As a key member of our Asia/Pacific (AP) Area Office (AO), this position will lead our efforts to expand our role in market approaches to housing improvement for low-income communities. The Associate Director will provide leadership, management, and oversight of our Center for Innovation in Shelter and Finance (CISF) in Asia-Pacific in alignment with the global CISF standards, and coordinate with internal and external stakeholders to manage growth of this initiative. You will work with National Directors of our National Offices (NOs) and Branches in order to develop and deliver a sustainable approach to providing Advisory Services to BOP firms in the region.

As the Associate Director, you will provide institutional, program & operational support to operationalize CISF in Asia-pacific by successfully managing the execution of the CISF/AP strategy to provide advisory services, peer-learning and knowledge management to a growing number of clients in the Asia Pacific region. You will have the opportunity to package and sell CISF/AP Advisory Services to MFIs and other BOP firms working with low income families, that could offer appropriate housing products including finance, construction materials, building services, and others.

This is a great opportunity for someone to create and lead a team to deliver advisory services to partners including: market research, product development, piloting, monitoring and evaluation services in order to build capacity of regional and local teams to successfully win contracts and deliver advisory services. This position reports to the AP - Director, Housing Finance and will be based out of our Manila, Philippines office.

AREAS OF RESPONSIBILITY:

  1. Coordinate with global CISF team and other AP departments by participating as an active member of the global CISF team including regular coordination activities with HFHI head office in Atlanta and CISF leaders from other regions. Lead regular coordination meetings with other Area Office staff involved in supporting market approaches, including staff from: Program, Finance, Communications, Resource Development, Legal and Human Resources departments.

  2. Develop Advisory Services by leading the writing, revision, and edition of technical proposal-grants and bids for contracts to be implemented by the CISF/AP.

  3. Develop Peer Learning Events which position HFHI’s CISF/AP as a leading actor in the low income housing sector through organizing, funding and delivering peer learning events such as workshops, trainings and conferences for BOP housing firms.

  4. Develop Knowledge Management Platform in conjunction with HFHI’s CISF headquarters and other regions; establish HFHI’s knowledge in low income housing market development through the development of case studies, papers, research and other knowledge management activities for Asia-Pacific.

  5. Prepare Habitat NOs/Branches to expand services by taking into account the NO’s Strategic Plan and in coordination with Programs Department, guide NO/Branch senior management in: hiring local staff and consultants; developing sales strategy; and scaling services.

Required Skills:

  1. Masters’ Degree in, economics, business, finance, international development or related field.

  2. 10 years’ experience in consulting business with progressively increasing responsibility

  3. Significant experience in sales of advisory services

  4. 5 years’ experience related to BOP firms; demonstrated experience advising boards of directors and senior management on business strategy

  5. Ability to think globally/regionally and look at the macro, strategic issues to inform strategy choices and management process

  6. Ability to act as a trusted advisor to senior management, makes decisions, takes actions or makes commitments, after considering the available courses of action, overall organizational needs and the needs and values of others

  7. Demonstrated ability to package and successfully sell advisory services to market actors working with BOP communities and individuals. Capacity to write and oversee writing of technical proposals for grants and/or contracts

  8. Demonstrated ability to manage people and budgets

  9. Understanding of the trends in low-income housing and housing finance in emerging economies, preferably within Asia. Understanding of affordable housing products, services, and financial mechanisms for low-income groups is desirable. Experience working with Microfinance preferred, and some extent of knowledge of housing microfinance desired

  10. Excellent Written and verbal Communication skills in English and in an Asian Pacific language is preferred
