Job Purpose Summary
Responsible for developing the Office Administration and HR in NRC Palestine. Overall responsible for the day-to-day running of all Administration and Human Resources issues related to NRC Palestine office. Responsible for organising internal capacity building and training for national staff in Palestine.
Key Responsibilities
HR Development
Develop HR and office administration as a support department in NRC Palestine to meet needs and gaps in the other Departments. Develop these areas according to NRC policy, guidelines and Israeli and Palestinian law.
Personnel Management
•Management of staff reporting directly to the AHRM.•Maintain administrative responsibility of national staff issues on behalf of the Country Director, i.e. contracts, job descriptions, salary scales, leave, benefit etc.•Facilitate frequent meetings for the national staff, and update the staff on new NRC guidelines, regulations etc. •Facilitate recruitment, induction courses and training of national staff. •Ensure implementation of NRC standard personnel policy guidelines for national staff, including adhering to national labor laws, taxation systems and rules, social security and insurance etc.•Develop and introduce a Performance Appraisal for national staff.•Interpret and introduce NRC’s Anti-Corruption Guidelines to the specific requirements of Palestine.•Ensure that internal procedures are implemented in accordance with NRC guidelines, policies and Code of Conduct.
Administrative tasks and responsibilities
•Ensure that all necessary agreements, permits and licenses necessary for NRC’s operations are in place, and keep updated on national rules and regulations pertaining to the activities of NRC. This also includes visas and permits for expatriate staff.•Ensure that archives and filling systems are in use and maintained according to the NRC regulations. Work closely with the Program staff on administrative issues.•Liaise with relevant authorities on any issues related to administrative and personnel issues.•Overall responsible for maintenance of the NRC Jerusalem office and guesthouses•Maintain a particular responsibility towards transparency and accountability within administration and personnel issues.•Ensure that internal procedures are implemented in accordance with NRC guidelines, policies and Code of Conduct. •Responsible for assisting expats in the process for residence permits and for visas for visitors
Training
•Overall responsible for organizing and implementation of NRC national staff trainings and other capacity building initiatives•Conduct training in administrative and human recourse procedures and maintain a supervisory role for all administration and HR staff.•Conduct training in administrative and HR procedures, for NRC’s project staff and other relevant personnel.
Qualifications and Competences
Academic and Professional Qualifications
Relevant university degree, preferably business administration/management OR other relevant educational background combines with relevant professional experience.
Relevant Experience
• Minimum 7 years Administration and HR management experience• Proven results in building strong administrative and HR systems• Ability to plan for different sets of scenarios in relation to budgets and plans• Knowledge of the Israeli process for residence permits and for visas for visitors• Solid experience of working with Windows-based computer software • Proven skills and experience in report writing• Understanding of issues in complex emergencies and crisis contexts• Strong communication, interpersonal, analytical and negotiating skills• Political and cultural awareness • Fluency in the English, Arabic and Hebrew language, written and verbal
Knowledge, Skills & Personal Attributes
• Good communication and interpersonal skills• Strong organizational and team working skills• Good cultural awareness and sensitivity• Highly approachable, trustworthy and confidential• Very Good English Language level (Business English is a plus)• Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus
