MissionThe mission of the CVI Rep is to be the link between the General Secretariat (GSC) and the Promoting and Supporting Associations (PSAs), ensuring positive interaction and supporting the PSA’s in realising their strategic ambitions in their national markets as well as to ensure and strengthen the relationship and alignment to the federation and its objectives.

Main Tasks and Responsibilities• Guide and support member associations in becoming strong entities through the development of boards and national management teams • Stay updated on the organisational focus of the PSAs by being kept informed through board meetings• Represent the organisational interest of PSAs within the IO in general and in the Competence Centres, work groups and steering teams in specific• Collaborate with member associations in developing their local strategies, supported by functional resources in the region and monitor implementation
• Provide effective information flow to/between PSAs and GSC• Ensure integration of the global strategic plan with local plans and integrate international functions targets into the development plans of the member associations• Review the progress made in member associations in the course of the annual review cycle
• Monitor the roll-out of standards and policies according to the plan. • Engage in trouble shooting and problem solving in specific matters – be first point of contact for crisis interventions

Requirements• Experience in governance work and organisation development processes• Strong strategic awareness, integrating environmental developments, future orientation and a pragmatic view into operational planning and day to day work as well as a good understandings of complexities relating to the dual mission PSAs have, both being provider of social services as well as fundraising bodies• Good understanding of development aid and the programme work of SOS • Proven track record of strong stakeholder management and implementation skills• Can navigate and identify win/win solutions trying both to accommodate for a degree of a customised market approach, which at the same time both is aligned and cost efficient.• Business awareness, good understanding of numbers, ability to conduct critical analysis and integrate information • Ability to show leadership and convince also in non-hierarchical relationship• Finding the right tone and nuances to get relevant messages across• Ability to build strong relationships/networks and to work and cooperate effectively and in a spirit of partnership with peers, partners, stakeholders and others who are not in the line of command• Fluent oral/written English and French skills • Any other language spoken in the PSA-markets will be an asset• Willingness to travel• Candidates must be eligible to work in Austria or hold a valid work permit

PROGRAM BACKGROUNDInternational Medical Corps’ emergency assessment team has conducted various multi-sector assessments in multiple countries and have identified humanitarian gaps in health, nutrition and WASH.

JOB SUMMARY

The Emergency Medical Coordinator is primarily responsible for the design, implementation and management of the emergency health programs. The Emergency Medical Coordinator will work in collaboration with the senior management team and health teams in the field.

ESSENTIAL DUTIES AND RESPONSIBILITIES: `

1. Technical Monitoring and Program Quality• Technically lead the International Medical Corp’s health program strategic planning, design and implementation in close coordination with The Emergency Response team leader, donors and other implementing partners, providing technical supervision, and technical support to the emergency health program, • Ensure planned health activities are in line with approved proposals as well as consistent with established best practices. • Maintain the quality of clinical care through direct supervision of medical personnel, chart review, training and role modeling on the job training and mentoring.• Ensure referral of complicated cases from the static and mobile clinics to the In Patient Department and establish a system to monitor their progress while admitted.• Manage clinical staff including recruiting, hiring, supporting, and redistributing the International Medical Corps health professionals, wherever and whenever required in the supported health facilities.• Work closely with the WASH Coordinator, and Nutrition Coordinator to ensure synergy in the interventions in three sectors where the International Medical Corps is working;• Work closely with senior management and field teams to determine the operational needs of the medical program within the scope of the grants • Ensure that early warning systems and contingency plans are in place for investigation and control of outbreaks of infectious diseases and other health issues of concern.• Oversee the collection and timely reporting of data and statistics for all programs in accordance to the agreed internal and donors reporting requirements • Ensure timely and adequate provision of supplies and drugs through review of pharmacy consumption reports, adherence to treatment protocols, program budgets, acquisition of Goods in Kind (GIKs) from UN agencies and other donors;• Participate and technically represent International Medical Corps in the camp coordination meetings and task force meetings, provide regular technical updates in such forums and the senior management following the established reporting structures and ensure positive interaction and good relations with partners in the region.• Flag any need for and provide input to possible IMC advocacy drives on matters pertaining to the refugee crisis.• In collaboration with the ERT team leader, the logistic Coordinator and the Finance Manager, assume responsibility over the emergency medical response budget including submitting purchase requests to adequately supply medical teams and making sure funds allocated to the response are fully and appropriately spent
2. Program Development • Work with the Emergency Response Team (ERT) team leader, senior management team, field teams, and regional desk in strategic planning for future direction of the health programs.• Work with ERT team leader, Program Officer and Other program staff program coordinator and management team to draft concepts for future funding following the protocols and formats of each

