About the organization
OXUS Afghanistan began operations in 2005 and currently has a portfolio of approximately US$ 10.0 million with an outreach of approximately 10,000 customers managed through 12 branches in 8 provinces. OXUS Afghanistan is one of the main microfinance actors in the country.The OXUS Group has been created in 2005 by ACTED, a leading international NGO operating in 35 countries with a 2012 annual budget of EUR 120 million. The OXUS Group provides microfinance services to around 30,000 clients in Afghanistan, Kyrgyzstan, Tajikistan and DRC with a total loan portfolio of US$ 35.0 million and a total workforce of c. 700 employees. The OXUS Group is developing its network in Sub-Saharan Africa and in Asia.
About the job
Based in the Kabul, the incumbent will be the Chief Operations Officer of the institution and will report to the Chief Executive Officer. He will be responsible for the credit cycle management of the microfinance institution, with a special focus on portfolio quality, outreach and training of operational staff.

Detailed job description
Under the supervision of the Chief Executive Officer of OXUS Afghanistan, the COO will be responsible for achieving the following objectives and will have the following responsibilities:
Outreach
• Implement the 5 year strategic plan focusing on increasing the outreach of the microfinance institution through the opening of new branches, growth of the existing branches and development of new credit products;• Lead the transformation into a depository taking microfinance institution;• Develop new value added services like microinsurance, fund transfer products.
Portfolio management
• Supervise the Regional Managers, Branch Managers and Loan Officers and provide them with adequate support to make sure the quality of the portfolio remains excellent;• Meet targets and deliverables approved by the Board of Directors and the Group.
Capacity building
• Recruit qualified and competent operational employees;• Provide effective training to Regional Managers, Branch Managers, Loan Administrators and Loan Officers based on international best practices;• Coordinate and work with the Training Department to deliver affective training that improves capacity of staff.
Improvement of operational procedures
• Continuously improve the credit procedures of the institution;• In link with OXUS Group management and internal control department, prepare new procedures when launching new loan products or other services.
III. Qualifications and skills required:
• A master’s degree in Business Administration, Finance or Economics or equivalent experience;• A minimum of 3 years experience in microfinance;• Extensive and proven track record in financial institution administration, operations and procedures;• At least 2 years of management experience, ideally in a post conflict context;• Advanced computer skills;• Fluency in English with strong written and verbal communication skills, knowledge of Dari is an asset;• Excellent analytical, communication and interpersonal skills, and experience in people management;• Ability to work in a challenging environment with poor infrastructure and human capacities and difficult security conditions;• Highly motivated with a strong interest in development and social issues.
