Ghana: Senior Monitoring and Evaluation Specialist
RTI is seeking Senior Monitoring and Evaluation Specialist candidates for an anticipated malaria prevention and control opportunity in Ghana . The purpose of this USAID/Ghana President’s Malaria Initiative (PMI) Expansion Project is to increase coverage and use of key life-saving malaria interventions in support of Ghana’s National Malaria Control Program. The Senior M&E Specialist will ensure the establishment and implementation of an effective and efficient system to monitor progress, impacts and successes of project activities and performance at all levels.
Roles and Responsibilities:
•Develops, manages and implement the project’s M&E systems, including relevant performance indicators, baselines, and annual targets;
•Responsible for the project’s compliance with USAID performance reporting requirements and the implementation of project activities consistent with the MOH and the NMCP’s monitoring and evaluation health information systems requirements;
•Manages data collection, analysis and reporting on performance indicators by project team members and project counterparts;
•Prepares data tabulations, reports, and presentations to support project activities;
•Identifies, recruits and supervises consultants and contractors supporting M&E activities;
•Leads writing of quarterly technical and financial reports and assists the COP in writing annual work plans;; contribute to other project reports such as annual work plans;
•Regularly reviews and update the project’s M&E plan.
• •Requirements:
•Masters degree in public health or field related to malaria or epidemiology or related;
•7 years of experience in monitoring and evaluation related to public health programs, with at least 5 years of experience working on large donor-funded projects, preferably USAID.
•Knowledge of USAID and PMI reporting indicators preferred;
•Demonstrated experience working on public health issues in fragile states, with experience in malaria programming preferred;
•Demonstrated experience the design and implementation of operations research and quality assurance protocols.
•Demonstrated experience and familiarity with behavioral surveillance surveys, research methodologies, qualitative and quantitative research methods, data analysis, sampling techniques and establishing M&E systems in developing countries;
•Results-oriented, team player, and with excellent interpersonal skills.
•Excellent written and oral communication skills.
