For more information, please visit www.psi.org.The high fertility rate in Pakistan, and its implications for the health of Pakistani women and children, poses one of the greatest public health challenges in the world today. Some estimates suggest the population will increase 55 percent by 2050. PSI/Pakistan and Greenstar Social Marketing (GS) – PSI’s local affiliate in Pakistan -- operate one of the largest developing-country private sector reproductive health networks in the world, with more than 7,000 providers. Greenstar clinics and pharmacies deliver comprehensive, affordable, quality reproductive health products and services to millions of low-income people throughout the country. GS alone accounts for more than 25 percent of Pakistan’s entire family planning market. Unmet need and birth rates suggest immense opportunities for even greater impact. In addition to the delivery of family planning and maternal and child health products and services, Greenstar has introduced other health initiatives in nutrition supplementation for children and tuberculosis treatment. Greenstar is also implementing two large-scale performance-based financing projects.PSI seeks entrepreneurial, innovative, and results-driven candidates with significant expertise in project management for the position of Chief of Party (COP) for a USAID-funded reproductive health project in Pakistan. The position will be based in Karachi and reports to the PSI Country Representative. The COP will be responsible for ensuring successful implementation of the project. This will include leading the development and implementation of innovative large-scale Maternal and Neonatal and Child Health communications program that spans four partners in two Provinces. The customers for this program include the donor, the USAID MCH program partners, and the consumer. The COP will have significant external engagement responsibilities, and effective donor and government relationship management. The successful candidate will build the capacity of relevant staff to successfully implement the project on time and within budget, thus achieving all deliverables and measurable health impact.
RESPONSIBILITIES:The COP will be responsible for managing all aspects of the project. This includes, but is not limited to:
Behavior Change Communication design and implementation • Lead the development and implementation of an innovative, evidence-based, coordinated, five-year behavior change communication (BCC) campaign to drive demand for the uptake of family planning and maternal, newborn and child health products and services for Greenstar and other USAID Maternal Child Health Program partners. The campaign should create an environment in which women of reproductive age are empowered to be active decision makers in their reproductive health and their children’s health. The campaign must be inclusive of mass and mid-media, as well as interpersonal communications.• Select and manage creative agencies to develop innovative concepts to execute the campaign, following best practices for reach and coverage as the USAID MCH Program evolves.• Develop, maintain and promote provincial BCC working groups to include government, donor and partner representatives to ensure communications materials are harmonized, on target, and technically accurate.
Donor Relations, Partnership Building and Coordination• This position will coordinate the participation and engagement of partners in the BCC component of the MCH Program funded by USAID. This includes partner engagement in strategy design, the implementation of program strategy and monitoring and evaluation. Build and maintain active professional relationships with other MCH Program partners that allows for a deep and thorough understanding of the partners’ MCH objectives and how PSI/Greenstar will contribute to achievement of said objectives without creating redundancies.• Integral to program success will also be government engagement and active participation in the program design, implementation and monitoring. This includes co-facilitating government led BCC working groups in two project provinces and ongoing engagement through the five year program.• Build and maintain professional relationships with the USAID Maternal Child Health team that engenders mutual respect, trust, and confidence in PSI/Greenstar’s work.• Respond with urgency and professionalism to donor requests for updates and inputs.
Program Management• Manage and support project staff to develop, implement, monitor and evaluate evidence-based marketing and communications plans designed to increase the supply and demand for FP services and products and achieve project deliverables.• Manage and support project staff to develop and implement a service provision component to increase access to family planning services in rural, underserved areas, inclusive of provider training and provider behavior change. • Lead internal program planning and reporting processes to ensure program deliverables are met for BCC campaigns and relevant family planning service provision components.• Manage relevant program staff performance, including routine feedback, regular supportive supervision, performance appraisals, and capacity building.• Offer guidance in development, implementation and management of evidence-based programming that is in line with organizational best practices, national health plans, and platform strategic plans.• Create and manage project budgets.• Meet all reporting requirements and donor deliverables.• Coordinate with PSI headquarters to ensure that program and reporting activities follow best practices.
Capacity Building• Strengthen the capacity of and transfer skills to relevant Greenstar staff to independently implement, manage, and improve business practice and technical services. Ensure a consistently high level of performance among relevant project managers and the teams they lead, creating a culture of shared leadership and ownership of programs and processes.• Assess progress of relevant teams and individuals, adjusting technical inputs based on the needs required to meet organizational and individual objectives.• Support development and implementation of sustainable and effective systems to improve accountability and deliver results.
Other• Represent PSI/Greenstar in technical, programmatic, and coordination meetings with the government, donors, and partners.• Coordinate with project partners and other key stakeholders to share best practices, lessons learned, and to develop areas of complementarities.• Contribute to development and implementation of organizational strategic plans, and participate actively in the PSI/Greenstar Senior Management Team.• Lead the process of developing relevant success stories and publications, as needed.• Perform any other responsibilities as requested by the Country Representative.
QUALIFICATIONS: • Relevant post-graduate degree (MPH, MBA, MIA, etc.) or equivalent experience in related field.• At least seven (7) years of experience in programmatic and financial management of large donor funded communications, quality assurance, and marketing programs related to public health and/or social franchising.• Previous experience and aptitude and interest in partner coordination, government engagement and relationship management critical to success. • Experience successfully managing complex operations in a developing country context.• In-depth knowledge of design and implementation of evidence-based, innovative, coordinated BCC initiatives.• Knowledge of PSI methodologies in research and marketing.• In-depth knowledge of international development, family planning and maternal child health issues.• Proven capacity-building experience in a developing country.• Preferred experience with monitoring and evaluating public health interventions.• Creativity and an entrepreneurial outlook.• Ability to work effectively in partnership with a variety of audiences and organizations, including project staff, senior government, donor, and implementing partners.• Ability to work efficiently and quickly in a fast-paced environment.• Excellent English language oral and written communication skills.
