GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working in Idlib Governate, in close coordination with local partners, delivering food, non-food and cash voucher programming to highly vulnerable populations.
General Description of the Role
A Food Security Cluster (FSC) mission to Gaziantep and Antakya in April 2013, including intensive consultations with various humanitarian actors, determined that technical and coordination support would add great value to on-going efforts in the Food Security and Livelihood (FSL) sector. The Global Food Security Cluster has since deployed an Advisor from its Global Support Team and an Information Management Officer to provide contextualised coordination solutions and sector support to FSL actors in Southern Turkey. The FSLWG is chaired by the global FSC, with GOAL nominated by the NGO Forum as the Co Chair for a one year term from 11 September 2013.
GOAL is currently seeking an experienced coordinator to support and facilitate information exchange, learning and collaboration between FSL actors. The FSLWG Coordinator will contribute to the overall accountability of the FSLWG, ensuring that the strategic needs and capacities of the INGO community are drawn upon to assist the FSL community.
Key Duties:
• Represent the FSLWG at the NGO Forum meetings, acting as a liaison between the NGO Forum and the Cluster Secretariat at Gaziantep/Hatay level
• Work with the FSLWG Chair to engage the INGO community to identify their requirements from the FSLWG vis-a-vis the FSLWG strategic priorities
• Following a consultation with the INGOs partners, work with the FSLWG Chair to develop a FSLWG action plan to meet the critical needs of the INGOs from the FSLWG and integrate this action plan into the FSLWG annual Work plan.
• Act as the FSLWG focal point within the NGO forum
• Participate in FSLWG meetings regularly, facilitating the meeting when appropriate and / or required;
• Participate actively in the development of agendas for FSLWG meetings;
• Participate actively in the development of a crisis response strategy and action plan for the FSL sector working with partners to ensure complementarity and efficiencies with other sectoral response strategies and action plans when appropriate;
• Participate actively in sector/inter-agency contingency planning and preparedness, ensuring that FSLWG members are also contributing to and sharing responsibilities;
• Promote and support training of staff and capacity building of FSLWG partners;
• Represent the interests of the sector in discussions with stakeholders on priorities, resource mobilization and advocacy;
• Provide access to Arabic language translation as and when required;
• Bring primary information and urgent needs/issues as identified through partners working in the field to the FSLWG's attention
Requirements:
• Bachelors level degree in agriculture, community development, natural resource management or closely related discipline.
• At least three years practical experience with an international development organisation, managing agricultural/livelihoods projects under complex operating environments similar to Syria.
• Excellent technical understanding and experience in the FSL sector, particularly in an emergency context.
• Proven coordination and relationship building skills.
• Good understanding of the household livelihood security framework.
• Strong analytical, information management and presentation skills.
• Excellent IT skills, including strong knowledge of MS Office applications
• Excellent communication, interpersonal and training skills and a track record of building/developing cohesive teams.
• Willingness to take responsibility for personal security and adhere to GOAL’s security guidelines.
• Knowledge of household livelihood security framework, value chains methodology and market-based approaches to working with poor populations.
• Excellent English language skills (written and spoken), with good knowledge of Arabic (spoken and written) a distinct advantage
Desirable:• Experience of working in Syria
• Experience coordinating multi-agency working groups
