Position Summary: The R&M Program Officer in collaboration with the R&M Director and R&M team will provide support to strengthen organizational and staff capacity to manage effective monitoring, evaluation, research and learning systems and will contribute to the development and implementation of Pact’s global R&M agenda.
Specific Duties and Responsibilities:
Strategy and Institutional Policy and Guidance
• Contribute to implementation of R&M within Pact’s Global Strategy and the R&M Vision for program monitoring, evaluation and learning
• Promote Pact policy in R&M and help develop further R&M guidance as needed, ensuring all core policies, guidance documents and descriptions are updated and disseminated.
Support Global Efforts to Collect and Manage Data -- Forward Knowledge Management
• In collaboration with the R&M Director, support and promote the use of knowledge management within the Pact.
• Help design, maintain, keep current and train others on the use of Pact’s institutional R&M Database Systems. This includes, but is not limited to;
? The Global Indicators Database
? F Process Indicator Databases
? R&M Intranet Site and Jive sites
? Mobile Technology Platforms
• Be conversant in a variety of pre-packaged software including (but not limited to): SPSS, Excel, Nvivo, Microsoft CRM, Microsoft Access, SharePoint, Webex (or equivalent), Skype—and other network sharing tools, spatial analysis tools (ArcGIS)
• Provide synthesis and visualization of Pact data (especially from Global Indicators , F Process Indicators and global M&E data) for use in program design and new business development.
Support Country Programs in R&M (Start-up/Institutional Resources Connectivity/and Close Outs)
• Promote sound program start-up in R&M—ensure program teams have templates, frameworks, policies and tools for performance monitoring plans, basic R&M systems design (Module 1) and data quality (Module 2).
• Connect country teams to R&M Advisors.
• Connect country teams to the Pact R&M CoP and resources.
• Ensure that Pact obtains and warehouses all critical R&M country program documents, donor reports, PMPs, theories of change, baseline studies, and any project evaluation documents (such as Mid-term and Final Evaluations) and data quality audits.
• Support country close out (both R&M and general programs needs) as directed by R&M Director.
Provide Key Leadership to the R&M Community of Practice (CoP)
• Actively participate in the organization and implementation of CoP meetings or activities (to include on-site and virtual meetings)
• Manage R&M CoP resources and the Pact R&M intranet site
• Help network R&M Officers and other country teams to other similar Pact programs
• Brief new R&M CoP members on Pact R&M policies, guidance, tools etc.
• Support the CoP in any way possible, as directed by R&M Director
• Remain informed of new developments in R&M through participation in global and regional professional organizations and learning communities addressing R&M
Support for R&M in New Business Development
• Contribute to proposal development, both design and budget components in terms of R&M as directed by R&M Director
• Support R&M policy implementation in NBD efforts
Support R&M Logistics
• Provide logistics support and manage HQ procedural support for R&M consultancies and R&M Meetings
• Other duties as assigned by the R&M Director
Qualifications:
• Master’s degree and 1+years of international development experience.
• Formal education in International Development/ Management /Public Policy/ Public Health or other related field.
• Strong working knowledge in R&M principles and R&M resources
• Strong data analysis and synthesis skills, especially around visual presentation of data
• Skills in knowledge management, database organization and design; working knowledge of software packages commonly used for data analysis
• Strong facilitation, teaching and coaching skills related to R&M
• Ability to work independently and to perform and prioritize multiple tasks
• Sound networking skills; ability to work collaboratively and collegially in teams
• Ability to establish and sustain interpersonal and professional relationships with Pact staff, in donor organizations and in peer organizations
