Background:
Social Impact (SI) is a Washington, DC-area international development management consulting firm. Our global services are in the areas of democracy and governance, health and education, agriculture, the environment, and economic growth.
Objective:
The proposed contract is to provide USAID/Vietnam with technical and advisory services for evaluation activities at the Mission (operating unit) level, including all democracy and governance, health, education, and economic growth program activities. This may include designing and implementing both quantitative and qualitative evaluation studies and assessments as well as providing evaluation technical assistance for USAID/Vietnam development programs. These efforts will facilitate informed program management decisions, shape the longer-term strategic direction of programs and decision-making within the Mission, and enable USAID/Vietnam to comply with USAID's Evaluation Policy. SI is looking for a Senior Evaluation Adviser to head up this effort and manage the project.
Responsibilities and Tasks:
The Evaluation Expert shall be responsible for leading the design and implementation activities including Evaluation and Assessments. S/he will work with the Contracting Officer’s Representative and other USAID technical staff to develop the methodologies necessary to meet the deliverables required in the SOWs for evaluation tasks. The Evaluation Expert will be the lead analyst for interpreting the results of surveys and other field data and be responsible for report preparation.
Qualifications:
- Advance Degree (or foreign equivalent) in in related fields;
- Minimum ten (10) years of progressive experience in designing, implementing, managing, and analyzing the results of both performance and impact evaluations of development projects. Preferably, at least five (5) of these years should be in developing countries and at least three (3) of these years implementing international donors-funded projects;
- At least five (5) years of experience implementing quantitative and qualitative data collection and analysis for evaluations and assessments, including experience with sampling methods, database management and statistical analysis;
- At least three (3) years of experience leading evaluation teams, or research teams;
- Fluency in spoken and written English is required; and
- Excellent team management and interpersonal skills.
