Requirements:

Education

Diploma in culinary from a recognized institution and a certification from the Ministry of Health to handle food stuff and items. Experience in working with a refugee assisting agency will be added advantage.

Philippines: Multiple Positions for Low Emissions Development Strategies (LEDS) Project – Philippines

Abt Associates, Inc.is recruiting for multiple positions for the anticipated USAID-funded Building Low Emissions Alternatives to Develop Economic Resilience and Sustainability (B-LEADERS) project in the Philippines. B-LEADERS will facilitate the development and implementation of the Low Emissions Development Strategies (LEDS) in the Philippines energy and transportation sectors, enhance government capacity to address climate change and energy issues, and lead to successful formulation of Nationally Appropriate Mitigating Actions (NAMAs) to attract public investment. B-LEADERS will focus on the national and local economic development and land use planning, with a focus on energy and transportation issues, using an integrated approach to promote development on a lower emissions trajectory (often called Green Growth or Low Emissions Development Strategies/LEDS). Implementation of plans will include investment in clean energy, clean transportation and clean fuels projects, primarily in grid and off-grid renewable energy, and supporting local capacity for energy efficiency, the development of clean energy policies, climate change programs, and green growth strategies.

LTTA: GHG Inventory and NAMAs Specialist (Long Term/Full Time)

This position will be based in the Philippines. This position will work closely with the Government of the Philippines, advising and developing the capacity of key energy, transport and economic development agencies on Greenhouse Gas (GHG) inventories at the national and local levels, building and using models to evaluate BAU and mitigation scenarios, and developing mitigation projects through formulating NAMAs. This individual should have experience leading teams, conducting analysis and designing and conducting trainings on GHG inventories. The individual will support the preparation of the Biennial Update Report (BUR) and National Communications, and work with an information systems specialist to facilitate the interoperability of management information systems to be used in completing these reports.

Qualifications:

The successful candidate will have at least ten years of experience leading teams of consultants, implementing donor-funded consulting projects and working with subcontractors with expertise in conducting greenhouse gas inventories at the national, local and enterprise level, evaluating energy sector mitigation options, UNFCCC reporting, and clean energy technology. Energy Economist (Short Term/Part Time)

This position will be based in the Philippines. This is an STTA position as a clean energy policy and economic analysis expert, with a Master’s Degree or higher in energy economics and policy or a related field. This expert will assist in providing TA and capacity-building to the DOE, NEDA and independent or academic think tanks on evaluating various clean energy development issues and policy scenarios, using various tools, approaches and models to conduct rigorous economic analysis of energy sector development issues in the context of low emissions development strategies (LEDS), including building on the work completed to date on Marginal Abatement Cost Curve (MACC) analysis and LEAP training in the energy sector. This will include of course building the capacity of DOE as well as NEDA, who has expressed a direct interest in understanding energy policy, pricing and planning issues and integrating these issues into their economic development planning. Assistance will also be provided at the local level to assist LGUs in integrating energy issues, as appropriate, into their local economic development and land use planning. Energy Economist (Short Term/Part Time)

This position will be based in the Philippines. The individual will have at least ten years of experience leading teams of consultants and working with subcontractors with expertise in evaluating energy sector mitigation options, national GHG inventories, UNFCCC reporting, and clean energy technology. Working closely with the GPH, the candidate will establish institutional structure, mandate, systems and methodologies, strengthening policy and regulatory support for LEDS at the local government unit (LGU) level. This individual should have experience designing and conducting trainings on analytical tools for LEDS including Long-range Energy Alternatives Planning (LEAP) training for use in energy planning, GHG inventory projection and mitigation, Marginal Abatement Cost Curve (MACC), and other economic analysis tools. Context:

Under the overall guidance of the Chief of Mission for IOM Washington, and under the direct supervision of the Head of the Community Stabilization Unit for IOM Washington, the successful candidate will be accountable and responsible for providing short and mediumterm support for new and existing IOM programmes funded by the Office of Transition Initiatives (OTI) on an ongoing basis and providing support to IOM’s OTI field programmes as needed. This position is required to strengthen IOM’s role within the Framework of Agreement with the USAID/ OTI Office and support IOM Washington DC’s Four Corner Terms of Reference (ToR) applicable to USAID/ OTI-funded programmes

The Management and Surge Support (MASS) staff will need to become highly knowledgeable about both OTI and IOM and become intimately familiar with both organizations’ standard procedures and processes.

MASS staff will travel regularly to Pakistan or Afghanistan or other countries as required. The successful candidate will be expected to spend extended periods in countries where IOM implements OTI programmes and will primarily serve to strengthen and increase the management capacity, both in Washington and in the field, for OTI programmes for IOM. Successful performance will increase IOM’s management capacity for existing and future OTI funded programmes.

Core Functions / Responsibilities:1. Keep abreast of all OTI-funded IOM programmes, in particular by reading and editing the weekly and quarterly reports of OTI programmes being implemented by IOM and maintaining regular communications with the field programme management.

  1. Develop expertise in using OTI Proprietary management tools, in particular OTI Anywhere and the Database, among others.

  2. Develop expertise with IOM’s management tools, including the activity cycle handbook and project matrix, among others.

