Liberia: Consultant: Development of Toolkit
Terms of Reference for Development of Toolkit for the Integrated Implementation of Neglected Tropical Disease Programs
Background: This toolkit is a key output from a program being jointly implemented in Liberia by MAP International and the Ministry of Health. The objective of this Program is to work with the Ministry of Health and Social Welfare towards a comprehensive, functional, and fully integrated response to Leprosy and Buruli Ulcer management pilot projects in Bong, Lofa and Nimba counties with the view of fully integrating it into the mainstream Liberia’s health care system. This approach will be replicable for other Neglected Tropical Diseases (NTDs) in endemic counties and countries.
Key outputs of the Program include: capacity development, documentation of process, production of multi-level curriculum, alignment and integration of Leprosy and Buruli Ulcer data and information into the national HIMS, improved quality of services and the development of a NTDs toolkit based on lessons learned through the Buruli Ulcer and Leprosy pilot project. It is envisaged that knowledge and lessons learned from the Leprosy and Buruli ulcer project will be translated to improve implementation of a replicated project.
Toolkit:The toolkit is an essential resource for the efficiency and efficacy of the project, maximising its reach and impact, and enhancing sustainability. The toolkit will be developed throughout the project period, and will include the documentation and the translation of the process, lessons learned and other case studies that can be utilised and applied in other contexts when addressing NTDs.
Terms of Reference Summary:Goal: The goal of this initiative is to develop a toolkit that is transferable, clear, comprehensive and based on evidence and best practice which will contribute to increased effectiveness in integrated responses to NTDs.
Objective: The general objective is to document the process of the implementation of the program in Liberia and use this as a basis for the development of a toolkit.
Consultancy Specifications:We are seeking a consultant (individual, organisation and firm) with proven experience and technical expertise in knowledge management and toolkit development preferably within a public health context.
The consultant’s work will include but not be limited to the following:
1. Document/review relevant NTDs documents, health policy documents (including national health and social welfare policy; plan and essential package of health services) and project proposal and implementation plan;2. Prepare toolkit and plan and present to stakeholders for approval; 3. Document the process and describe keys actors (individuals and institutions) involved throughout the implementation of the project.
Toolkit Development Timeline: The toolkit development will take place throughout the project period which is ongoing and will be completed by June 2015. The selected consultant /individual, organization or firm will prepare a detailed activity plan for carrying out this exercise outlining how the task will be accomplished including timeline and expenditure/ estimates based on Terms of Reference.
Key Deliverables: 1. Inception report2. 6 monthly progress reports (financial and narrative)3. Toolkit (excluding print costs)
How to apply/Requirement: 1. The individual/organisation/firm should have 3-5 years of experience in toolkit development/ knowledge translation within public health and international development.2. Knowledge of at least one local dialect would be beneficial.3. The individual/organisation/firm should provide a 3-5 pages proposed plan to undertake this assignment. 4. The interested individuals/organizations or firms will be requested to submit 1 sample of previous toolkit or equivalent developed.
