team development
• Ability to analyse and communicate complex information to a wide audience.• Decision-making and judgement based on technical and management experience, • Produce, assimilate, analyse and use programme information from varied and diverse sources to provide in-depth analysis in the specific programme unit or policy area.• Plan and implement programme plans and ensure proper reporting and accountability to multilateral and bilateral donors.• Strong technical understanding and leadership.
