Job Purpose Summary

The ICLA programme requires a Legal Coordinator to be responsible for coordinating and undertaking legal work under the International Component of the programme. Responsibilities will include, amongst other things, identifying, facilitating and conducting research into international humanitarian, human rights and public law in cooperation with the Research Unit, conducting advocacy in coordination with the Advocacy Unit, organizing, facilitating and providing trainings in cooperation with the Training Team, identifying needs for international legal opinions, identifying cases suitable for international justice mechanisms and coordinating usage of these mechanisms.

Key Responsibilities

• Draft and update workplans and other tools for coordination of international component and ensure adherence to commitments to donors;• Work with ICLA partners, national NGOs and international organizations on issues of international law and remedies for Palestinians suffering housing, land and property violations;• Identify potential cases from ICLA’s caseload suitable for international non-litigious justice mechanisms and following up on cases that are selected;• Coordinate use of the special complaints procedures amongst ICLA and ICLA partners;• Draft legal documents and legal correspondence as required• Conduct legal analyses and research to international law issues relevant to the ICLA programme (West Bank and Gaza) in cooperation with the Research Unit• Work closely with the ICLA Gaza team on identifying cases and issues in international law of relevance to the Gaza programme and coordinating activities and initiatives• Participate in planning, developing and implementing ICLA legal strategies relevant to international law• Responsible for data entry into ICLA database on ICLA activities and services provided• Organize and provide trainings/workshops to ICLA, ICLA partners and national and international organizations on aspects of international humanitarian and human rights law in cooperation with the Training Team• Identify cases and themes that require an international legal opinion or research and act as focal point; • Prepare reports for advocacy purposes, including Shadow Reports and other communications to UN bodies and conduct related advocacy in coordination with the Advocacy Unit.• Monitor and report on any developments in international law relevant to programme• Carry out any other relevant duties as requested by supervisor.

Qualifications and Competences

Academic and Professional Qualifications

• University degree in the field of law. • Master’s degree in international humanitarian and/or human rights law an advantage.

Relevant Experience

• Minimum of 5 years of relevant legal work experience.

• Strong background in International law• Excellent drafting and research skills• Excellent legal analysis skills• Good communication and interpersonal skills• Strong organizational and team working skills• Good cultural awareness and sensitivity• Highly approachable, trustworthy and confidential• Excellent English Language level both written and oral• Knowledge of Arabic and/or Hebrew an advantage• Very good computer skills• Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus• Excellent understanding of protection principles and the rights of returnees, IDPs and refugees
