PSI seeks candidates for the position of Manager, Treasury Operations to provide banking and treasury support to PSI’s global mission. This position reports to the Controller and is based in Washington, D.C. In coordination with the Controller and other senior staff within the Accounting and Finance department, manages adequate working capital levels; monitors and analyzes investments and cash flows; manages debt requirements; monitors and analyzes exchange rate fluctuations; manages all billing and revenue functions; establishes and maintains banking relationships as supports the Accounting and Finance department as necessary. Responsible for the interpretation and application of industry standards and pronouncements related to the overall treasury functions.

MAJOR DUTIES & RESPONSIBILITES:

Treasury Management

• Manages daily cash needs and bank wire releases as well as forecasts daily cash position and negotiates with banks on borrowings;• Establishes and monitors cash flows and bank account balances, working capital and investments for headquarters and field offices.
• Develops and implements communication strategies, materials, policies, and procedures where appropriate.
• Performs and analyzes periodic cash flow forecasts;• Works with investment consultants to manage investment accounts;• Identifies optimal banking structures to accelerate the cash delivery cycle, streamlines the concentration of cash, minimizes bank service fees, and enhances cash controls;• Prepares and analyzes specialized Treasury reports as needed.• Responsible for the preparation and review of all accounting journal entries related to cash, investments, billing and revenue, debt and exchange rate fluctuations for headquarters and field offices;• Evaluates and recommends appropriate internal controls over Treasury operations, including the determination and recognition of revenue according to US GAAP and/or International Standards where appropriate; • Performs month/year end closing process and account reconciliation; • Perform regular review and audit of Treasury processes and procedures;
• Assess the products, services, and technologies that are available and appropriate for Treasury departments; • Oversee implementation of cash management services; • Identifies department inefficiencies and implements process improvements; • Evaluates and recommends cash management initiatives, changes to bank relationships and day-to-day treasury operations;• Materially participates in the annual audit and program audits; and• Other duties or special projects as assigned.

QUALIFICATIONS AND SKILLS:• 5 to 8+ years experience in Global Treasury/Banking Management and foreign exchange strategy;• Degree in a Business focused discipline • CTP (Certified Treasury Professional) certification preferred• Strong communication skills, both verbal and written, and the ability to effectively interact with senior management and individuals with varying degrees of financial knowledge; • Attention to detail, high degree of initiative and flexibility to successfully accommodate deadlines.• Ability to multi-task and work under pressure to meet deadlines.• Fluency in computer application, including in-depth knowledge of electronic spreadsheets, report-writing and other accounting software.

The successful candidate will have an interactive nature; ability to work in a fast-paced environment; strong analytical and problem solving capabilities; attention to detail; and excellent managerial abilities.

Preference will be given to candidates with exposure to large-scale enterprise resource planning systems (ERP), and treasury application selection and implementation. Fluency in a foreign language is a plus.
