Context:
Under the overall guidance of the Chief of Mission for IOM Washington, and under the direct supervision of the Head of the Community Stabilization Unit for IOM Washington, the successful candidate will be accountable and responsible for providing short and mediumterm support for new and existing IOM programmes funded by the Office of Transition Initiatives (OTI) on an ongoing basis and providing support to IOM’s OTI field programmes as needed. This position is required to strengthen IOM’s role within the Framework of Agreement with the USAID/ OTI Office and support IOM Washington DC’s Four Corner Terms of Reference (ToR) applicable to USAID/ OTI-funded programmes
The Management and Surge Support (MASS) staff will need to become highly knowledgeable about both OTI and IOM and become intimately familiar with both organizations’ standard procedures and processes.
MASS staff will travel regularly to Pakistan or Afghanistan or other countries as required. The successful candidate will be expected to spend extended periods in countries where IOM implements OTI programmes and will primarily serve to strengthen and increase the management capacity, both in Washington and in the field, for OTI programmes for IOM. Successful performance will increase IOM’s management capacity for existing and future OTI funded programmes.
Core Functions / Responsibilities:1. Keep abreast of all OTI-funded IOM programmes, in particular by reading and editing the weekly and quarterly reports of OTI programmes being implemented by IOM and maintaining regular communications with the field programme management.
Develop expertise in using OTI Proprietary management tools, in particular OTI Anywhere and the Database, among others.
Develop expertise with IOM’s management tools, including the activity cycle handbook and project matrix, among others.
Develop a deep understanding of all aspects of the implementation and operation of IOM’s OTI-funded field programmes. In particular, undertake duty travels (TDYs) to programme implementation offices and under the close supervision of the appropriate Chief of Mission and Programme Manager, develop a first-hand understanding of the following key staff duties and responsibilities, among others:
a. Grants Manager:i. Maintain programme database and grants matrix, including theentry of all relevant grant information and the reviewing of grantnarratives.ii. Manage the grants department and ensure adherence to theprocedures as laid out in the Activity Cycle Handbook.iii. Ensure proper paperwork filing and tracking of the programme’sentire grant portfolio.
b. Monitoring and Evaluation Officer:i. When in the field and where possible, conduct regular field visitsat each stage of implementation to document process, assessproject impact and collect feedback from stakeholders.ii. Manage and build capacity of the M&E team.iii. Develop and refine monitoring tools and ensure that indicatorsand outputs are pertinent and measurable.
c. Reporting and Grant Writing Officer:i. Support the Field Operations Unit in writing and reviewing grants,compose and submit for approval weekly and quarterly reports aswell as final reports specific to each grant activity implemented inthe field.ii. Use the activity database for grant management, tracking andreporting.
d. Deputy Programme Manager:i. Manage the staff of the grants, operations, technical/engineering,reporting and grant writing departments, where applicable, andprovide managerial support in other areas of the programme asneeded.ii. Develop and implement systems for programme development,implementation, reporting and data collection from field officesincluding programme database management.iii. Closely review the narrative, technical and budget components ofall grants and reports and ensure they capture all aspectsrequired to fulfil the goals and objectives of the programme, asrequired.
Obtain familiarity with the overall operations of IOM and OTI programming, in particular with the IOM/OTI Framework Agreement, the Four Corners Management Model, and the TOR for the IOM Washington Corner.
During TDYs make recommendations to the Programme Manager/Chief of Party for improving the operations and implementation of the field programmes.
Work closely with other MASS staff and the Community Stabilization Unit in DC to support the knowledge transfer, best practices, and lessons learned between IOM’s OTI portfolio.
Support the staff development and cross-programme learning TDYs of key national and international staff in IOM OTI programmes.
Attend the regular Strategy Review Sessions for all relevant IOM OTI programmes to represent the IOM DC corner.
Provide in-country support during absences of key staff for all IOM OTI programmes including over major holidays.
Travel to Pakistan and/or Afghanistan among others and under the close supervision of the appropriate Chief of Mission, receive introductions to the programmes beingimplemented and undertake field training.
File extensive reports and complete debriefings and additional trainings after duty travel.
Provide short and medium-term management support for Pakistan and/or Afghanistan, among other countries, as requested by the direct supervisor.
Perform such other duties as may be assigned.

Required Qualifications and Experience
a) completed advanced university degree from an accredited academic institution in Political or Social Science, International Relations, Humanitarian affairs or related field; b) five years of international professional experience (or seven years of experience for candidates holding a first level university degree) a majority of which will have been in Emergency and Post-crisis settings; c) experience in liaising with governmental and diplomatic authorities as well as with international institutions; d) wide range of management experience with stabilization/transition experience preferred; e) experienceworking long hours under highly stressful conditions on high profile programmes in insecure, post-crisis and/or culturally challenging environments with limited movement and infrequent social interactions; f) extensive experience working under UNDSS security rules in insecure environments; g) able to obtain visas for both Pakistan and Afghanistan; h) ability to work in and travel to and from the U.S. regularly.
Languages
Fluency in English is required. Working knowledge of other UN languages an advantage.
