Minimum Qualifications:

BA/BS with 3 years of experience OR the equivalent combination of education and experience.

Job Responsibilities:

Provide home-office financial and administrative support for project activities at headquarters and in the field.Monitor contract compliance issues and ensure forms are complete and in accordance with Abt, government, client and/or local requirements.Provide general administrative support to the home office and field offices. Instruct new staff on the use of forms and other administrative processes.Assist the FACO team.Coordinate logistical support for country/project activities.Assist in consultant recruitment efforts. Monitor project procurement activities and validate orders against subcontractor payments.
Process purchase requisitions, coordinate with the Purchasing Department, and track Abt Purchase Orders through delivery.Review purchase requisitions and vendor invoices and ensure timely submission for payment.Assist in the preparation of RFQs, review of quotes, and selection of vendors, including drafting vendor selection justifications.
Review purchase requests to ensure compliance with contractual terms and conditions and adherence to deadlines. Track project inventory and submit reports to the FACO team.Track project costs and prepare financial reports using Quicken.Work with FACO Team to develop revenue plans for country.Update project financial tracking tools and project reference documents.Prepare financial data for periodic contract reviews.Track and update project’s cost share documentation.Maintain both paper and electronic files of project documents.Provide home-office management and coordination support for country/project activities.Review field accounting documentation for submission to accounting and invoicing to client.Assist with RFQ preparation, review quotes, and vendor selection justifications.Provide training and guidance to field staff on the use and application of Abt and client standards and financial systems; provide training on office administrative procedures; and organize regular F&A meetings with field staff.Assist with new site startups.Maintain and develop tools and processes to aid project staff in managing activities.

Skills Prerequisites:

Ability to work independently without close supervisory support.Strong attention to detail.Familiarity with the Code of Federal Regulations (CFRs) and the Federal Acquisition Regulations (FARs) desired.Familiarity with USAID (AIDARs) Regulations desired.Excellent interpersonal, communication, organizational, and multi-tasking skills.Foreign language skills are highly desirable. Proactive and problem-solving attitude, ability to meet deadlines under tight time lines and work in a collaborative team environment.Strong computer skills in MS Excel, Word, and PowerPoint essential.Overseas experience working in developing countries and/or experience working with foreign nationals is a plus.
