The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world. SUMMARY:
The Senior Advisor for Community Mobilization provides technical assistance in community mobilization to international programs and leads the development of methodology for community mobilization tools and processes for integrated programming of community resilience in relevant sector areas and cross cutting issues of vulnerabilities such as protection and security, gender based violence, etc. This position reports to the Director of Program Integration, International Response and Programs, for supervision, and personnel development.
RESPONSIBILITIES:
The Program Integration Unit is responsible for providing technical guidance and assistance to the international service division. Community mobilization is one of the technical areas covered by the Program Integration Unit.
• Oversee creation of a strategy and program elements needed for mobilization of communities engaged in resilience programs.• Support community mobilization activities in close collaboration primarily within the program integration unit and with programs supported by international services regions and support as needed to with all other units in International Services.• Develop effective and relevant community mobilization systems and project-specific community mobilization tools for projects and proposals considering technical suitability, donor requirements, resources and capacities. • Provide technical support in community mobilization for the design and implementation of baseline, mid-term and end of project evaluations, surveys, special studies, and other components of monitoring and evaluation.• Provide technical support for the integration of crosscutting themes, such as gender equity, psychosocial care, and development of trainings and performance support for implementation.
• Contribute to the development and implementation of strategies/mechanisms to improve American Red Cross and Red Cross/Red Crescent Movement capacities in community mobilization and enhance program accountability. • Liaise with counterparts at international, government, non-government agencies involved in related activities and collaborate in promoting high quality results and complementary efforts.• Build upon industry and Red Cross experiences to improve consistency, quality and practicality of community mobilization strategies; promote dissemination and use of lessons learned. • Integrate psychosocial support approaches in the training curriculum for community mobilization in urban and rural settings.
• Develop a community-based monitoring and evaluation model that leads to sustained community engagement in the long term.• Provide quality and timely submission of all required project reports. • Provide support, when requested, for international response to disasters.
QUALIFICATIONS:
• Bachelor’s degree in international development or related discipline with expertise in research methods required, or equivalent experience in community mobilization on international scale.• Minimum of seven years relevant experience in managing and implementing humanitarian or development projects in urban areas of developing countries. • Experience developing community mobilization strategies and methodologies applied in developing countries, in the urban and rural context; and designing and conducting trainings in preparedness/risk reduction, disaster response, recovery and development programs. • A minimum of 1 year experience in international field-level project implementation, higher-level program quality assurance and supervisory role preferred. • Proven track record of collaboration, facilitation, problem solving, training and partnership management.• Ability to conduct data analysis, planning development, and technical writing. • Solid project management experience needed.• Excellent English verbal and written communication skills required. • Language competencies a plus.
