Job Purpose: To raise funds for Oxfam's programmes by developing, implementing and maintaining sound fundraising strategies, ensuring quality and consistency in relationships with institutional donors; supporting programme teams to deliver effectively and timely.

Dimensions• Resolve diverse and sometimes complex problems with impact in funding area around systems, funds management processes and people by providing Specific technical/professional knowledge on this through formal training and/or work experience• Provide professional support and advice to managers/budget holders in their area of responsibilities, such as the management of projects at unit level• Leading on funding related training and capacity building in Jordan• Co-ordinates and works closely with all Oxfam Syria Funding Team• Managing funding processes according to Oxfam fundraising standards, responsible for quality control of funding processes and communications, recommending changes to processes and advising on brand risk management• Gather and collate information from a wide range of well-defined sources/analyse and communicate complex information to a wide audience with regards to funding opportunities and grant management (knowledge management). • Apply specific technical/professional knowledge of their area from formal training and/or work experience to role and responsibilities.• Frequent negotiation and liaison with internal and external stakeholders, influencing significant external donor relations in the region and/or globally where appropriate.• Representation in donor meetings and external relationships• Knowledge management - researching and collating information from a defined range of sources (external and internal).• Flexibility to anticipate and resolve challenges within regional and corporate parameters

Key ResponsibilitiesPlanning/Strategy• Support on establishing and maintaining up-to-date funding strategies and plans• Research new in country funding prospects to meet the set ambition of the humanitarian programme• Maintain and share donor intelligence of in-country, regional and global funding opportunities relevant to Oxfam GB's Syria response programme• Together with the Regional Funding Coordinator and the Syria Funding Team, carry out donor mapping and develop a funding strategy• Implement the funding strategy, sourcing new funding and analysing information and assesses risks to decide how to improve the funding strategy to support forward planning essential.Funding Coordination• Ensure effective coordination with Oxfam GB and other Oxfam Affiliate colleagues at country/regional/HQ level (as appropriate to context) to ensure country/emergency response overview of funding, proposal submissions and donor liaison• Contribute to establishing and maintaining up-to-date funding grids and updates• Support programmes in securing restricted funds from existing and new donors, by co-ordinating and advising on development of competitive, high quality proposals, seeking multi-year funding from potential donors whenever possible• Establish a close working relationship with the Finance Department to ensure that there is synergy in the contract management and reporting• Ensure that strategic and operational funding management information is distributed regularly to programme managers/budget holders and finance department.Fund Management• Responsible for Donor Contract Management (DCM) of restricted and unrestricted funds, including timely submission of reports, contract preparation, consortium agreements, contract closure is in compliance with donor requirements and Oxfam procedures and systems with an aim of being a quality control to ensure what is being sent shows Oxfam's impact and accountability to the donors and communities• Ensure sign-off of donor proposals, reports and contracts within delegations and according to agreed Oxfam processes• Support the Humanitarian Programme Manager on negotiating donor contracts favourably in line with Oxfam standards• Provide specific advice and support to country team (with Finance Department) in all aspects of the financial management of specific restricted and unrestricted fund, including donor budgeting, compliance with donor requirements, managing income, financial reporting and the necessary financial reconciliation on Oxfam management systems• Work closely with the Humanitarian Programme Manager and the Finance Manager to ensure greatest use of restricted funds through strategic recharging to donor contracts where possible, and to ensure budget spend is maximised• Support programme teams, logistics, HR and finance to ensure that contract management meets donor requirements and use appropriate Oxfam GB procedures and systems, including Crimson• Responsible for producing high quality narrative reports for the Government - particularly reports for Ministry of Planning & International Cooperation (MOPIC), ensuring narrative matches up with financial reports, with an aim of managing the relationship effectively.Representation• In conjunction with the HPM, represent Oxfam to donors and other external stakeholders as appropriateCapacity Building• Analyse and provide advice/training to relevant staff on funding policies and formal requirements of donors• Provide support for induction, funding manuals and other resources• Build fund-raising capacity with programme team, by training staff on donor relations, reporting, contract management, etc. • Support Humanitarian Programme Manager in research on donor trends, identification of relevant donors to Oxfam's Syria Strategy for JordanInformation Management• Ensure that funding files, both electronic and paper, are complete and kept up-to-date• Ensure that all restricted income for specific programmes is correctly recorded according to Oxfam's internal donor income database (CRIMSON management)• Review and strengthen compliance and utilization of MIS (OPAL/CRIMSON) for project and contract management• Track income, request payments from donors and any necessary follow-up, process repayments and obtain any donor approvals, in line with Oxfam standards• Help develop information for induction, training and other resources (as required)• Support preparation for audits or donor visits of donor funded programs as required. Programme Quality• Provide directed support to team in data management and analysis for monitoring and evaluation activities• Work with Media & MEAL Advisor to ensure adequate programme/donor visibility, supporting on case studies, donor branding etc as appropriate• Work closely with Adviser on ensuring reports is consistent and shows impact of Oxfam's work.

Skills and CompetenceEssential• University Education or substantial experience of working with INGO's in the following sector: administration, finance, funding and/or programming• Demonstrable experience of planning for, securing and managing funds from institutional donors, such as DFID, ECHO, SIDA, DEC and UN agencies• Knowledge of Project Cycle Management with at least 1 year experience of working in the field •• Information management and IT skills with attention to detail to develop and analyse donor budgets and financial reports; and to develop/maintain, and give guidance on electronic and manual contract management and reporting systems• Strong numeracy and financial skills, particularly in developing budgets, financial management/monitoring and reporting.• Good written skills with proven ability to develop and present proposals and donor reports, for both internal and external audiences.• High level of analytical skills and critical thinking with the ability to research, analyse, and report (e.g. researching donor priorities, evaluating proposals and reports, determining match between external funding opportunities and Oxfam objectives).• Experience in capacity building; coaching and delivering training at an individual and group level.• Ability to network and represent Oxfam to donors and external institutions.• Highly developed interpersonal and communication and relationship skills with ability to influence external organisations and individuals and ability to work effectively with others in diverse team situations to achieve fundraising targets •• Self-motivated, target-driven and a proactive approach to funding• Ability to manage his/her time effectively. Willing and able to adapt priorities in order to respond to changing demands across multiple timezones• Fluency in written and spoken EnglishDesirable• Knowledge of Oxfam GB's internal contract management system ("PEOPLESOFT")• Proficiency in Arabic• Knowledge of the region