SKILLS & REQUIREMENTS:• Minimum medical degree, preferably with a Master’s in Public Health • Minimum of 5 years’ experience with emergency response and post-disaster, post conflict work experience; • Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’s; the ability to work with a broad spectrum of people • Ability to exercise sound judgment and make decisions independently • Ability to write clear and concise reports and to meet required reporting deadlines.• Extremely flexible, and ability to work in basic living conditions, and under administrative and programmatic pressures and ability to cope with stressful situations • Ability to assume non-medical responsibilities from time to time to cover for other team members• Skills and knowledge in program sustainability and capacity building, and project monitoring and evaluation (both quantitative and qualitative methods).

LANGUAGES• Ability to read, write, analyze and interpret, technical and non-technical in the English language. • Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players• Ability to speak English and French required. Knowledge of Bambara helpful.

JOB SUMMARYThe Chief of Party will ensure that activity objectives are effectively met. The Chief of Party will apply their expertise and experience in overall agreement management, operations and coordination; relations with USAID; design, organization and implementation of exercises; any related training; design and development of planning tools and instruments; and the organization and coordination of appropriate technical assistance.

ESSENTIAL RESPONSIBILITIES• Set monthly, quarterly, annual and project duration strategy• Ensure that the strategic directions, project benchmarks, accountability and internal control standards are established and exercised• Ensures that the results oriented directions, targets, deliverables and standards of care are communicated and agreed with the senior leadership, the project team and in consultation with the United States Agency of International Development (USAID), other partners and stakeholders• Ensure that project elements are conceptualized and the team members and consultants understand their roles and responsibilities and are properly trained to implement the project tasks in compliance with all the project requirements of USAID and International Medical Corps• Ensure that technical deliverables and monitoring and evaluations plan are designed, agreed, and match the project requirements and ensure that all the project information and benchmarks are achieved in a most transparent way and properly reported• Ensure that the project team and consultants are properly trained, roles and responsibilities are properly assigned and the team is able to implement the project agreed deliverables• Provide sound day to day leadership in recruitment, training, programmatic and fiscal operations, performance evaluation of the project and staff• Conduct monthly deliverables and project practices review• Ensure that contract, finance and grants administration functions are in full compliance with provisions of the agreement with the USAID• Ensure that the project financial projections, expenditures and internal audit functions are in full compliance with the contract provision of the USAID and International Medical Corps;• Ensure that fiscal and program documentation processes flow• Ensure full coordination and collaboration is established with the USAID will establish a Program Coordination Group (PCG), the Host Government Ministry of Health, World Health Organization, etc. Lessons learned and approaches are communicated, captured and reported• Perform other duties as assigned. QUALIFICATIONS• Minimum of a Master’s level degree in public health, international health development, health project/program management, or an equivalent field• Minimum of ten (10) years relevant experience working in development activities in developing countries• Experience with international emergency disaster relief, and management of training events desirable• At least three (3) years experience as CoP or Director for a health development project with similar scale and complexity• Demonstrated ability to work with multiple partners on collaborative projects• Demonstrated ability to create and maintain effective working relations with senior government personnel, NGO partners, host country governments, multinational corporations, donors, international and U.S. government organizations
