THE ASEAN SECRETARIAT INVITES ASEAN NATIONALS TO APPLY FOR THE POSITION OF
SENIOR OFFICER ASEAN CONNECTIVITY DIVISION
Background:
The Association of Southeast Asian Nations (ASEAN) Secretariat is the nerve centre of ASEAN, a regional inter-governmental organisation founded in 1967, to promote peace and stability, sustained economic growth, shared prosperity and social progress. It comprises the ten countries of Southeast Asia.
The entry into force of the ASEAN Charter on 15 December 2008 had provided new impetus to ASEAN’s integration efforts by establishing a legal and institutional framework required to achieve the ASEAN Community by 2015. This includes the newly approved organizational structure of the ASEAN Secretariat that is aligned to the requirements of the Charter and the three Blueprints of the ASEAN Political-Security Community (APSC), the ASEAN Economic Community (AEC), and the ASEAN Socio-Cultural Community (ASCC).
The ASEAN Leaders adopted the Master Plan on ASEAN Connectivity on 28 October 2010 at the 17th ASEAN Summit which identified key strategies and actions to facilitate regional integration through the enhancement of physical, institutional and people-to-people connectivity.
Currently the ASEAN Secretariat is looking for a qualified candidate to fill the position of Senior Officer under the ASEAN Connectivity Division of the Office of Secretary-General of ASEAN.
Duties and Responsibilities:
- Provide technical advices and recommendations through the undertaking of research works and technical papers to support the implementation of Master Plan on ASEAN Connectivity;
- Support the development, implementation and monitoring of projects in the Master Plan on ASEAN Connectivity, amongst others, including assessing its technical and financial viability (e.g., drafting terms of reference for feasibility studies), identifying appropriate financing mechanisms and potential sources of financing for the projects, monitoring the implementation of the projects (including project appraisal process);
- Work closely with desk officers who are working directly on the three pillars of the Master Plan on ASEAN Connectivity including physical, institutional and people-to-people;
- Engage interested external entities (including dialogue and development partners, and private sector) on their possible roles in the implementation of the Master Plan on ASEAN Connectivity;
- Develop promotional materials and participate in national, regional and international outreach program for the Master plan on ASEAN Connectivity;
- Facilitate the meetings of existing and future entities (including ASEAN Connectivity Coordinating Committee) involve in the implementation of Master Plan on ASEAN Connectivity the preparation of technical papers, drafting of reports, and serving as resource persons; and
- Prepare regular reports on the progress of implementing the Master Plan on ASEAN Connectivity.
Requirements:
- Advanced degree in economics, business management or other appropriate discipline;
- A minimum of six (6) years of working experience in project management including resources mobilization. and public-private-partnership (PPP) projects;
- Demonstrated ability to develop, implement, monitor and review policy and procedures;
- Demonstrates ability to plan and organise tasks and work flows, with proven ability for accuracy under pressure and adherence to deadlines;
- Excellent oral and written communication skills, interpersonal skills, including experience in cross-cultural environment and international settings.
- Demonstrates ability to develop and maintain sound working relationships with stakeholders.
General qualifications:
Computer literacy and proficiency in the use of Microsoft Office tools; ability to multi-task, work long and irregular hours, and perform tasks outside the usual job scope; ability to function effectively, independently and as part of a team; and a willingness to travel on short notice.
Remuneration and Benefits:
Successful candidate will be offered the post with a probation period of six months and monthly salary starting from USD 2,900. There are other applicable benefits which include housing, medical, education of dependent children, and gratuity. Upon completion of the probationary period, the candidate will be confirmed for up to three-year contract, inclusive of the six-month probationary period, in the first instance.
