The Danish Refugee Council (DRC) is looking for an experienced and capable Protection Coordinator to head our Protection activities in Jordan.
Overall Objectives
Under the supervision and guidance of the Head of the Program, the Protection Coordinator will be responsible for providing strategic direction and vision to the DRC’s Legal information, Protection Referral programming in Jordan (Amman, Karak and Ma'an Governorates).
Background
The DRC has been operating in the Middle East for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes. In addition to the Jordan programme, DRC has significant programmes in Iraq, Lebanon and Syria and a Regional Office in Amman, all working on issues related to Iraqi or Syrian displacement, as well as Palestinian and Migration issues.DRC has been operational in Jordan since 2003 with a temporary permission to operate in emergencies provided by the Ministry of Interior. Since July 2012, DRC has been assisting the Syrian refugees arriving in Jordan. For this purpose DRC is working in cooperation with the Jordan Hashemite Charity Organization, JHCO. Currently 515.068 Syrians have either registered in Jordan, or are waiting to do so. Of this population, approximately 120.000 reside in Za’atari refugee camp, with the remainder either being hosted by Jordanian friends and relatives – or paying commercial rent. Significant protection and shelter/NFI issues have been identified as priorities and DRC intends to develop a more holistic approach to the Syrian crisis - recognizing the need to increase protection and self-reliance amongst the population whilst reducing the impact on the hosting communities
The position
Program strategy & design;
• Update protection sector strategy incorporating current projects and future opportunities/directions, including a framework for emergency response.• Responsible for overall management and technical support to DRC Jordan protection activities, including in camp and off camp conflict-affected Refugees and hosting Communities.• Ensure that all interventions are in compliance with the DRC’s protection mainstreaming framework, international law and protection standards• Responsible to ensure that programs meet stated objectives within the timeframe, with specific attention to ensuring quality interventions.• In coordination with the Country Director, the Head of Programs and Grants Coordinator provide inputs to develop new program designs and proposals.• Ensure that all new budgets accurately reflect program activities and required staffing levels.• Provide continuous support to and ensure targeted capacity building of staff.
Tools Development and Training
• Develop tools and policies for field teams, including a protection monitoring package and guidance notes on ethical implementation, surveys on return intentions, and tracking systems for information dissemination and legal advice provision.• Develop new training materials on protection principles, protection monitoring, reporting and referrals for field based staff, including strengthening information and reporting systems.• Ensure the roll out of regular staff trainings and refresher sessions to maintain a high standard of capacity among the protection field teams in all areas.• Develop and disseminate training materials for partners counterparts.• Ensure technical quality and accuracy of Protection program reports.• Lead the compilation and analysis of protection monitoring information for sharing with partners and donors.• Ensure that protection information is used effectively to advocate on important issues as well as longer term planning for target populations
Representation & coordination:
• Represent the DRC protection program at the Protection Working Group meetings and other relevant forum for protection advocacy.• Participate in advocacy initiatives as part of the Protection Working Group• Coordinate with the Head of Programs to forge connections with key government Represent the IRC protection in high level and strategic meetings involving protection actors, UN agencies and the governmentRequirements:
• University degree in law (MM/MS) human rights or related field preferred• 3-5 years work experience in protection or rule of law related projects in humanitarian environments including provision of technical advice to the field teams• Demonstrated aptitude in project design, management and implementation• Proven track-record in understanding international law, refugee law and humanitarian principles• Strong coordination, communication and advocacy skills• Flexibility to work in a diverse multicultural team with due respect for Pakistani culture and norms• Proven ability to live and work in an unstable, insecure environment.• Must be fluent to communicate English language. Arabic desired Skills and Competencies:• Demonstrated experience coordinating with government and partner organizations• Proven ability to live and work in an unstable, stressful environment.• Knowledge of MS Office package (word, excel, power point)• Strong, creative problem-solving skills• Strong leadership, management, planning, analytical, interpersonal, and communication skills;• Excellent initiator, able to manage multiple tasks.

Conditions
Availability: ASAP
Duty station: Amman, with possible travel throughout the region. Amman is a Family Duty Station. Contract: One year with possibility of extension based on continued fund-raising.
