In 2013, with the full support of the Board of Directors and the Leadership team, MSH launched a new five-year Strategic Roadmap (2013-2017) that included diversification of MSH’s revenues as a key goal for the organization. MSH aims to have 10% of overall program revenues come from non-US government funders by 2017, and has already made important progress in this direction.
This position will support both maintaining and growing US government funding, as well as supporting diversification with non-US government public sector donors.
OVERALL RESPONSIBILITIES:
The Director, Business Development Standards and Quality provides leadership in the area of proposal development and reviews to public sector donors (USAID, DFID, et) to ensure MSH is submitting the most competitive and compliant proposals, and manages the most strategically important and valuable proposals. He/she works with the Sr. Director of Business & Resource Development on overall corporate strategy and annual target setting, and managing a seasoned team within the business development unit. The Director has specific responsibility for ensuring MSH proposals are of the highest quality and competitively responsive to donors by working with proposal teams on strategy and color reviews, and managing the bid capture/positioning and proposal development for a strategically selected portfolio of some of the most significant bids to MSH. He/she will also work with outside learning experts to deliver field and home office staff training in business development, in addition to providing ongoing guidance on business development platforms, processes, and roles and responsibilities for the continuous improvement of new business at MSH. The Director acts as a deputy to the Sr. Director of Business & Resource Development and will oversee a team of BRD staff, in addition to a pool of consultants, interns and other resources as necessary.
SPECIFIC RESPONSIBILITIES:
Work closely with the Senior Director, Business & Resource Development to support and contribute to the organization’s priorities, mission, vision, and core values aimed at increasing MSH’s capacity to secure funding and increase the overall proposal win rate.
Working with the Sr. Director, Capacity Building Manager, and learning design consultants, participate in the development of an MSH business development capacity building and training approach by identifying areas of need; determining priorities; and developing a new business and capacity building and training program to improve performance and quality at the Office, Center and Field levels.
Serve as a primary reviewer of MSH proposals on behalf of BRD to ensure quality, competitiveness and compliance to donor requirements.
Lead complex public sector donor proposals – from capture/positioning through proposal development – for a targeted portfolio of strategically significant bids to MSH.
Engage in the capacity building of field and home office staff on areas of strategic importance to increase the quality and competitiveness of MSH proposals. Contribute to the development, strengthening and management of systems, tools, processes, procedures and protocols necessary for successful resource development efforts.
Manage a team of seasoned business development staff and mentor junior business development staff. May also mentor/support MSH field leadership as they expand business development skills and responsibilities.
Serve as the Acting Sr. Director, Business & Resource Development as needed.
Perform other duties as assigned.
QUALIFICATIONS:
• Advanced degree (MBA or Masters) in relevant field such as business management, international development, public health; or other relevant area is required.
• A minimum of 8 years of relevant professional experience in new business development, including management of new business development teams, systems and processes, with a focus on a diverse set of public sector donors, including USAID, CDC, DFID, and others, with a track record of success.
• Fluency in spoken and written English required. Fluency in spoken and written French highly desirable. Excellent writing and editing skills required for this position.
• Past experience with US government solicitations required and experience with other international government solicitations and mechanisms is highly desired.
• Proven capacity to effectively manage complex proposal development processes, as well as manage and mentor staff with various levels of skills and experience.
• Demonstrated achievement in the design and implementation of new business development systems, policies and procedures.
• Strong organizational skills and ability to manage complex teams, precise scheduling and multiple and shifting priorities.
• Proven team leadership, supervisor and management skills. Ability to work effectively in a team environment with both technical and non-technical staff from various cultural backgrounds.
• Excellent computer skills including Microsoft Office Suite.
• Strong verbal communication and presentation skills, with training/facilitation skills preferred.
• Excellent inter-personal and inter-cultural skills. Ability to manage stress and maintain a calm presence under pressure and with tight deadlines. A good sense of humor and a positive outlook.
• A minimum of two years overseas experience in international development program management is highly preferred.
