Context and BackgroundHodaida is one of the most severely affected provinces; the GAM (Global Acute Malnutrition) rate in children under 5 years of age is 31.7% {9.9% SAM (Severe Acute Malnutrition) & 21.8% MAM {Moderate Acute Malnutrition)}, which is nearly double the national average (15%) and far exceeds the emergency threshold of 15%. In discussions with UNICEF and MoPH it was agreed that Merlin should focus support in three districts in Hodeidah, Al Marawiah, Az Zaydiyah and Zabid districts. In discussions with UNICEF and MoPH it was agreed that Merlin should focus support in three districts in Hodaida, Al Marawiah, Az Zaydiyah and Zabid districts. Merlin will support integrated health and nutrition services in these three districts in coordination with WHO and Save the Children who are also implementing health and nutrition services in this area.

Merlin will support essential health IPD and OPD services and nutrition SC and OTP, SFP services in two district hospitals in Al Marawiah and Az Zaydia districts and integrated health and nutrition services in the catchment populations of the 35 temporary health facilities in all three districts. WHO are supporting the stabilization in Zabid district hospital and Save the Children are supporting CMAM services in the catchment populations for static health facilities.

Merlin will support the two district hospitals with outpatient facilities for essential health services, management of severe diarrhoea and respiratory tract infections in the hospital and support to stabilization centre service for acute malnutrition. Merlin will support essential outpatient services through four mobile clinics who will provide CMAM services and essential health and nutrition services. This will be done directly by mobile clinic teams but increasingly with support from health workers in the temporary health facilities. Merlin will support health promotion through a health promotion team consisting of 150 community health workers supervised by 15 community health supervisors. The programme will be technically supervised at district level by a project medical and nutrition coordinator and health promoter in each district.

Main purpose of the roleThe Project Coordinator will be responsible for Merlin activities in Hodeidah Governorate, Yemen. S/He will have a specific focus on overseeing project implementation, reporting, financial monitoring, logistics and supervising the administrative functions of relevant departments, specifically logistics, HR and finance.

Overall Objectives (scope)• To help coordinate and deliver Merlin’s response to unmet needs in Hodeidah, which includes the provision of an effective and efficient medical service for the provision of life saving activities.• To ensure team safety and compliance with security regulations• To ensure appropriate Merlin administrative, financial and logistical systems/procedures are in place, maintained and adhered to so that all support functions are carried out effectively and efficiently• Ensure project implementation in line with Merlin and donor Guidelines

Responsibilities• Assist in the development and provision of Merlin’s response to unmet health, nutrition and WASH needs in Hodeidah with a focus on life saving activities.• Establish and coordinate Merlin’s emergency response activities including the day to day activities.

Project Management• Responsible for establishment of the project. This will include significant focus on base establishment, human resource recruitment and systems development.• Responsible for effective and efficient management of the field programme, consistent with the project management cycle (including remote management of staff and programmes if required)• Monitoring of the evolving humanitarian situation in the programme area, consulting with and making recommendations to the Country Director• In line with Merlin and Donor requirements, ensure financial, logistical and HR compliance • Pro-actively contribute to programme development and strategy• Prepare daily/weekly/monthly project activity reports including data analysis.

Security• Ensure security guidelines are developed and implemented within programme area• Ensure that security procedures are regularly reviewed with the project team and updated accordingly• Proactively monitor the political, military and security situation in the project areas and respond accordingly.• Ensure that risk and threat analysis are conducted regularly for smooth operations in the area• Be focal point for all security related issues and reporting with Country Director• Ensure a healthy balance between staff security and programme needs through liaison and discussion with the Country Director.

