Summary:

Program: Promoting Human Rights Policy and Practice in Lebanese Women’s Prisons.

Commissioned by: Caritas Lebanon Migrant Center (CLMC) in partnership with Diakonia, Dar Al Amal and RDFL – The Lebanese Women Democratic Gathering.

Funded by: European Commission.

Service needed: Develop a training curricula and training materials for prison staff and managers (including Management guides for prison directors, Manuals for prison guards, Quick Reference Guides and Training Videos) emphasizing on human rights and gender with modules on children, persons with disabilities and considerations, and migrants.

Title: Training Expert (for prison staff).

Duration of service: 2.5 months from starting date.

Location: Beirut – Lebanon (with visits to women’s prisons located outside Beirut, in Baabda, Tripoli and Zahle as needed).

Program Background:
Funded by the European Commission, Caritas Lebanon Migrant Center (CLMC) in partnership with Diakonia, Dar Al Amal and RDFL – The Lebanese Women Democratic Gathering started a project aiming at Promoting Human Rights Policy and Practice in Lebanese Women’s Prisons. The project is targeting prisons detainees, staff and internal security forces (ISF). The program is being implemented in the four women prisons in Lebanon: Baabda, Tripoli, Zahle & Barbar Khazen with the following objective:

Overall Objective: Conditions in women’s prisons in Lebanon are improved to meet international human rights standardsSpecific Objective: Policy framework is improved and mechanisms are in place to ensure the human rights of women prisoners and detainees are respected.

Through various activities, four results are expected in order to reach the Specific Objective:

  1. Increased competence of prison authorities to uphold human rights of women detainees and prisoners

  2. Women detainees and prisoners have enhanced legal and social support to claim their rights and report abuses

  3. Increased awareness and mobilisation among civil society stakeholders regarding gender equity and human rights considerations in prison management

  4. Amendments to the prison law are presented to Lebanese parliament to ensure alignment with UN Minimum Standards on the Treatment of Prisoners

Develop training curricula and training materials for prison staff and managers, and training of focal points: This activity aims at building the capacity of prison staff and guards to respond to violations and protect the human rights of women prisoners under the expected result one “Increased competence of prison authorities to uphold human rights of women detainees and prisoners”.

Deliverables:

  • Developing a comprehensive training curricula and interactive training materials for prison staff and guards on mainstreaming of human rights in prison management. The curricula will be divided into two parts; one section for prison managers/directors and one section for prison staff and guards.

o The curricula will be developed with feedback from the human rights focal point, prison directors and collaboration with UNODC (the UN Office on Drugs and Crime). The curricula will include specific modules on non-violent prison management, gender, disability, considerations for children born in prison or visiting their mothers, and special considerations for migrants.

o The curriculum will follow the general principles and modules contained in the “Human Rights and Prisons: A Pocketbook of International Human Rights Standards for Prison Officials”, which was published in 2005 by the Office for the United Nations High Commissioner for Human Rights. This document remains the cornerstone of incorporating human rights into the management and operations of prisons.

o Video material - training materials will be developed including a series of 3 ten-minute videos focused on a) non-violent conflict resolution and management b) human rights and c) special considerations for vulnerable groups (e.g., women, migrants and people with disabilities). The videos will be used to facilitate discussions of personal experience and best practices in such matters.

o A quick reference guide - will be produced and distribute to all prison staff and guards. These will be condensed versions of the training provided in pamphlet format, which can be kept by prison staff and referred back to on an as-needed basis.

o Management guides for prison directors and manuals for prison guards and staff. They will also be the basis for refresher courses in which prison staff will be given a chance to reflect on the trainings and discuss the techniques which are effective and which need to be modified.

  • Following the preparation of curricula and materials a Training of Trainers (ToT) will be conducted with the human rights/ protection focal point plus one other member of staff for each prison. This will be a 3-day training.

o The ToT will provide an in-depth look at the training curricula, but also provide focal points with facilitation skills and tools and opportunity to discuss potential challenges and contextualise the training for the staff in their respective prisons.

  • Following the ToT, the human rights focal points will develop a training schedule and facilitate a total of 20 training workshops for prison staff and guards between the four prisons. The Training Expert’s responsibility is to supervise the trainings and provide feedback on performance of focal points previously trained by him/her.

  • Testing

o Conduct pre and post testing for the ToT to accurately measure the change in knowledge of the attendees.

o Design pre and post testing for the all training modules to be conducted by the trained focal points.

Consultant Qualifications:

Profound experience in trainings in general and trainings of trainers in particular. Experience in designing trainings and developing training material. Knowledge of human rights standards in general and particularly with regards to prisons, disability, children, migrants in addition to gender and non-violence issues. Experience in interactive and participatory training technique. Excellent social and interpersonal skills. Excellent written and verbal communication skills. Involvement and commitment.
