Chemonics seeks a director of audits. This is a senior management position requiring demonstrated ability to operate at advanced levels of authority and accountability for achieving results. The director of audits will primarily support field-office teams and home-office project management units (PMUs) in preparing for and responding to financial audits by the Defense Contracts Audit Agency, Inspectors General, and other U.S. government entities. This is expected to include reviewing project files in advance of audits, working with field- and home-office staff to strengthen internal controls, attending audit entrance and exit conferences, ensuring audit teams are appropriately responsive to requests, intervening when conflicts with auditors arise, providing initial responses to auditor concerns, and working with the controller, outside counsel, and others to craft formal responses to any adverse findings or questioned costs. The director will proactively identify potential audit issues and recommend solutions. As required, the director will serve as acting controller. Responsibilities include:
Project Management
- Develops effective working relationships with assigned team, projects, clients, counterparts, and stakeholders. Continually promotes outstanding client service with home-office staff and project teams
- In collaboration with the controller, develops work plans, establishes priorities and approaches, and coordinates assignments to facilitate audit response and financial compliance
- Identifies compliance and financial risks at the project level and coordinates with controller and project team to establish results-based/targeted approach to mitigate identified areas
- Works collaboratively with team and project staff to implement consistent recommendations and implementation approaches
- Oversees corrective actions and conceptualizes new strategies to achieve and improve contract and finance compliance
- Identifies needed updates to policy guidance on finance and contracts issues
- Supports capacity development of international and local staff in the areas of contractual and financial compliance
Technical
- Conducts random and targeted reviews of project transactions on a continual basis
- Establishes and implements appropriate procedures (or revision of procedures) to ensure adequate control, documentation, and processing of transactions
- Reviews all necessary information required for audits
- Participates in activities to build a strong knowledge culture by sharing best practices and important innovations through practice networks and knowledge of management systems
- Undertakes assignments as directed by controller
Management and Leadership
- Recommends and/or leads strategic activities; supervises, mentors, and evaluates team staff and local resources by communicating clear performance goals and standards, offering regular performance feedback, ensuring effectively-run meetings, and maintaining an open door policy
- Coaches team staff to develop effective oversight skills
- Promotes staff development through coaching, mentoring, and facilitating professional growth opportunities. Promotes and exemplifies Chemonics values and ethical standards and manages staff to achieve team and development objectives
- Creates a productive and motivating work environment for staff by promoting cooperation and teamwork across projects and the home office, staying abreast of management, leadership, and team-building strategies and advocating for them within Chemonics
- Performs other duties and responsibilities as required by the controller, which might include administrative, management, and technical tasks, as well as working on special task forces

Qualifications
- Bachelors degree required; advanced degree preferred or equivalent combination of education and work experience in a relevant technical competency area
- Minimum of eight years of experience in financial or compliance oversight and management, accounting, or internal audit, with emphasis on government contracting
- Strong knowledge of Federal Acquisition Regulation and generally accepted U.S. government auditing standards
- Familiarity with AIDAR, CASB regulations, and case law relevant to U.S. government audits strongly preferred
- Experience with a wide variety of contracts and subcontracts (e.g., fixed price, IDIQ, cost reimbursement [award fee/fixed fee], time and materials, and construction)
- Experience managing teams, recruiting excellent candidates, developing staff capabilities, and promoting the careers of successful staff
- Knowledge of company’s main clients and their operations
- Experience overseeing field-office operations in a developing country context
- Ability to write and verbally communicate clearly and concisely
- Ability to operate at increasingly advanced levels of leadership and authority; assume increased control over significant technical projects, new business efforts, budgets and resources; and produce and take responsibility for results, as well as increasingly contribute to corporate strategies
- Management and organizational skills
- Ability to travel and work overseas up to three months per year
- Ability and willingness to travel anywhere Chemonics works, including transitional environments and countries affected by conflict
- Knowledge and understanding of unique environment in which projects operate
- Fluency in English required; foreign language aptitude preferred
