Iraq: Communications and community outreach specialist

Chemonics seeks a communication and community outreach specialist for the ongoing, USAID- funded Iraq Governance Strengthening Project (GSP). GSP is a four-year project enabling local governments to respond more effectively to community needs. The communications specialist is need for an eight-week long assignment in Iraq beginning early September.
Government actors in provincial councils (PCs) and governor's offices (GOs) have limited training or exposure to contemporary political communications and media strategy. As a result, provincial governments lack a clear communications strategy and the ability to effectively reach out to citizens. The primary goal of this consultancy is to create an effective communications model that can be adapted and used for PCs and GOs across Iraq. The communications strategy will provide provincial governments with the communications tools necessary to interface with their constituents and ultimately allow PCs and GOs to more effectively communicate with the Iraqi people. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Qualifications:
• Master's or equivalent degree plus five years of relevant work experience required• Three to five years of experience with a USAID-funded project or similar international organization preferred• Three years of community development, local governance, or capacity development experience• Strong organizational and prioritization skills• Experience working in developing or transitional environment• Experience developing and facilitating trainings and producing training materials• Strong interpersonal and written communication skills• Must be willing to work in Baghdad, Hilla, Erbil, and Basrah and travel throughout Iraq• Experience working in the Middle East, especially Iraq, preferred• Demonstrated leadership, versatility, and integrity• Fluency in written and spoken English; Arabic skills strongly preferred
