Under the general guidance of the Deputy Representative responsible for the development, planning, implementation, monitoring and evaluation of the Education and Youth/Adolescent programmes within the country programme.
Participates in the formulation and development of programme goals, strategies and approaches for the UNICEF annual work plans including the emergency response in alignment with the CPD Plans, implements and monitors assigned activities. Develops the workplan for the sector and monitors compliance to ensure objectives and targets are met and achieved. In particular, develops a clear plan of action with identification of targets and partners on IR 2.2 and 2.3 respectively, regular education programme and education in emergencies and implement measures for integrated programming. Guides and supervises professional and support staff. Ensures their training needs are met, and provides on the job training. Ensures the preparation of the Regional Response Plan, Situation Analysis Reports and its periodic update. Prepares sectoral input to the Country Programme Recommendation, CPR, and all related documents, e.g., Plan of Operations, Project Plans of Action, Country Programme Summary Sheet, CPSS, Programme Summary Sheet, PSS, for the assigned programmes and projects.
Manages the education components of the adolescents participation and empowerment programme in terms of design, planning, implementation, monitoring and evaluation to ensure overall efficiency and effectiveness, delivery and accomplishment of programme goals and objectives, including alignment with the education goals of the Jordan Country Office programme.
Participates with UNICEF, government and other partners in the development of policies, strategies, methodolgies and in the identification of new approaches for improving programme delivery, with emphasis on out of school children, inclusive and quality education, community participation and social mobilization. Supports the Jordan Country Office in advocacy efforts on these issues and provides technical analysis in this regard.
Reviews and evaluates the technical, institutional and financial feasibility and constraints of programmes and projects in coordination and collaboration with government and other partners. Overseas all Protocols and PCAs with partners and negotiates new agreements in order to implement the AWP and the emergency Regional Response Plan.
Provides technical support to government and non-government organizations at the national, regional and provincial levels in the planning, development and implementation stages of the programmes and projects. Plans, organizes and conducts training and orientation activities for government personnel, NGO partners and beneficiaries, for the purpose of capacity building at the central and regional levels, and expansion of coverage of services.
Undertakes field visits and surveys in order to monitor and evaluate project implementation. Identifies problems and proposes remedial action. Identifies alternative courses of action to accelerate and improve programme delivery.
Coordinates activities and exchanges information and ideas with other programmes in order to contribute to achievement of overall country programme objectives. Participates in establishing effective monitoring, information and reporting systems, and in the development of communication materials and strategies to support advocacy and community participation. Represents the section in housekeeping meetings and ensures implementation rates, donor proposals, liquidations and reporting commitments are effectively and timely realized. Coordinates with Operations and Supply staff on supply and non supply assistance activities. Approves and oversees disbursement of funds ensuring proper utlization and accountability, and that activities are within established plans of action and the programme budget allotments.
EDUCATION
Advanced university degree in Social Sciences, Education Science or a related technical field.
WORK EXPERIENCE
Eight years progressively responsible professional work experience at the national and interantional levels in programme planning, management, monitoring, and evaluation in a related field. Experience in emergency settings highly desirable.
LANGUAGES:
Fluency in English and another UN language required. Knowledge of the local working language of the duty station is an asset.
