General ResponsibilitiesOICI seeks a dynamic Director of Business Development (BD) to lead its overall fundraising and donor engagement effort in a time of organizational transformation and renewal. With emphases on aggressively establishing new relationships and generating revenue growth, the Director of Business Development will be responsible for developing and executing BD plans that lead to rapid revenue growth. The successful candidate will be able to lead BD positioning and capture efforts, and identify appropriate opportunities for OICI to prime or partner on substantial bids in our areas of core competence. .

The candidate must have a solid track record of success in business development to: 1) position OICI to win new business; 2) manage large, complex proposal processes effectively; and 3) build the BD capacity of OICI HQ and field staff. In addition, the candidate will demonstrate the ability to in research and identify potential partners; initiate contacts and conduct negotiations resulting in new partnerships; and lead the preparation of successful technical proposals, budgets, and presentations. BD database development, maintenance, including public and private partner contacts is a must.

Specific Responsibilities1. Work with senior management to review and revise the business development strategy to ensure rapid revenue growth and long term sustainability.2. Create strategic fundraising plans outlining the vision, objectives, strategies and tactics consistent with the overarching Business Development strategy, and develop action plans to drive achievement of the fundraising plans. Develop and communicate effective “Win” strategies. Lead BD collaboration with Finance, Technical, and field staff.3. Lead intelligence gathering to identify a pipeline of focused new business opportunities that align with OICI’s core capabilities to increase “win” probabilities.4. Coordinate the development of viable strategic alliances, partnering opportunities, and other external business relationships, both in the public and in the private sector.5. Lead negotiations of pre-teaming and teaming agreements as well as scopes of work to ensure that OICI proposals are competitive on both technical and cost considerations.6. Establish and execute new business strategies to achieve short and long term growth targets, complete with bid strategies for partnering, technical, and cost components.7. Lead or assist in the development of responses to government RFAs or RFPs, ensuring responsiveness and compliance of proposals to solicitations.8. Develop and ensure adherence to a proposal calendar to ensure quality and timely results9. Monitor the proposal costs; identify potential overruns and alert management in a timely manner.10. Plan work and carry out tasks without detailed instructions; prepare for problems or opportunities in advance.11. Supervise staff and serve as liaison with OIC International affiliate organizations, vendors and consultants for Business Development-related projects.

QUALIFICATIONS:• BA/BS degree in business or a related field. • Seven (7) years’ work experience in a combination of federal (especially, USAID), private and foundation business development with demonstrated success.• Ability to develop, document, and execute a strategy to capture bid opportunities and achieve revenue targets across a 3-18 month cycle for growth.• Solid track record of success in proposal writing and proposal management.• International business development experience on Africa-related bids is a plus.• Ability to organize and manage multiple priorities and effectively deal with tight deadlines and pressure.• Supervisory experience required• Demonstrated ability to lead people and get results through others• Strong written, verbal and communication skills combined with diplomacy and tact.• Ability to travel as needed.• Highly proficient in MS Office (Word, Office, Power point, and Excel) and familiar with business development tools.

Physical Requirements: While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.
