Project Summary:
The Support for Professional and Capacity Enhancement (SPICE) project is a 3-year initiative to support civil society strengthening, citizen participation, gender equality and corporate social responsibility in Sri Lanka. SPICE is implemented by MSI and funded by the United States Agency of International Development (USAID)/Sri Lanka. Its main office is in Colombo with regional offices in Batticaloa and in the Northern Province.MSI is seeking fixed term staff for donor funded project strengthening the capacity of local civil society organizations to deliver participatory development and strengthen citizen-government interactions around development issues. Gender will be a significant focus. The program will be national in scope but will also have specific regional emphasis.
Position Summary:
The Finance and Grants Officer Capacity Building will report to and support the work of the two Capacity Building Managers. The Officer will work in close collaboration with the Deputy Chief of Party and Senior Organizational Development Expert in Colombo, Sri Lanka. The Officer will provide financial management assistance for SPICE grantees and Development Grants Program (DGP) grantees. This will be a full time position based in Colombo with substantial travel to other districts within the country.**Please note: This is a local position. Only candidates with Sri Lankan citizenship will be considered. **
Responsibilities:
• Support the procurement of capacity building services through individuals and firms.
• Oversee the preparation and conduct due diligence assessment of training and onsite support.
• Timely settlement of payments and ensuring financial accountability of service providers.
• Budget tracking and provision of financial reports and information upon request.
• Support the Capacity Building partners and service providers by responding to queries that arise when preparing their bids for contracts.
• Provide logistical support to capacity building interventions including organizing travel, accommodation and other services as required.
• Support the Capacity Building Managers in meeting reporting requirements related to the contract.
Qualifications:
• Minimum of a Bachelor's degree in a related field, Professional qualification in Finance/Accounts preferred.
• Minimum of three years' experience supporting donor projects, preferably USAID grants this must include work in finance/accounts and logistics.
• Demonstrated experience in supporting the capacity development of CSOs.
• Willingness to travel to different parts of the country.
• Fluency in English and one national language required; proficiency in a second national language desired.
• A good understanding of and commitment to gender and diversity considerations.