  3. Develop a deep understanding of all aspects of the implementation and operation of IOM’s OTI-funded field programmes. In particular, undertake duty travels (TDYs) to programme implementation offices and under the close supervision of the appropriate Chief of Mission and Programme Manager, develop a first-hand understanding of the following key staff duties and responsibilities, among others:

a. Grants Manager:i. Maintain programme database and grants matrix, including theentry of all relevant grant information and the reviewing of grantnarratives.ii. Manage the grants department and ensure adherence to theprocedures as laid out in the Activity Cycle Handbook.iii. Ensure proper paperwork filing and tracking of the programme’sentire grant portfolio.

b. Monitoring and Evaluation Officer:i. When in the field and where possible, conduct regular field visitsat each stage of implementation to document process, assessproject impact and collect feedback from stakeholders.ii. Manage and build capacity of the M&E team.iii. Develop and refine monitoring tools and ensure that indicatorsand outputs are pertinent and measurable.

c. Reporting and Grant Writing Officer:i. Support the Field Operations Unit in writing and reviewing grants,compose and submit for approval weekly and quarterly reports aswell as final reports specific to each grant activity implemented inthe field.ii. Use the activity database for grant management, tracking andreporting.

d. Deputy Programme Manager:i. Manage the staff of the grants, operations, technical/engineering,reporting and grant writing departments, where applicable, andprovide managerial support in other areas of the programme asneeded.ii. Develop and implement systems for programme development,implementation, reporting and data collection from field officesincluding programme database management.iii. Closely review the narrative, technical and budget components ofall grants and reports and ensure they capture all aspectsrequired to fulfil the goals and objectives of the programme, asrequired.

  1. Obtain familiarity with the overall operations of IOM and OTI programming, in particular with the IOM/OTI Framework Agreement, the Four Corners Management Model, and the TOR for the IOM Washington Corner.

  2. During TDYs make recommendations to the Programme Manager/Chief of Party for improving the operations and implementation of the field programmes.

  3. Work closely with other MASS staff and the Community Stabilization Unit in DC to support the knowledge transfer, best practices, and lessons learned between IOM’s OTI portfolio.

  4. Support the staff development and cross-programme learning TDYs of key national and international staff in IOM OTI programmes.

  5. Attend the regular Strategy Review Sessions for all relevant IOM OTI programmes to represent the IOM DC corner.

  6. Provide in-country support during absences of key staff for all IOM OTI programmes including over major holidays.

  7. Travel to Pakistan and/or Afghanistan among others and under the close supervision of the appropriate Chief of Mission, receive introductions to the programmes beingimplemented and undertake field training.

  8. File extensive reports and complete debriefings and additional trainings after duty travel.

  9. Provide short and medium-term management support for Pakistan and/or Afghanistan, among other countries, as requested by the direct supervisor.

  10. Perform such other duties as may be assigned.

Purpose of the position

To provide technical leadership for program design, operations research, impact documentation and overall monitoring and evaluation, of programs and projects in a Cluster.

Key responsibilities

  • Oversee capacity building of programs implementation staff and partners on WV Design, Monitoring and Evaluation framework (LEAP), development programming approach, and any other partnership initiatives, as per the Cluster Capacity Building Plan
  • Coordinate the development of Cluster consolidated performance monitoring plan and provide technical assistance in the implementation of the Cluster PMP in alignment with the programs designs.
  • Assist the Cluster team with preparation and analysis of performance data for semi-annual and annual program reporting to determine program progress by the programs, partners and WVU.
  • Develop and maintain a functional Cluster M&E database aligned to the different programs designs; and aligned to the NO Strategy; and partners information management systems e.g., HMIS, EMIS; and WV knowledge management systems e.g. HORIZON
  • Collaborate with programs teams and partners, the NO DME team, etc, identify/share programmatic success stories, lessons learned, best practices and locally appropriate innovations to increase learning; and document them for dissemination internally and externally.
  • Provide technical leadership and spearhead implementation of organization’s strategic initiatives to improve quality of DME for programs in the region, e.g., Outcome monitoring, impact evaluations, GIS Solutions, LQAS methodology, CWBT measurement and reporting etc.
  • Carryout out data quality assessments, pre-operation audits for programs, and oversee the implementation of the Operations Audit management actions related to recommendations on DME findings.
  • Develop and maintain a system for improving and rating of compliance of sponsorship service operations with the selected sponsorship service operations standards.
  • Coordinate implementation program DME process: assessments, re-designs, baselines, annual planning, program management reports, and evaluations, special research studies; and provide quality reviews of DME products (assessment plans & Reports, Design TORs, Program Designs documents, management reports; evaluation reports, etc) prior to National Office approval

Knowledge, Skills and Abilities Required

  • Bachelor’s degree in a Social Sciences, Social Works and Social Administration, Development Studies or related development disciplines Or Statistics, Quantitative economics and related disciplines. Master’s degree is an added advantage.
  • At least 5 years relevant with international organizations in research, monitoring and evaluation of, and reporting on complex (development) programs.
  • Knowledge of and experience with a range of M&E tools and techniques, including ability to develop strategic plans and comprehensive effective systems for data collection, analysis and dissemination.
  • Demonstrated commitment to M&E sustainability and building central and local capacity by providing technical assistance, training and supervision.
  • Excellent command of MS Excel, and working knowledge of at least two statistical data management packages/softwares (quantitative & qualitative) e.g., SPSS, Nvivo/Nudist, Epi Info, STATA
  • Must be able to work in a team and be prepared to lead and train subordinates
  • Ability to work with inter-disciplinary teams and a wide range of program/project activities.
  • Strong writing and communication skills
