Official CPI Job Description

Position and Title: You shall serve as Afghanistan Program Manager. Your position will be a full-time, exempt position with the Company in its Afghanistan office in Kabul. CPI is providing community-based physical & social-economic programs for explosive remnants of war (ERW) accident survivors through a variety of implementing partnerships. You will be expected to work a minimum of 40 hours per week. Customary office hours shall be Sunday – Thursday 8:30 – 4:30.

Description of Current Responsibilities and Roles

• Monitor, evaluate, and manage current implementation agreements awarded to CPI by:

o Working with the Country Director to address grant compliance matters pertaining to both current and future programming;
o Reviewing monthly narrative reports provided by current Implementing Partners (IPs) and, together with Program Coordinator, seeking improvements in the reporting process and enhance the usefulness and accuracy of the information provided;
o Maintaining records in accordance with grant reporting and compliance requirements;
o Performing regular site visits and complete quarterly evaluations for each program;
o Addressing efficiencies/deficiencies raised in partner reports, site visits, surveys, and/or evaluations; reporting progress and challenges to donors on a timely basis;
o Preparation of quarterly Performance Progress Report to describe the status and/or progress of each program in accordance donor reporting requirements; and
o Developing relationships with Ministry of Economy and Ministry of Labor, Social Affairs, Martyrs and Disabled in all matters of reporting and compliance.

• Develop sound relationships with relevant donor personnel to help inform the funder, increase CPI visibility, and maintain goodwill with regard to the organization’s current and projected programming by:

o Meeting regularly with donor personnel when they come to CPI Offices or on site visits;
o Arranging tours of IPs’ programs for donor personnel and other VIPs;
o Assuring that donor grant management staff remains well informed of CPI progress (or challenges) in its Afghan programming;
o Preparing and conducting donor site visits; and
o Assisting the Country Director in preparing and conducting other VIP site visits.

• Develop relationships with relevant personnel associated with non-Government organizations in Afghanistan by:

o Identifying and developing collegial relationships with other agencies in the VA and disability sectors, including Ministries, NGOs and other relevant stakeholders;
o Preparation of presentations and/or training events; and
o Working with Country Director, Program Coordinator, and IPs (current or potential) to develop program proposals that are relevant to the Afghan context.

• Review, visit, and document current and potential Afghan mine action and victim assistance programming in anticipation of upcoming grant funding opportunities by:

o Collecting and editing beneficiary profiles;
o Communicating with IPs on all aspects of profiles (editing text, photos, videos, etc);
o Working with CPI Operations Team on formats and website related management of profiles; ando Conducting interviews in the field as necessary to develop profiles.

• Support development of capacity-building and program development needs, especially skills for assessment, planning, and implementation of:

o CPI’s IPs, as needs are identified;
o Host country authorities, as prioritized by CPI; and
o IPs by building consensus on Best Practices and Promising Approaches.

• Support capacity-building needs of CPI Field Office Staff with particular emphasis on:

o Program development;
o Program management; and
o Grant compliance (in coordination with current compliance training provided to staff by the Country Director).

• Any other duties as may be assigned by the Country Director.

PERSON SPECIFICATION

Essential requirements:

• A Bachelors degree (Business Administration) and/or other Degree as per the job description
•Masters Degree Preferable
• Fluency in English knowledge of Dari an advantage
• At least 4 years’ experience in operations and/or management/administration within an international non-governmental organization (INGO)
• Management experience, including line managing projects at a distance.
• Strong computer skills including: Microsoft Word, Excel and Power point
• Experience of living and working in a difficult environment
• Experience of conducting capacity-building for national staff

TERMS AND CONDITIONS

• Probation: There will be a probationary period of three months
