War Child UK (WCUK) has been working in Afghanistan since 2003 implementing child protection, education and livelihood projects in partnership with local organisations and Government of Afghanistan. In March 2010, WCUK conducted participatory research with Ministry of Labour and Social Affairs (MoLSA) and Ministry of Education (MoE) Afghanistan to inform the design of this project for street and working children, youth and women of Herat which was then funded by European Commission (EC) for 3 years (Feb 2011 to Nov 2013). The project is implemented in partnership with two local organisations, Sanayee Development Organisation (SDO) and Women Activities and Social Services Association (WASSA) in Herat, Afghanistan while the strategic partners are MoLSA and MoE.

War Child UK’s Programmes Strategy calls for the periodic independent evaluations of its programmes, projects and operations. The results of this evaluation will inform future strategies and programme design in Afghanistan, ensure transparent and credible programming and foster learning environment by doing and promoting greater accountability for performance. The findings will also be widely shared with other NGOs and agencies working in Afghanistan.

The key purposes of this evaluation are:- To make an overall independent assessment of the extent to which the project met its objectives as stated in the logframe and assess the technical design and strength of the project, paying particularly attention to the impact of the project actions against its objectives; - Highlight key lessons learnt and to propose practical recommendations for follow-up actions.

Interested applicants are requested to submit the following information as part of the initial bid. Only shortlisted candidates will be contacted. • CVs of the evaluation team member(s) including current geographical location(s)• Two page summary outlining the approach to be followed in designing and conducting the evaluation (including key deliverables and tools)• Detailed budget with breakdown of daily rate plus number of days and other costs. The budget should not exceed GBP 6,500. The budget will be evaluated alongside the technical proposal and we reserve the right to make alternative suggestions on costing. The consultant is responsible for meeting their own subsistence, accommodation and travel costs from their base to Herat and whilst in Herat, unless they want to avail themselves the possibility of staying at War Child UK’s guest house.• Three references (at least two of whom must be familiar with your work)• An example of a recent/relevant evaluation report (please share the web link if it is published)
