Project Summary:
The Support for Professional and Capacity Enhancement (SPICE) project is a 3-year initiative to support civil society strengthening, citizen participation, gender equality and corporate social responsibility in Sri Lanka. SPICE is implemented by MSI and funded by the United States Agency of International Development (USAID)/Sri Lanka. Its main office is in Colombo with regional offices in Batticaloa and in the Northern Province.
MSI is seeking fixed term staff for donor funded project strengthening the capacity of local civil society organizations to deliver participatory development and strengthen citizen-government interactions around development issues. Gender will be a significant focus. The program will be national in scope but will also have specific regional emphasis.
Position Summary:
The Capacity Building Manager will report to the Deputy Chief of Party, and collaborate closely with the SPICE Manager for Capacity Building, and the Senior Organizational Development Expert in Colombo Sri Lanka. The Manager will be responsible for delivering on MSI's commitment to USAID under the capacity building component targeted at identified civil society organizations in Sri Lanka. These medium and large Sri Lankan NGOs are based in different parts of the country and are recipients of USAID's development grants. This will be a full time position based in Colombo with substantial travel to partner organizations of USAID Development Grants Program (DGP) within the country.

Responsibilities:
Prepare a work plan for capacity building support based on needs identified through USAID's Organizational Capacity Assessment (OCA) tool.
Coordinate the design, developing and implementing organizational capacity enhancement interventions among 14 civil society organizations in collaboration with the respective organizations and relevant officials of USAID.
Source the required capacity building support from reputed individuals and organizations with a proven track record in Sri Lanka.
Commission, coordinate and evaluate the provision of the support identified above that are provided through consultants and capacity building partners.
Ensure gender considerations are incorporated into all capacity building interventions.
Work with the SPICE M&E team to monitor and analyze progress and adjust capacity building programs as needed.
Qualifications:
Minimum of a Bachelor's degree in Social Sciences or a related field.
Seven years' direct experience in capacity building or organizational development.
Familiarity with organizational development practices and tools.
Demonstrated expertise supporting the capacity development to the identified range of institutions above.
Knowledge of individuals and institutions in country that provide organizational development services and experience working with them.
Experience working in field locations in the provinces preferred.
Fluency in English and one national language required; proficiency in a second national language desired.
A good understanding of and commitment to gender and diversity considerations