Logistics/ finance/ Administration• Ensure familiarity with donor compliance issues, Merlin procedures.• Ensure appropriate administrative, financial and logistical Merlin systems/procedures are in place, maintained and adhered to so that all support functions are carried out effectively and efficiently.• Document the project for transparency and future donor inspection/audit• Accurately manage and control the project budget through the preparation and submission of projected expenditures and monthly monitoring of expenditure versus the budget reports• Ensure good communications are established and maintained between the field offices and the Logistics and Finance departments

Monitoring and Evaluation• Prepare daily/weekly/monthly medical and project activity reports including data analysis• Organise project planning, progress and monitoring plans and evaluate on quarterly basis

Representation• Carry out representation with other NGOs, UN agencies, local and national government bodies, and other relevant parties• When relevant and with the Country Director’s approval, represent Merlin to donors, authorities, NGOs and other parties as necessary.• Ensure all relevant parties are kept informed of Merlin activities as appropriate (e.g. donors, health authorities etc.)• Ensure all relevant parties are kept informed on Merlin activities as appropriate.

PROGRAM/DEPARTMENT SUMMARY

Mercy Corps has been present in the Middle East since the 1980s and currently has offices in Lebanon, Palestine, Jordan, Syria, Yemen, Iraq, Egypt, and Libya. Mercy Corps opened its office in Yemen in 2010. The organization is currently developing a range of new programs focused on supporting Yemen’s political transition through conflict management initiatives. This is building on the recent success of a two-year USAID-funded youth and conflict management program that increased dialogue between youth and decision-makers to more constructively engage them in their communities. Mercy Corps is developing new programming that includes: 1) conflict management and skill training for both the youth and community leaders; 2) community-based projects to promote cooperation; 3) public awareness campaigns that promote inclusive dialogue 4) livelihood development as a tool to mitigate conflict, especially for youth.

Mercy Corps works in high-risk conflict and post-conflict environments. While these are difficult places to operate, we believe that transitional environments – countries affected by civil wars, economic and political crisis, or natural disasters – also offer tremendous opportunities for positive change. We currently implement 34 peacebuilding programs in some of the world’s toughest places, including Iraq, Somalia, and Sudan. Our current work builds on an exceptionally strong historical foundation. Since the late 1990s, Mercy Corps has implemented over 95 peacebuilding programs in over 30 countries and regions, making Mercy Corps a true leader in the field.

GENERAL POSITION SUMMARY

The Conflict Management Program Manager is responsible for program development and overall implementation of program activities. This will include identifying program opportunities to design new programming and drafting in concept notes, proposals, and other documents. It will also involve identifying and meeting local partners, and then building their capacity. Responsibilities will also focus on program management and implementation, as well as ensuring rigorous measurement of program impact. The Program Manager leads field monitoring and program performance by tracking progress toward specified objectives, including timely reporting. The Program Manager will need to be highly sensitive to the political dynamics of the country and have relevant security experience.

ESSENTIAL JOB FUNCTIONS

Program Development

  • Understand donor priorities and interests in Yemen to develop timely and relevant program ideas;
  • Conduct assessments and collect information about the context to inform program design;
  • Identify local partner organizations to support programming, ensuring they have existing community relationships to enable Mercy Corps to operate in the area;
  • Draft concept notes, proposals, and budgets to submit to potential donors;
  • Coordinate programming with other organizations to ensure complimentarily and prevent duplication;

Program Management

  • Adhere to all Mercy Corps procurement, administration, human resources policies to implement programming;
  • Manage program staff to complete program activities based on agreed program parameters;
  • Ensure program implementation is on time, on target and on-budget;

  • Draft and/or review scope of work to hire and manage any technical consultants, including review for technical efficacy and contract budget;

Security

  • Track security issues and identify strategies to mitigate the challenges that may interfere with programming;
  • Ensure compliance with security procedures and policies as determined by country leadership;
  • Proactively ensure that team members operate in a secure environment and are aware of policies;

Coordination

  • Maintain internal and external relationships to ensure program success including contacts with government office and country program offices, international and local NGOs working in the emergency sector, related to emergency programming, beneficiaries and the general public;
  • Identify, coordinate and partner with local and international partners;

Organizational Learning

  • Masters degree in conflict management, social sciences, international relations or other relevant field preferred.
  • 3-5 years relevant professional experience implementing conflict management and reconciliation, youth, or related programs, preferably in insecure or transitional environments.
  • Demonstrated ability to implement a complex program, manage staff, and develop their capacities.
  • Strong facilitation and consensus-building skills.
  • Effective verbal and written communication, multi-tasking, organizational skills.
  • Experience in highly volatile security situations and a commitment to team safety.
  • Familiarity and experience with USAID rules and regulations preferred.

