Background
The Australian Government established the Development Assistance Facility for Afghanistan (DAFA) in 2007 to support the Afghanistan National Development Strategy. The goal of DAFA’s third phase is to develop the leadership and human capacity required to achieve sustainable economic and social development in Afghanistan. Building capacity and public confidence in the government’s ability to deliver services and improving the quality of education are critical components of this mission and the Afghan government’s efforts to meet its people’s needs.
DAFA III comprises four components:
Australia Awards in Afghanistan offers opportunities for long and short-term study and professional development in Australia with the objective of developing capacity and leadership skills so that individuals can return home and contribute to development in Afghanistan.
Malaysia Australia Education Project for Afghanistan (MAEPA) involves the Governments of Malaysia, Australia and Afghanistan cooperating to provide professional development training to Afghanistan’s Teacher Trainers and teacher college staff to improve the quality of teaching in Afghanistan.
The Public Financial Management (PFM) program aims to improve the quality of core development budget processes in key service delivery Line Ministries.
AusAID-Initiated Activities deliver needs-based, flexible interventions in support of the Australian Government’s strategic programming objectives.
Position Description:
The DAFA Gender Specialist will assist the Facility to examine the role of gender issues during implementation of Facility Activities and to provide recommendations to ensure that gender is adequately addressed and monitored. It will also ensure that the DAFA Gender Strategy is fully implemented.
Reporting Arrangements:
The Gender Specialist will report to the Facility Manager.
Responsibilities and Tasks:
The Gender Specialist will:
• Conduct gender case studies across Facility Activities supported by DAFA that examine the impact of gender on implementation and outcomes/outputs of Activities;
• Provide critical support to the DAFA Activity implementation team for the implementation of those Activities that have a specific gender focus;
• Identify and assist the implementation of strategies to improve the participation of women and marginalized groups in Facility Activities;
• Review and facilitate the implementation of the DAFA Gender Strategy by the Facility; and
• Provide specific support to the Australia Awards Program to increase Gender Equity as identified in the DAFA Phase III Design Document, and provide advice to the Facility Manager and partner Ministries on how to facilitate greater representation of women in Australia Awards; and
• Other duties as assigned.
Desirable Competencies and Experience:
• Master’s degree in a relevant field or equivalent experience in gender and development.
• Minimum five years as a senior gender adviser including public sector policy formulation experience.
• Extensive knowledge and experience working on gender and development and social inclusion issues with men and women in an Islamic country context in South Asian region.
• Demonstrated experience in policy advocacy, and social education and training on gender and social inclusion.
• Demonstrated high level written and verbal communication skills in English.
• Language skills in Dari or Farsi are desirable.

Duration:
The Gender Specialist will be a short-term position, employed for up to nine (9) months over the first three years of the Facility.
This position is an international position with fee rates governed by AusAID’s Adviser Remuneration Framework: Remuneration Tables and Guidelines (February 2011). The position fits under Table C: Short-term Adviser, Discipline Group C, Job level 4
