Oxfam GB’s work in Yemen includes both direct humanitarian intervention and long-term development. It also includes resilience-building work and international advocacy and campaigns. We seek to integrate these components into a ‘one programme approach’ to maximise benefits for poor and marginalised people in Yemen. This will be achieved through leading the development and management of Oxfam’s policy, advocacy and communications work in Yemen, working with all programme teams as part of an integrated ‘one programme’ approach.

The roleAs Head of Advocacy for Yemen you will be responsible for the development and management of advocacy, media and communications strategies in the country. That means shaping an advocacy strategy based on well-grounded policy positions that have been developed from timely intelligence and effective analysis, to deliver real impact and that feed into Oxfam’s programmes and broader regional and global objectives. It’s about prioritising objectives for change in the long-term and leveraging opportunities and issues that arise in real-time, as well as working closely with Oxfam Novib and other Oxfam affiliates for coordinated approaches on advocacy. You’ll also be expected to lead a small team and co-ordinate resources across the organisation to influence policy change in Yemen or which affects Yemen and will engage in representation and lobbying at the national, regional and global levels. You’ll also ensure that Oxfam’s advocacy messages get profile in national, regional and global media.

What we’re looking forConsiderable campaigning experience including use of local and regional media to achieve campaign outcomes is essential, as is considerable public policy analysis experience. Proven analytical skills and the ability to work with others to turn strategy into action and communicate this to a wider audience are key, as is the ability to influence and liaise effectively with key stakeholders and representation in high profile environments. Experience of managing a team is important as is the ability to work collaboratively and build strong and effective inter-agency coalitions. With excellent interpersonal and communications skills, you’re also able to work autonomously, often to tight deadlines in a stressful and fast paced environment. Fluency in written and spoken English is essential, Arabic would be an advantage, as would knowledge of the Yemeni and Middle Eastern context.