LIVING /ENVIRONMENTAL CONDITIONS

This unaccompanied position will either be based in Sana’a or Taiz, Yemen (TBD). This position will be required to reside in group housing in an insecure environment with energy, transportation and communication challenges. The team member must follow all security protocols at all times. This position is eligible for Hardship and R&R breaks.

BACKGROUND

The Danish Refugee Council (DRC) has been implementing humanitarian activities in Yemen since 2008. Using a protection of human rights framework, DRC Yemen focuses mainly on assisting refugees and migrants from the Horn of Africa and on providing emergency assistance and livelihoods support to Yemenis who are affected by conflict in north, central and southern Yemen.

PURPOSE

DRC Yemen is seeking an experienced Alliance Coordinator to lead the Yemen Nutrition Alliance, which is comprised of DRC, ACF and Mercy Corps. The Yemen Nutrition Alliance has a mandate to address the underlying causes of malnutrition and to treat acute malnutrition throughout Yemen. This position seeks a person to coordinate the work of this Alliance, fundraise, and to regularly present its work to relevant stakeholders.

KEY RESPONSIBILITIES

OBJECTIVE 1: COORDINATION

• Provide professional coordination of an alliance consisting of three NGOs established to enhance programming and response to the Yemen nutrition crisis.

• With the thematic technical leads (WASH, Food Security and Nutrition), ensure that monitoring tools are developed and standardized, and that data is regularly collected.

• Compile and analyse monitoring data (with support from the technical leads), and produce monthly monitoring reports.

• Ensure that donor reporting is standardised between alliance partners.

• Ensure that thematic leads develop sound mainstreaming strategies (such as ensuring protection of beneficiaries and prioritizing gender throughout project implementation), and that these strategies are adopted by alliance partners.

• Together with alliance members, ensure that information and coordination is trickled down to field level.

• Together with the technical and thematic focal points, ensure that learning from the current response is captured and disseminated to all stakeholders (to enhance external application of learning) where relevant.

OBJECTIVE 2: ADVOCACY AND EXTERNAL REPRESENTATION

• Advocate to donors, media, government, and other stakeholders through bi-lateral meetings, press releases, and workshops, on topics approved by the alliance.

• Represent the voice of the alliance with the relevant clusters and working groups for the need of coherent response, coordinated assessment and timely sharing of information and reports.

• Responsible for communication with the donor i.e. UNICEF on behalf of the alliance (although grants will be managed by individual agencies).

OBJECTIVE 3: FUNDRAISING

• Liaise with potential donors and fundraise for the alliance.

• Lead the alliance towards agreeing upon a common programme strategy for existing and new programmes.

• Prepare proposals that reflect the agreed alliance strategy.

REPORTING ARRANGEMENTS

The Alliance Coordinator will report to the Country Director.

QUALIFICATIONS

• Experience in working in an alliance or consortium

• A master’s degree in development or equivalent in humanitarian response knowledge and experience

• International experience in humanitarian project design and management.

• Significant experience in proposal writing and donor liaison.

• Demonstrable experience in coordinating a range of stakeholders.

• Experience in capturing and disseminating learning to different audiences for a range of purposes.

• Diplomacy and excellent interpersonal skills, together with the capacity to remain calm under pressure.

• Excellent communication skills (written and oral) in English.

• Experience in working with UNICEF funded projects.

CONDITIONS

Availability: November 2012

Duty station: Yemen is a non-family duty station. DRC will provide accommodation of moderate standard. As insecurity levels in Yemen are currently quite high, DRC security procedures may require shared housing, limitations of personal movement and other restrictions.

Contract: 12 months with possible extension depending on availability of funds and performance of the candidate.
